Internal circulator ridership in April averaged 49 passengers per day, a decrease from last month's average of 53, but still above the April, 1986 average of 44. The ridership increase during the period April 1 - 3 can be attributed to student usage during the spring break vacation. 2. Ridership for the commuter/reverse commuter portion of the service also experienced a decrease in April, dropping from an average of 397 in March, to 365 persons per day for April. However, this is still above the 354 average posted in April, 1986. 3. The total system target of 432 passengers per day was exceeded by 14 at 446 passengers per day. Compared with April 1986 figures, the total system ridership average has increased by 50 passengers per day. Moore, Director of Public Works SUBJECT: MnDOT Road Construction Highway 55 in Medina Attached is a news release received from MnDOT concerning construction which will take place on Highway 55 within the City of Medina. Although the construction does not directly affect the City of Plymouth since none of the work is within our City limits, a notation should be made of the detour as referenced in the 3rd paragraph of the press release. During a five day period Highway 55 will be completely closed to traffic for the installation of a storm sewer culvert. The contractor is required to give one week's notice before the street is closed. The detour will be on Countv Road 19 and Countv Road 24. We can expect a tremendous increase in traffic on County Road 24 from it's intersection with Highway 55 at Dunkirk Lane to our West Citv limits. Although not an official detour, an alternate route would be on Hamel Road through the Hamel business area and intersecting Highway 55 at approximately County Road 9. Traffic in Medina will experience delays on TH 55 from May 4 through September Beginning Monday, the Minnesota Department of Transportation will begin widening and resurfacing the road between CSAH 116 and TH 101. Turn lanes will be added and traffic signals installed. At least one lane of traffic will remain open to the public throughout most of the project. Temporary lane closures will not be allowed during rush hours (6:00 a.m.-9:00 a.m. eastbound and 3:00 p.m. -6:00 p.m. westbound). There will be a five-day period when the road is closed to the public for pipe installation near CSAR 116. This will be determined when the ground se*_:ies after some preliminary work is done. The contractor is required to give one week's notice to the City of Medina. The detour route will be via CSAR 19 and CSAH 24. The 12 mile long project, which will cost approximately $1.5 million, carries about 27,000 cars a day at high speeds. Motorists are asked to use caution when driving through the work zone to protect both themselves and construction workers. Although the roadway will be closed to through traffic, access to ali businesses will be maintained throughout the project from either Quaker Lane or 8th Avenue North, as appropriate. The duration of th--se inconveniences can be reduced by your cooperation. Please observes hosted warning signs and use extra caution when driving in the project area. The Contractor will restore boulevards to their original condition. Although the Contractor is required to maintain restored areas and new planting for a period of time, it would be very helpful if each. business would attempt to water and maintain new vegetation. This will help reduce the cost of replacement work and speed up the boulevard restoration. Please arrange to have this sign completed and installed as soon as possible. Please give me your estimate on the installation date so that I can report it to the City Council. I have reviewed the Plymouth Community Information booklet and have found that, as you say, the base maps used throughout the booklet as well as the mailing address lists for schools, voting precinct polling places and churches have not been revised to accurately reflect the street name changes along County Road 15. The Community Information Booklet was published in late 1986. The last element to be finalized was the street map insert. If there is any element of good news here the inserted 1987 street map does accurately reflect the street names changes. You are quite correct, however, that in a number of other cases throuqout the booklet our references are not accurate. By copy of this letter I am asking that the City Manager direct appropriate City staff members to revise the City's current base maps and organizational lists to accurately reflect the County Road 15 name changes. Unfortunately, the Community Information booklet will not be republished until late 1988. In the meantime, however, we will revise the other maps which we distribute to accurately reflect the names changes as well as Include at least one notification in our Plymouth On Parade newsletter in hopes of eliminating future confusion. It adopted the city ordinance no. 86-18 on 7/21/86, renaming the roadway- Sunset Trail, Carlson Parkway, and Gleason Lake Drive effective 10/1/86. The street signs were changed on that effective date and the offical street map was changed in December. Since this time the City of Plymouth has revised the Community Information Booklet and the Plymouth On Parade Booklets several times without taking the time to make address and map corrections for the affected area. It has also published public notices, conducted a special election, and provided information to the local newspaper editors, still referring to the area as County Road 15. Items of major concern are: Voting Precinct Map & Polling Places School District Map & School Adresses Park Facility Map & Guide Church Directory Information Zip Code Map and etc. Failure to deal with these changes in a timely manner is discriminatory, negligent, and most unfair to the 160+ affected homeowners, Sunset Hill Elementary School, Christ Memorial Luthern Church as well as the entire community. County Road 15 signs are still present on Carlson Parkway, west through Gleason Lake Drive. It is not clear to me if they will remain posted that way in the future. It is only fair and reasonable that the local newspaper editors and the city hasten to recognize and complete these changes. In answer to your questions, I am happy to reply that we will be using the pea gravel surface in the children's play area for safety reasons. Secondly, our city forester will start planting this fall extensively throughout the Rolling Hills park, which we hope will provide adequate shade in those appropriate areas. We have visited city hall and have found the people in the planning, parks and recreation, fire and police departments very helpful, informative, friendly and welcoming. We have visited the park across from Zachary Lane Elementary School and our children found it delightful. We understand a new park is planned for the Rolling Hills area this summer. We are building in the adjoining area, the Wild Wings subdivision, and are excited about having a park so close by. We have been involved in a program here in the Morton Grove area called "Safety Town", a safety educational training program for 4-6 year olds. We have been involved in park planning and have made recommendations to local park districts regarding safety and planning. There are two questions that interest us regarding the plans for the Rolling Hills area park. Will there be any area of shade, either in the form of trees or overhangs, in the park? And will the surface of the tot lot be the 3/4 inch gravel base similar to that used in the park on Zachary Lane? If a specific surface has not been picked out for the tot lot, please note the enclosed copies from the U. S. Consumer Product Safety Commission Handbook for Public Playground Safety. It recommends sand, wood chips or pea gravel for the top surface as the safest choice. The plans for the Rolling Hills park area look beautiful and we are looking forward to living nearby and frequently visiting it. Thank you for your time and consideration.
