FOR YOUR INFORMATION...
1. COUNTY ACQUISITION OF ELWELL PROPERTY - Tuesday morning
Councilmember Zitur and I attended the County Board meeting, at
which time the County Board considered acquisition of the 424 -acre
Elwell property in Plymouth and Medina. The Board voted
four -to -three in support of the acquisition as recommended by its
staff. I provided information to the Board indicating that: 1) the
property was outside the City's urban development area; 2) both the
City and the Metropolitan Council do not contemplate the extension
of utilities in this area for many years, likely past the year 2010;
and 3) the City's zoning ordinance does not contemplate development
within the area. I also left with them copies of the City's Zoning
Ordinance dealing with this particular zoning district (FRD), as
well as the Council's resolution of August 21 expressing concern
with regard to the acquisition. With this information, the County
has been given advanced notice of the City's ordinances and concerns
and they have been forewarned as to difficulties which lay ahead
should they seek to develop the property for purposes other than
those contemplated under the FRD zoning district. Attached is a
copy of the staff report to the County Board. (I-1)
2. DEVAC PROPERTY - Al Shackman of Ryan Construction called to inform
me that Devac has now moved out of their facilities adjacent to the
Groves Office Park and Shopping Center. Devac is obligated to
demolish the building and Al informs me that that is expected to be
completed by October 20.
3. PLYMOUTH HISTORICAL SOCIETY - OPEN HOUSE -- The Plymouth Historical
Society will have an Open House on Wednesday, September 27 at 7:30
p.m. at the Old City Hall building. A copy of their September
newsletter is attached. (I-3)
4. HOPKINS CHEMICAL HEALTH COMMISSION -- The Hopkins Chemical Health
Commission has invited the Council and City staff to their next
meeting to hear guest speaker Jan Smaby, Director of Drug Policy for
the State of Minnesota. The meeting will take place on Monday,
October 2, at the Hopkins City Hall beginning at 7:30 p.m. A copy
of the Commission's invitation is attached. (I-4)
5. "CHANGING METROPOLITAN ENVIRONMENT" SEMINAR -- The Hamline
University Graduate Public Administration Program is sponsoring a
one -day seminar which will examine the changing demographics in the
Twin Cities metropolitan area. The seminar will be held Friday,
October 13 from 8 a.m. to 5:30 p.m. A brochure is attached.

6. DEPARTMENT REPORTS -- The August monthly activity report for the

7. INSTALLATION OF NEW TELEPHONE CABLE -- Attached is a memorandum from
Fred Moore on information received from Hennepin County on the
installation of a new telecommunications cable to be buried along
County Road 6. This installation is unrelated to the proposed
upgrading of County Road 6. (I-7)
8. DARE CONTRIBUTION -- The Golden Valley Veterans of Foreign Wars Post
has presented a $1,000 donation to the Plymouth Crime Prevention
Fund to be used for Plymouth's DARE Program. Dick Carlquist
advises the money will be used towards transportation costs relative
to the instructor's training in Springfield, Illinois. (I-*)
9. FALL FLUSHING SCHEDULE -- A copy of the fall watermain flushing
schedule is attached for the Council's information. Watermain
flushing is scheduled for September 27 through October 26. (I-9)
10. HOUSEHOLD HAZARDOUS WASTE COLLECTION RESULTS -- Attached is a memo
from Dick Pouliot reporting on the ptember 15 and 16 Household
Hazardous Waste Collection Project. Some 302 cars visited the site
on Friday, and 456 cars on Saturday. Estimates of amounts collected
include:
Used tires - one large semi -trailer load
Auto batteries - six to eight pallets
Used paint - approximately 15 boxes
Volumes on chemicals (i.e. gasoline, insecticides, etc.) are not yet
available. (I-10)
11. MEDICINE LAKE TASK FORCE -- Attached is a memo from Eric Blank on
the September 19 meeting of the Medicine Lake Task Force. The Task
Force was informed by a Hennepin Parks Biologist, that a fragment of
Eurasian Water Milfoil was found in the southeast corner of the
lake. The Task Force is contacting area residents to arrange for a
September 30 search of the lake to look for rooted milfoil plants.

Metropolitan Council Chair Steve Keefe invites you to his annual regional breakfast meetings
for local officials in Hennepin County. These meetings will provide an opportunity to talk
about the issues the Council is dealing with and for you to express your ideas about the
Council and its work.
Chair Keefe will discuss the Council's priority projects for next year, and some of the
metropolitan issues the Council thinks the legislature may address in 1990. Council members
are also interested in hearing what you think the Council is doing right, what it is doing wrong
and what it should be doing in the future.
Three meetings are scheduled for local officials in Hennepin County --one each in northern
and southern Hennepin County and one in Minneapolis. You may attend any or all of these

and public works and public safety uses.
The property is located on County State Aid Highway 101 approximately 1/2 mile north of T.H.
55 and consists of approximately 424 acres with 80 of those acres in the City of Plymouth,
and the balance in the City of Medina. The property is owned by Laurance R. Elwell, Jr. and
Ruth 0. Elwell, husband and wife.
The estimated cost to acquire this property is $4,300,000.00, $500,000.00 of which is to be
paid in 1989 and the balance in 1990.
Funding for the 1989 payment is to be provided from prior years' appropriations in the 1989
Capital Improvement Program, Firearms Facility Project.
Funding for the balance of the payments to be made in 1990 is to be provided from the
1990-1994 Capital Improvement Program with permanent financing for the entire cost of fl -
acquisition potentially being provided through bonded indebtedness.

The following resolution was offered by
WHEREAS, Resolution No. 89-8-692 R1, dated August 8, 1989, authorized the
acquisition of property in the Cities Medina and Plymouth by negotiation for
direct purchase, and
WHEREAS, the County Board of Hennepin County is authorized by Minnesota
Statutes 1988, Section 373.01, Subdivision 1, 375.18, 383B.259, 473.801,
473.811, 473.823 and Chapter 117, to acquire property for public purposes,
BE IT RESOLVED, that in the public interest and for the purpose of the
county fair and recycling and public works and public safety uses, the property
in the Cities of Medina and Plymouth, County of Hennepin, described in Exhibit
A, on file with the Clerk of the Board, which is necessary for these public
purposes, be acquired by negotiation for direct purchase or condemnation, and
BE IT FURTHER RESOLVED, that the Chairman of the Board be authorized to
sign a Purchase Agreement, Contract for Deed, Leases and any other documents
required for the purchase of this property on behalf of Hennepin County; and
that the Controller be authorized to disburse funds as directed, and
BE IT FURTHER RESOLVED, that permanent financing for the entire cost of the
acquisition may potentially be provided through bonded indebtedness.

On Wednesday, September 27th at 7:30 p.m. the Plymouth Historical Society will have an OPEN HOUSE.
The guest speaker will be Arthur L. Finnell, speaking on "Adventures on the Family Tree". He has 35 years
experience in helping people to get started on finding more about their family's history. He can provide
information on how to look for artifacts, historical information, public resources, etc. to help sort it out into
meaningful information about your family.
We have included a sample Pedigree Chart to get you started. Fill it out and bring it along to the meeting to
ask questions on how to go about filling in the missing information.
Remember to bring your friends, neighbors and anybody interested in geneology on September 27th!

QLD FASHIONED CHRISTMAS IN PLYMOUTH
It's not to early to plan ahead and mark your calendar for the Third Annual "Old Fashioned Christmas in
Plymouth" Sunday, December 10th, co-sponsored by the Plymouth Historical Society and Plymouth Park and
Recreation Department. It will be bigger and better than last year so watch for future announcements.
MAILING AND MEMBERSHIP LIST
All of the people who have previously signed our guest book have been added to the mailing list. You will
have to pardon us if we didn't get your name or address exactly correct. If you have any additions or

If anyone would like to become a member of the Plymouth Historical Society, please feel free to call Jack or
Mary Malmstedt at 473-4493. The annual dues are Individual $5.00, Family $7.50 and Lifetime $100.00.
CHURCH RESTORATION
The original Mount Olivet Lutheran Church of Medicine Lake on County Road 9, Plymouth is being restored
with a grant from the ONAN Family foundation in memory of Geraldine ONAN Smith. The restoration will
exceed the grant and the church is looking for any additional help they can get to defray the costs.
The picture below is representative of the paintings that were discovered on the walls and will be
restored in the restoration process.
The church was built in 1880 and a history has been compiled by John W. Matson. The following is his
information on the early history:
1850's - The settlers in this area were served by missionaries who came a few times each year to conduct services. One of the
fust missionaries who conducted services in the Medicine Lake area was Pastor Rakcopp, who would walk from Osseo and carry
a bundle on his back. The word of his arrival was spread by word of mouth and several families would gather in one home for
services.
1854 - In the year 1854, Horman Sandhoff homesteaded in the Medicine Lake area. His children Ed and Ida Sandhoff, recalled
having services in their log house by the lake. On these special occasions there would always be a big dinner after the services.
Later on services were held in the little brick schoolhouse of School District Number 51. There was some objection to this
procedure so services were moved into the home of Christopher Sandhoff. His home was located just east of the schoolhouse on
land which he had purchased in 1866 from Francis Jowett.
1871 - Christopher Sandhoff died on April 2, 1871, and he was the first person buried in the present cemetery, which was once
his land. Just before his burial, the cemetery was dedicated. Later when the cemetery was surveyed, it was found that the actual
grave was on land owned by August Sandhoff, who then gave a narrow strip of land to the cemetery so the grave would not have
to be moved.
1978 - On June 12, 1878, a German Evangelical Cemetery Association was formed by the adoption of articles of incorporation.
1880 - In 1880 provision was made to build a church ediface on the property owned by the cemetery association. It was in the
same year that a house was built on property across the road, and currently this house is used for the parish house of Mt. Olivet
Congregation. The church was organized as a local congregation and it took the name of Immanuel Evangelical Church of the
Evangelical and Reformed Church of North America. The ten charter members of the congregation were: Horman, August,
August Ed, and William Sandhoff, Henry and John Fitzor, William and Henry Schmidt, Henry Proohl and one more. Services
were conducted in German and all records were kept in German until the early 1900's.
1831 - There were eight in the fust confirmation class, which was conducted by Rev. Floor in 1881 (Rev. Floor was pastor of St.
John's Evangelical Church in Minnapolis). The conlirrnands were Mrs. Elizabeth Roggomm Dora Fitzor, Bertha, Minnie,
Adolph, Mary, Anna and Fred Sandhoff.

in reference to President Bush's proposed 7.9 billion dollars of drug war
money that is available to various state agencies.
We are anticipating representatives from mayors and councilpersons,
members of chemical health commissions, public school district chemical
awareness staff, and police officers from neighboring communities.
This meeting and important speaker will take place at the Hopkins City
Hall on Monday night, October 2, 1989 at 7:30 p.m. The City Hall is
located at 1010 1st Street S., Hopkins, MN.
I hope that you and your staff can attend this presentation. Please feel
free to make copies of this letter and post it for anyone else in your
organization who may wish to attend.

On September 18, 1989, we received a copy of a permit which the Hennepin
County Department of Transportation has issued to AT&T Communications
for the installation of a new telecommunications cable along County Road
6. This cable will run along the northerly side of County Road 6 from
the existing AT&T Tower at the southeast corner of County Road 6 and
Xenium Lane westerly to Shenandoah Lane.
This new cable is a portion of overall system improvements being
undertaken by AT&T between their communications tower in Plymouth and
St. Cloud. The installation of this cable is unrelated to the proposed
upgrading of County Road 6, although the County has required the cable
installation to be in accordance with the proposed construction plans.
The work is to get underway within the next two weeks and is to be
completed by January 1, 1990. You had requested that I keep you and the
City Council informed of any construction projects along County Road 6.

SUBJECT: HENNEPIN COUNTY HOUSEHOLD HAZARDOUS WASTE COLLECTION
The Hennepin County Household Hazardous Waste Collection on Friday and
Saturday, September 15 and 16, was accomplished in a relatively smooth
and routine manner without any noteworthy incidents. The County Project
Coordinator, Rosemary Lavin, states that the exact amounts of the
individual items collected will not be known until Thursday. A rough
estimate is as follows:
Used tires One large enclosed semi -trailer load
Automobile batteries Six to eight pallets
Used paint Approximately 15 boxes (6 x 6 x 6)
Chemicals (gasoline,
insecticides, etc.) Volumes are not available at this time
302 cars were processed on Friday the 15th and 456 on Saturday
for a total of 758 cars.
Household hazardous waste was also collected at Bloomington, Golden
Valley and Hopkins on the same dates and times. A comparison of the
cars going through those sites is as follows:
Bloomington, Friday 681, Saturday 969
Golden Valley, Friday 392, Saturday 372
Hopkins, Friday 434, Saturday 607
Except for approximately one hour and a half on Friday when cars started
lining up prior to the 1:00 start time, there was never a backlog or
wait of more than five minutes. All day Saturday, was just a steady
trickle of cars through the site. It is difficult to assess whether
this was due to the fact that all Plymouth residents have now
completely cleaned out their garages and basements of these types of
materials or that the message did not reach everyone concerned.

SUBJECT: Medicine Lake Task Force
The Medicine Lake Task Force met on Tuesday evening, September 19, at Plymouth
City Center. Representatives came from the City of Medicine Lake, the DNR,
Hennepin Parks, Watershed District, AMLAC, plus Mayor Schneider and myself.
The Task Force discussed the recent barrel problem on the lake and how this
relates to the general problem of littering the ice and other forms of debris
going into the lake.
The major focus of the evening was to discuss Eurasian Water Milfoil. John
Barton, Hennepin Parks Biologist, informed the group that approximately three
weeks ago he found a floating fragment of milfoil on the southeast corner of
the lake. Since that time, he has been searching this area by canoe but has
been unable to find a rooted plant in the water. Because the most effective
means of controlling the milfoil is to find it in small quantities and then
either remove it by hand or spray it with 2-4-D, it is imperative that we find
any rooted plants as quickly as possible. The committee is sending direct
mailing to all area residents asking them to attend a meeting next Thursday
evening, September 28, at the French Park Outdoor Recreation Center. At that
time, we will have actual samples of the milfoil available for people to
become familiar with the weed. It is our intent, then, to put a number of
boats on the lake Saturday morning, September 30, using an appropriate search
pattern to look for any rooted milfoil plants. The City of Medicine Lake is
going to provide a number of boats for this, and Bob Scribner and Bonnie
Kerschke with AMLAC will also provide boats for this search.
The Task Force will meet again in late November or early December to discuss
policing issues associated with the winter use of Medicine Lake. I will keep
you and the Council informed of any further information on any of these
subjects as it becomes available.

SUBJECT: NORTHWEST BOULEVARD
CITY PROJECT NO. 416
Dear Mr. Coyne:
I am responding to your August 25, 1989, letter regarding the
construction of Northwest Boulevard, from Pineview Lane to 56th Avenue.
In the future, the construction will be extended southerly to connect
with existing West Medicine Lake Drive, south of the Soo Line Railroad
Tracks. I have discussed your letter with the City Councilmembers and
James Willis, City Manager, who also received your letter.
The alignment of Northwest Boulevard, between County Road 10 and County
Road 9, has been carefully studied by both the City and the Hennepin
County Transportation Department. This roadway will provide the missing
link for County Road 61, which presently exists going northerly of
County Road 10 and southerly of County Road 9. The alignment of the
roadway was finalized either in conjunction with, or concurrent with,
the City's approval of residential developments within the area.
In determining the final alignment, all of the following were
considered:
o The hilly topography
o The existing tree stands
o The several wetlands
o Roadway safety standards established by the Minnesota
Department of Transportation
The road alignment, as finally established, took into account each of
these factors before the design was finalized.
In your letter you suggested that the roadway be moved approximately 100
feet west in the area of 55th Avenue and Sycamore Lane, where your home
is located. Although this would move the roadway further from your
home, it would still impact on the tree stand which continues to extend
westerly. Also, it would eliminate an existing wetland, which is just
northerly of 56th Avenue. The curvature of the roadway is the maximum
as it goes northerly from 56th Avenue to Pineview Lane to meet the
required highway safety standards. For these reasons, the roadway
cannot be moved further west.

Another concern stated in your letter was noise. You also requested a
copy of the Environmental Impact Statement for the project and the
effect the roadway will have on air quality. Since the roadway was
established previous to the approval of any of the residential
developments, an Environmental Impact Statement and a noise analysis was
not required. The developers, when they designed their developments and
submitted them for approval, have been required to do landscaping and
berming along the roadway to mitigate the road's impact on their
residential developments. Also, a trail corridor has been established
along the easterly side of the roadway to provide a buffer between the
road and the residential properties.
Dan Faulkner, City Engineer, held an informational meeting with the
residents within the area approximately a month ago. If you were unable
to attend that meeting and wish more specific details about the road
construction project, I would suggest you contact Dan Faulkner and
arrange a meeting with him to discuss the project.
This roadway is a vital link in the City's Transportation System. Over
the past few years there has been tremendous residential development
within the area east of I-494 between County Road 9 and County Road 10.
This development will continue in the future, and the completion of
Northwest Boulevard is necessary to provide access into and out of the
area. I believe the City has taken into account environmental issues
when designing the project.

Dear Mr. Pejada:
Thank you for the assistance you gave our Fire Department during the early
morning hours of September 11, 1989.
I understand that you heard the fire alarm go off at your apartment at ap-
proximately 12:30 a.m. When you checked the hallway, you discovered a smell of
smoke. In searching further you located the fire.
By using a fire extinguisher located in the hallway, you were able to extinguish
the fire. For obvious reasons, we do not advocate such aggressive participation
because of potential injuries.
Nevertheless, it is quite likely that your heroics did contribute toward reducing
potential injury for others in the apartment building, as well as dramatically
reducing property damage.
I commend you for your actions. Thank you for your assistance.

Received a report of a fire alarm at 3145 Harbor Ln. the Harbor Lane Apts. The alarm
company called the fire in and they did not have any further information. Off
Duerksen and I arrived simultaneously 3 minutes later and were advised to meet with
someone from the apartments. Tina.
When we got to the second floor of building 2. 3165 Harbor Ln. we discovered a strong
smell of smoke. Dispatch was advised. We were met by a few people in the hallway,
Including the aforementioned person who put the fire out, Hector Pejada. He indicated
that he knew where the fire was and directed us to it. On the 3rd floor the smoke was
very dense. Hector showed us where the fire was in the stairway. The fire was out
and covered with fire extinguisher powder. We advised the fire department of -the,.

The Park and Recreation Advisory Commission reviewed and discussed your
request with regard to the dredging of Parkers Lake at their September 14
Commission meeting. Based on the information that I have enclosed in the
attached staff report, the Commission concluded that it was not a high
enough priority to be considered in the current five year capital
improvement budget. This would not preclude such a program from being
added to a future capital budget.
If you and the other homeowners surrounding this area would like to
consider privately financing such an operation, I would be happy to offer
my services to help you in securing the necessary DNR and Corp of Engineer
permits that would be required. If I can be of any further assistance to

The above entitled case pertains to the Plaintiff's placing
of top soil on his farm property without securing the proper
permits from the City. The City initiated an action against
Plaintiff to compel him to comply with the zoning ordinances
within the City by securing a Conditional Use Permit (CUP).
Plaintiff then brought the action alleging that the City
has interferred in a Lawful,contractual relationship between
the Plaintiff and Aimes Construction, alleging that the City
has prevented him from carrying out lawful practices on his
premises and finally, to seek the Court from Estopping the
City from enforcing its zoning ordinances.
Adjuster Tom Felcyn of our GAB office in Eden Prairie, Minnesota,
is available to assist Attorney Thompson with respect to
additional investigation that may or may not be required in
this case. I would urge you and your City officials to
cooperate with these individuals in that regard. I would
also ask that you advise your City personnel to refrain from
discussing the subject matter of this Litigation with anyone n•'�

This fall, Hennepin County will acept yard waste delivered to two sites in
western Hennepin County. The two sites will accommodate 22,000 tons of yard
waste. For some haulers and citizens, these sites represent a substantial
distance from the point of collection.
Hennepin County proposes to transfer bagged yard waste to these sites from
any municipal drop-off location a city may wish to make available for local
use during October and November. The yard waste would generally be moved
within 24 hours, and in no case would it be left over 48 hours.
If you feel that it would be useful to have a temporary transfer site for
yard waste in your city for local haulers and you wish to make such a site
available, please contact me as soon as possible. If you have questions feel
free to call Carl Michaud, Hennepin Recycling Coordinator at 348-3054.
