1997 BOARD OF REVIEW
APRIL 9, 1997
The meeting of the Plymouth City Council sitting as the 1997 Board of Review was
called to order by Mayor Tierney at 7:00 p.m., in the City Center, 3400 Plymouth Blvd.,
on April 9, 1997.
COUNCIL PRESENT: Mayor Tierney; Councilmembers Bildsoe, Wold, Johnson, Preus,
Spigner, and Black.
ABSENT: None.
STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Finance
Director Hahn, Senior Appraiser Olsson, Commercial Appraiser Zent; Appraisers
Kingsbury and McCormick; Support Staff Kazimer and Dinsmore; and Deputy City
Clerk Hoffman.
Staff Report
Commercial Appraiser Zent introduced the assessing division staff. He said the
past year was a busy one for the Assessing Division with more 2,200 building
permits issued. He said 419 of those were for new homes. He stated that there
were 25 new commercial/industrial buildings, and approximately 200 other
building permits issued to commercial/industrial properties.
He stated that overall market value of the city increased by 9.8%, of which 3.7%
was new construction. He said of the approximately 1,700 residential home sales
in the city, 1,097 were of existing homes. He said the average home sale price has
increased in value 13.6% in the last two years. The average sale price of a newly
constructed home in 1996 was $243,100.
He said recent sales of lots and vacant land indicate a total aggregate increase of
10% in land value. Commercial/industrial zoned land was reviewed and appraised
for 1997, and received a larger than typical increase, an average of 12%. He said
the average residential increase was 3.4%, with the range running from slightly
below a 3% increase to an excess of 11%. He said most condominium and
townhouse values increased approximately 4%. He said the increases were based
upon completing sales ratio studies within each individual area.
Commercial Appraiser Zent stated the 1997 sales study completed by staff and
Hennepin County place Plymouth's overall median ratio at 93.5% on residential
properties and 93.7% on commercial/industrial properties. Hennepin County area
wide ratio on residential properties is 93.8%.

Mr. Cardashian commented that has home value has increased only $2,000
in three of four consecutive assessments, but in the fourth, for 1997, the appraised
value increased. $8,000 He said it is an old house and is deteriorating, and he
can't understand the increase in appraised value. Mrs. Cardashian said the home is
on a dead end street, behind the Honeywell offices, south of Highway 55. She
stated that families with children would not be interested in such a home

Mr. Hohbein reiterated the statement of the Cardashians. He said his
property appraisal seems unrealistic when viewing the neighborhood properties.
He said that unless a lot of work is done, the homes don't hold their value.
Susan Stavenau,12435 44' Avenue North [14-118-22-22-0070]
Mrs. Stavenau said she lives in the Swan Lake development in a house she and
her family purchased in 1994. She reported there has been chronic flooding and
water damage done since they moved in, and her children have been made ill by
the molds and mildew prevalent in the home. She stated 45 contractors have given
estimates on repairs to correct the problem, and an engineer had estimated a cost
of $140,000 to complete the repairs. She said asking for an adjustment since on
their appraisal since they didn't get the value of the house they paid for. She said
they were still residing in the house, but with windows open all year round, and
air filters in operation all the time. She stated that last year the value was reduced
by about $10,000.

Mrs. Burgess presented past tax statements and the invoice for the sale of her
house. She said she had appraisals of comparable homes around her neighbor
hood north of Gleason Lake. She said the property had been a part of the next lot,
and divided into two, to be designated a lakeshore property, but, she said it is not
accessible to the lake. She said the appraised value is around $150,000 more than
she paid for it, and it is not worth the increased appraised value.
At the end of the meeting Commercial Appraiser Zent stated that written
comments relating to value were also received. The Council acknowledged receipt

The Board of Review was adjourned at 7:45 p.m. and set to reconvene on
Wednesday, April 23, at 7:00 p.m. Staff was directed to send notice of the
reconvene date to each person who submitted oral or written comments by mail.
The Mayor reconvened the Board of Review at 7:50 p.m. and The Council
acknowledged receipt of letter from the following:
