WPD News Release For Immediate Release January 2, 2002 PF PLYMOUTFF Contact: Judy Johnson, 763-509-5007 Or Eric Jungels, 763-550-9303 Plymouth Youth Council seeks nominations for Youth Awards If you know a young person in Plymouth who deserves special recognition for community service or volunteer work, nominate him or her for a Plymouth Youth Service Award. Nominations must be postmarked by Feb. 1. Awards will be presented on Feb. 28, 7 p.m., at Plymouth Creek Center, 14800 34`h Ave. N. Four young people will be selected to receive $250 cash awards. Two additional people who have demonstrated outstanding distinguished service will be selected from the overall field of nominees to receive $500 awards. All nominees will receive certificates of recognition, and their names will be entered in a prize drawing. Awards will be made in two categories — community service and special recognition. Two awards will be made in each category. One award will go to middle school age youth. The second award in each category will go to individuals in high school through age 19. The community service category will recognize Plymouth youth who have consistently participated in community service projects or volunteer programs. The awards will be based on the number of community service hours, the types of community service performed and an essay. Young people may nominate themselves in the community service category. The special recognition category will honor Plymouth youth who have, in one or more particular incidents, displayed an uncommon concern for their community. No self -nominations will be accepted in this category. The winner will be selected based on the nomination letter. Nomination forms are available at Plymouth City Hall. The motion passed unanimously. Plymouth Tree Paul Buck, Forester, responded to questions presented by the EQC Preservation members with the following comments: Ordinance Update • Mr. Buck explained that once the soil is compacted there is no way to bring it back. Amending the soil encourages good root growth in the area but the tree will die eventually when the roots widen. • Reducing compaction width is more important than depth as the tree roots grow outward rather than extending a deep tap root. • Approximately one third of the understory in Plymouth consists of Buckthorn and once a property is sold the ordinance is not binding. • The cost of restitution in the City of Plymouth is in the ballpark with other cities and Mr. Buck felt that raising the fine would not discourage developers from removing trees. • Some cities have an inspector on site when every tree is planted making sure that the required trees are being planted and that they are being planted properly. Additional staff would be required for the City of Plymouth to oversee tree planting. Page 1 of 4 D: ITEMPI121201.doc There is nothing in the current tree preservation ordinance to encourage developers to maintain wooded properties. The issue is not tree or wetland planting it is the soil. Without the soil you have nothing. Ms. Osborne suggested that the EQC draft a soil ordinance. Councilmember Black stated that the state of Washington has a soil ordinance and that a copy would be available from the Washington Organics Council. A motion was made by Kathy Osborne, seconded by Terri Jaffoni to recommend approval to the City Council of the changes to the tree preservation ordinance and look at the possibility of a soil ordinance as a future discussion item. The motion passed unanimously. Mr. Buck displayed a plan of the Parkview Park Native Plant Garden. Environmental Mr. Missaghi explained that currently enforcement issues are handled on Ordinance a complaint basis by Warren Kulesa, Housing Inspector or one of the Enforcement City's CSO's, with urgency determining which one will respond. Mr. Missaghi will provide the EQC with a report of complaints received enabling the EQC to evaluate and determine the areas that need education dollars. 2002 EQC Councilmember Black reported that most commissions have one or two Membership youth members. She has a candidate on the youth council that is very interested in being a member of the EQC. A motion was made by Terri Goodfellow -Heyer, seconded by Andy Waldstead to recommend that the City Council open the membership of the EQC to one or two youth starting next year. The motion passed unanimously. Mr. Larson suggested getting information out to the high schools and inviting interested students from 9th through 12th grade to a certain EQC meeting. Councilmember Black stated that the usual way of getting applicants is to advertise in the paper. She would like to see students from different schools and indicated that Dan Hanka of Armstrong High School may know someone that is interested in serving on the EQC since a student from Wayzata High School is already interested. Page 2 of 4 D: ITEMP1121201.doc City staff will be responsible for gathering applicants. Interviews will be done in August, so the students can start at the beginning of the school year. Environmental Mr. Missaghi distributed the Environmental Education Update for Education Activities December, 2001 and reported the following information for Margie Update Vigoren: • The Recyclopedia was mailed to all addresses in Plymouth in mid- November. Each booklet was printed and mailed at a cost of $.32 each. • Three focus groups were conducted to explore citizens' level of awareness related to water quality and their attitudes toward making behavior changes for the sake of water quality. The executive summary and recommendations from the focus groups will be completed by the end of the year. • The first of three "train the trainer" sessions for the Plymouth environmental speakers bureau were conducted. Steve Setzer with Hennepin Poison Control, Chuck Stroebel from the Minneapolis Dept. of Health, Margie Vigoren and Kris Hageman presented information on managing and reducing hazardous materials in the home. Terri Goodfellow -Heyer stated her interest in becoming a part of the speakers bureau. • "Make a Splash" is the name chosen for the 2002 Environmental Quality Fair to be held at Birchview Elementary School from 6:00 p.m. to 8:00 p.m. on February 21, 2002. • The lead story of the January/February Plymouth News will focus on the lake management plans of Medicine and Parkers Lake. • Margie Vigoren and Kris Hageman are working with Wayzata High School to set up a waste reduction and recycling program involving students, faculty, staff and Minnesota WasteWise. • Margie Vigoren designed an award certificate for the "Adopt a Catchbasin" program. 2001 Annual Report As a reminder, Mr. Missaghi distributed a draft of the Water Resources & 2002 Annual Plan 2002 Educational Budget for the EQC's review. He informed the group that the EQC annual report and work plan are due in February, 2002. It was decided that the January, 2002, EQC meeting would be devoted to completion of the annual plan. Plymouth was one of only two metropolitan cities (the other being Fridley) to offer to participate in this grant project. We commend the Plymouth police officers for stepping up to be leaders as a model for other communities to follow. It is also a good time to thank you and your officers for doing your part to build a positive relationship between the Plymouth Human Rights Commission and the Police Department. In the past two years, we had ongoing dialogues about racial incidents, worked well together on hate incidents, and developed an ordinance regarding handicap transfer zones. Several Commissioners have gone on `ride -a -longs' with officers. The Commission has received presentations from Plymouth officers about racial profiling, the school liaison program, and police department policies that relate to discrimination and response to hate crimes. We particularly commend those officers who voluntarily chose to participate in the hate crimes training held at the City of Crystal, which was co-sponsored by the Plymouth Human Rights Commission, as well as the officers who attended the Minnesota Department of Human Rights regional conference, which our Commission sponsored here in Plymouth. Human rights commission members from around the State were very impressed to see the presence of Plymouth police officers as participants at this conference. We welcome a new year and a continuing positive relationship with your department. Cleaning will be from Trenton Lane approximately 600 feet to the West and 150 feet to the East. They will remove sediment and vegetation from the ditch bottom and sides that has restricted flow along this drainage way. Access to the ditch West of Trenton Lane will be off of Bass Lake Road. Along this portion of the ditch all work will be done from the North side. A backhoe will load excavated sediment into trucks, and the material will be removed from the site. A temporary level bench will be cut into the bank to allow truck access. Some tree removal is necessary to allow the backhoe to load the trucks. Access to the ditch East of Trenton Lane will be off Trenton Lane. Along this portion of the ditch, all work will be from the South side. Again, some small trees will be removed to facilitate the work. While the exact date of when the work will be done is not known, it will most likely be sometime this winter. It will take approximately one week to complete the work. The ditch banks and other disturbed areas will be restored with grass seed during the growing season. Cities must provide responses no later than Monday, Jan. 7. Responses may be faxed to the Secretary of State's Office at (651) 215-0682. Concerns for cities From the League's perspective, cities have two very basic concerns: • The plans should avoid placing cities into more than one legisla- tive or congressional district • The Legislature should reach agreement on the plans to redraw those district boundaries before March 19. The League cautions cities about reflecting more broadly on the merits of the various redistricting proposals. Debate over issues such as minority representation, compactness, and protection of incumbents is often highly partisan. Criticism or praise of plans based on such matters can draw political backlash It is appropri- ate, however, for cities to comment on plans that may impact communities of interest within the city and to address matters that may adversely affect the conduct of elections at the local level Cities maintain and the special redistricting panel has recognized that redistricting should be accom- plished "...with attention to county, city and township boundaries," and that those local units of government should not be divided into more than one district—except to meet equal population or compactness criteria for redistricting City election officials acknowledge the need for the Leg- islature to reach agreement soon on redistricting plans since cities face a tight timeframe to redraw city ward boundaries and/or re-establish precincts Once cities have completed their responsibilities, counties and school districts must also redraw local election district boundaries, as needed. Then voters must be notified of their new districts and where they will vote in the 2002 elections. Details on the proposals The Minnesota House of Representa- tives and the Minnesota State Senate have each adopted their own con- gressional and legislative redistricting proposals The governor's Citizens Advisory Redistricting Commission has also developed alternatives to the plans that have been developed by each legislative body Those plans can be viewed on the legislative web site at* www.commisslons.leg. state.mn.us/gis/litmi/courtplans/ courtplans.html Maps showing the impact on the city of each of the plans can be down- loaded and printed so that city officials can examine how proposed changes in congressional and legislative election districts would affect the city The proposed congressional plans submitted to the panel on Dec. 28 are, C0001-1, submitted on behalf of the Minnesota House Majority and State Senate Minority Caucuses, C0007-1, submitted by Gov. Ventura: C0008-0, submitted by the State Senate Majority and House Minority Caucuses: and C0009-0, submitted by Patricia Cotlow, et al , plaintiffs represented by attorney Alan Weinblatt, who brought litigation 10 years ago to gain court action on redistricting and who have gained standing for determining the outcome of the 2002 redistricting issues if the state court acts to determine the outcome. The legislative redistricting propos- als listed are, L0007-0, submitted by the governor', 1-0008-0, submitted by the State Senate Majority and House Minority Caucuses', L0009-0, sub- mitted by the Minnesota House Majority and State Senate Minority Caucuses; and L0010-0, submitted by the plaintiffs represented by attorney Alan Weinblatt.
