3. CARLSON PARKWAY & I-394/CARLSON PARKWAY OFFICIAL OPENING --
Wednesday, September 2. The official ribbon cutting and opening of
the Carlson Parkway and Carlson Parkway/I-394 Interchange is
scheduled for Wednesday, September 2 at 10:00 a.m. at the north end
of the Carlson Parkway bridge. Attached is a copy of an invitation
which the City of Minnetonka is distributing on the event. (M-3)
4. MEETING CALENDARS -- August and September meeting calendars are
attached. M-4
FOR YOUR INFORMATION....
1. PROGRESS AT 5140 ZACHARY LANE - Attached is a report from Community
Services Officer Phillips with respect to the status of 5140 Zachary
Lane. All grass has been cut, debris and small scraps have been
picked up, the snowmobile and other rubbish has been removed,
together with other work identified on the earlier Community Service
Officer's reports. The only work remaining as of August 12th was
the purchase current license plates for a yellow pickup truck. CSO
Phillips was advised that by 4:30 p.m. the plates would be purchased
and installed. If not, our intent is to tow this vehicle. From a
staff perspective, all required work at the site has now been
completed and no further action is anticipated. We will continue to
monitor actions which we are told will be taken to clean and
redecorate the interior of the house to make it habitable once

2. TWINWEST CHAMBER OF COMMERCE REQUEST FOR FUNDING - Because of heavy
competition for location of new businesses, and recognizing that the
TwinWest Chamber of Commerce marketing tools to attract new
businesses to the TwinWest area require upgrading, the Chamber has
decided to produce a "first class promotional piece with strong
demographic information." Attached is a letter from David Olson,
President of the TwinWest Chamber of Commerce, soliciting a finan-
cial contribution of $2,200 from each city served by the Chamber to
support this publication of a 9 x 12, eight page, four-color hand-
book. The handbook will contain facts and figures about the
TwinWest area municipalities beyond the information available
through the State of Minnesota "City Profiles." It is anticipated
that 10,000 booklets would be distributed at a cost of $36,000.
Collectively, the seven TwinWest area cities are being asked to
contribute one-third of the budget for this project. The remaining
two-thirds is to be raised through area businesses. If the City
decides to participate in this effort, we would receive 200 copies
of the handbook for our use. The remaining books would be used by
TwinWest as a promotional tool for the seven cities served by the
Chamber. The Council should determine whether $2,200 should be
allocated from the contingency account for this purpose. If so,
staff should be directed to prepare a resolution authorizing such
action. A copy of a sample promotional booklet will be available at
the August 17 Council meeting for distribution to Councilmembers to
give you a better idea of the publication which is to be prepared.

3. HAZARDOUS WASTE COLLECTION -- Attached is the timeline for the
recruitment of volunteers to work at the household hazardous waste
collection on Saturday, September 26. The collection is also being
publicized in the September/October issue of "Plymouth on Parade."

4. ATTORNEY'S BILLINGS FOR MONTH OF JULY -- Attached is a copy of the
City Attorney's client summary for services performed during the
month of July. A detailed listing of the bill is on file in the
City Manager's office. (I-4)
5. PROPOSED DEVELOPMENT SIGN INSTALLATION -- On Friday, August 14, a
development sign will e placed at 18710 - 26th Avenue North (west
of Highway 101 and north of 26th Avenue North). The proposal is
from Delmar Weaver for a preliminary plat to create eight single
family lots, one which will have the existing single home on it.
This is consistent with the R -1A zoning district. This request will
be heard by the Planning Commission at their August 26, 1987
meeting.

6. PUBLIC PROPERTY DISASTER ASSISTANCE MEETING -- On August 11, Fred
Moore, Dale Hahn and Dick Carlquist attended a meeting at the Edina
Community Center at which Federal and State government officials
explained the procedures involved in obtaining Federal assistance on
public property that was damaged during the storm of July 23rd.
Fred Moore completed a "Notice of Interest" form so that FEMA
officials would be alerted that the City would be requesting Federal
reimbursement. The City is eligible to receive up to 75%
reimbursement for losses during the storm. A project application
was also signed and it is expected that the City will be contacted
within the next 10 days regarding an on -scene inspection of public
properties damaged during the storm. According to Fred Moore, Jim
Kolstad will be the City's representative to meet with Federal
officials and show them the damage involved. Fred Moore had
originally estimated approximately $45,000 in public property damage
sustained by culverts, streets, and a dam. In addition to public
property damage, it appears that Public Safety services will be
reimbursed for overtime consumed in the Police Department and all of
the fire -related calls that occurred during the storm.
7. RESIDENT NOTIFICAITONS -- The attached two letters have been mailed
to Plymouth residents affected by the following projects:
1) Fernbrook Lane Trails - Construction activity will begin August
17 or a pedestr an trail along S.T.H. 100, and along Fernbrook
Lane.
2) Amber Woods/Hughes Additions - Sanitary Sewer Survey &
Inspections -- As part _oT the City's program to eva uate the
sewer collection system for this area, representatives of
Donohue and Associates will begin a house-to-house survey on
August 18 to identify sources of stormwater inflow on private
property.

date to eliminate the used car advertising activity at this

C. "Tires Plus" - 14350 - 28th Place -- The attached memorandum
from Blair Tremere reports on the status of site improvements at
the Tires Plus property. The developer of the site has been
informed that site improvements should be completed no later

Just a short note t recent conver-14tion with Mark Grimes regarding
the d�ranhic handbook Twini�iest is printing, eat.uri^ a cities of Crysta ,
Golden Valley, Hopkins, Minnetonka, New Hope, Plym,luth and St. Louis ar .
Competition for new businesses, business relocatilllt and expansion has never been
tougher. With this in mind, TwinWest's Economic I)dvelopment Committee took a look
at the marketing tools of the Chamber used to attract new business to the TwinWest
area and found a strong need to upgrade the materidls used. They decided to produce
a first class promotional piece with strong demographic information.
_Projects of this magnitude are not inexpensive �'t►is handhook will be a top
quality, `our color. 12 publication -It will tis eight pages long and,
inc ude a pocket for additional information. The chi tuber has contracted with a
researcher to pull together the kind of facts neer —i to make a business reloca-
tion decision. This information goes well beyond 1116 information currently pro-
vided in the State of Minnesota's City Profiles. Wa anticipate printing 10,000
booklets at a cost of $36,000.00.

The City of Plymouth will be undertaking construction of a
pedestrian trail along S.T.H. 101, and along Fernbrook Lane,
beginning about August 17, 1987. The trail along S.T.H. 101 will
be constructed in the west right-of-way between 19th Avenue and
26th Avenue. The trail along Fernbrook lane will be built
between S.T.H. 55 and County Road 6.
Every effort will be made to maintain access to your property at
all times. There may be short periods during the day when
temporary interruptions may be expected.
Several trees within the right-of-way will be moved or removed.
Trees identified from removal will be properly marked. If you
would like to retain the wood for firewood, please contact me.

In order to improve sewer service to our users in Plymouth, the City has
established a program for improvement of our local sewer collection system that
serves your area, specifically the Amber Woods/Hughes Additions. The City has
retained Donohue & Associates, Consulting Engineers, for this evaluation.
The first stage of this program was a complete inspection of the City's sanitary
sewer manholes in your service area to identify sources of stormwater entering
these sewers. The manholes were found to be in good structural condition with no
evidence of significant sources of stormwater inflow.
The second stage consisted of smoke testing the entire sanitary sewer system in
your service area for an additional stormwater sources entering the system or to
verify those sources found during manhole inspections. A gray, non-toxic smoke
was pumped through the sewer by a portable air blower with the smoke rising
through all potential sources where stormwater may enter the system.
We are now at the third stage of our program which will be a house-to-house survey
to identify sources of stormwater inflow on private property. Identification and
removal/ redirecting of these sources has proven to be a major step in alleviating
incidences of sewer backups.
A two -person survey team will be calling on each home in your area to conduct this
inspection. These people will be wearing photo identification badges at the time
they visit your home. Their names will also be on file with the Department of
Public Works and may be verified by calling 559-2800. The team should take no
more than 20 minutes of your time to complete the survey. They will ask to
examine the basement area, sanitary services, and exterior of your home. They
will also ask you a few questions concerning any history of flooding or sewer
backups which you may have experienced.
Inspections will begin about August 18, and will continue for approximately three
or four days. Surveys will be conducted between the hours of 1:00 p.m. and 7:00
p.m.
Your cooperation is not only appreciated, but is vital to the success and timely
completion of this program. Should you have any questions, please contact Dan
Campbell at 559-2800, extension 240. This survey is part of an overall program
that, we believe, will provide improved services to the residents of Plymouth.

On behalf of the Minneapolis Builders Association, I would like
to invite you to the opening of the 1987 Minneapolis Parade of
Homes, Sunday, September 13 at 12:30 p.m.
The Minneapolis Parade is the largest in the country, with over
400 homes entered this year. This year's dates are September
13-27. The 1987 theme is "Family Rooms," and the building focus
will center around new designs and products for family rooms.
At the opening ceremony, we will have a short presentation by
the Builders Association. The opening will be held at an
unusual home entered in this year's Parade -- a reproduction of
a 1700s period home in Plymouth. Based on past years'
experience, several hundred people may be lined up to view the
home upon opening. The media will, of course, be invited.
Hundreds of balloons will be released at the ceremony. Attached
to 250 balloons will be a "winners card." Anyone who finds
these balloons can go to the main office of the builders
association and receive a Reggie teddy bear, valued at $50.
The economic impact of the Parade is major. Approximately $60
million of homes will be shown in the two week period. Last
year more than 2/3 of the homes were sold as a direct result of
the Parade. As you know, the housing industry is one of
Minnesota's largest industries, employing specialists in a wide
variety of fields.

THE 1987 MINNEAPOLIS PARADE OF HOMES
THE LARGEST PARADE OF HOMES IN THE COUNTRY
The 1987 Minneapolis Parade of Homes, with over 400 homes, begins
Sunday, September 13 and continues through Sunday, September 27.
The Parade is the largest in the country according to Carla Roehl,
executive vice president of the Minneapolis Builders Association,
the Parade's sponsor. The two-week event is free, and hours are
Monday -Friday, 1:00-8:00 PM and weekends 1:00-6:00 PM. This
year's homes range in price from the low $50,OOOs to over
$700,000.

The Builders Association is sponsoring a family trip for four to
the winner's choice of four great American homes. Registration
forms for the drawing will be available in the Parade magazine,
which will appear in the Sunday, September 13 Star & Tribune. The
winners can choose from a trip to the White House, Paul Revere's
home in Boston, Babe Ruth's home in New York (Yankee Stadium) or
the home of Walt Disney characters --the Disneyland castle.
The Parade will open with the release of hundreds of balloons at
12:30 p.m., September 13 at 13005 55th Avenue North, Plymouth
(house #283 in the Parade guide). A special winner tag will be
attached to 403 of the balloons. Anyone finding a tagged balloon
can claim a Reggie Teddy Bear from the Minneapolis Builders
Association office at 2905 Northwest Boulevard, Suite 50,
Minneapolis, during business hours.
All of the homes in the 1987 Parade will offer visitors ideas for
decorating and building. Showcased this year are a wide variety
of single family homes, townhomes, condominiums and for sale

Mel McGree, 559-1108. I have heard from Mel and Jan before on the mess
in their backyard. This involves the Reynolds property at 5930 and 5940
Norwood Lane and one on 59th Ave. There are broken windows in the empty
houses, weeds, and a pit which Mel claims is full of mosquitos. Joe
Ryan did a good Job in working out a solution to the problem some time
ago. What do we do now? Mel also reported on a number of neighbors
comments on these properties and another two. I told him to tell those
people to write letters to the Manager, the Mayor and the Council.
As we discussed briefly yesterday, the inspectors, my concern is how
they will use their new power in handing out tags. Is the new inspector
on board? As our chief executive officer, I feel that you will report.
I personally want to be appraised of the number of tags and what the
problems are from you.

with water, located in the SE corner of the rear yard.
- There are three window units in the front of the home where the exterior panes of
glass have been broken.
- There are no openings which would prevent entry into the home.

- Weeds aproximately 3 feet in height growing over entire property.
- There are no openings which permit entry into the home.
12415 59th Avenue North
- Weeds approximately 3 feet in height growing over entire property.
- There is a tuck -under garage located on the backside of the home having an
overhead garage door which is open, however, the service door to the home is
secured.
- There are no openings which permit entry into the home.
Attached is a copy of my letter to Vern Reynolds sent on August 6, 1987, requesting
his assistance in having the excavation at 5920 Norwood Lane filled to the existing
grade of the property.
I have also contacted Glen Upton, City Weed Inspector, concerning these properties.
He stated he will be sending a notice to Vern Reynolds requesting that he cut the
weeds on these properties.
Since the vacant buildings are properly secured, and not open to trespass, they are
not considered hazardous or sub -standard buildings as defined by State Statute, and
therefore, do not constitute any violations of the Codes. Our Department will
continue to monitor these properties for vandalism or further work which may occur.

City Council members brought this violation to our attention recently and Associate
Planner Al Cottingham has contacted the principal with Welsh Companies who owns the
center. The party has been requested telephonically to undertake the necessary manage-
ment steps to stop the activity and Al informs me that a letter has been sent confirm-
ing that discussion.
We will continue to monitor the site and if the used car sales continue, we will under-
take additional legal remedies.
It is important to recognize, however, that there are instances where individuals have
signs in their cars advertising the car "For Sale". This individual activity can
obviously be observed when the individual has parked the car at the shopping center and
is in fact shopping. The illegal activity is when one or more individuals park the car
on a long-term basis at the center using the visibility and the free space as a base
for selling the cars.
It is this activity that we focus upon and that we direct the management to control and
prevent.
I will keep you advised as to any further action on this matter.

Councilmembers have asked that we investigate the status of site improvements at "Tires
Plus/Harmon Glass" which recently opened. A Certificate of Occupancy was issued on the
understanding that all site improvements would be promptly completed. Obviously, this
has not been done.
Further, both staff and Councilmembers observed erosion problems on this site largely
as the result of the lack of the landscaping and sodding, and the heavy storm we had
recently.
Associate Planner Al Cottingham has personally talked with the management and he has
sent a letter to the developer of the site. The developer has been informed that site
improvements should be completed on this site no later than Friday, August 21, 1987;
otherwise, the City will initiate the necessary action to draw upon the financial guar-
antee for this work. The financial guarantee has not been reduced and is in full force
and effect.
I will keep you advised as further action is taken.

On July 26, 1987 an officer on your force did a very
special thing for my family. Officer Scott Streachek came upon
my Alzheimer -stricken Grandmother searching futilely for her way
home. After realizing her predicament she flagged down Officer
Streachek as he drove down 36th Ave. No. near Armstrong Senior
High. She had walked too far that day and couldn't identifiy
anything that would lead her back to 10905 34th Ave. No..
Luckily, Officer Streachek recognized her memory loss and was
able to ask the right questions with (I'm sure) a good dose of
patience that allowed him to bring her home safely. When asked
about the ordeal, she described Officer Streachek as a very nice
young man that really meant to help her. I'm sure tracking down
senile folks isn't anything new for your department and I'm sure
it's no 10 on the thrill, meter. Nonetheless, Officer Streachek
was congenial throughout the entire event and my Grandmother
came away without any scarred feelings. For this my entire
family and I thank you, It is nice to know that in a world that
rewards detachment and indifference there are devoted
professionals out there that really care about the public, and

Director Blank presented the final plans and specifications for
Amhurst, Rolling Hills, and County Road 61 parks. Since the
preliminary plans for Amhurst were first presented, soil borinas
were taken which showed 18 ft. of peat in the playfield area.
He is recommending the surcharging method be used to stabilize
the field which will delay completion approximately two months.
The southerly portion of the trail could be deleted If budget
constraints make it necessary. The trail would then be con-
structed with the development of the property to the south.
Mayor Schneider asked that, if the trail is not installed now,
It be marked in some manner so that people buying the adjacent
lots know the trail location. Director Blank commented that
there are no adjacent lots since it is street right-of-way.

Councilmember Vasiliou asked if the neic;hbors knew that a cable
ride Nas being proposed.
Director Blank stated the cable ride was proposed for C.R. 61
park. He added that the neighbors have not been informed
because specific equipment had not been decided on at the time
of the public meeting. It was noted that a display of typical
play equipment was shown and discussed at each of the neighbor-
hood meetings.
Discussion followed on whether and for how long the trail would
be under water after a severe storm.
Larry Decker, Barton-Aschman Associates, answered that it would
be for approximately three days - maximum of one week. Director
Moose stated he doesn't believe it would be that long because of
the free flow under the bridge and the elevations in the area.
Mr. Decker stated the island proposed is to keep the wild life
in the area anO attr-:ct. others.
Councilmember ^rain stated he had heard that the Department of
Natural Resources has asked that no islands be constructed in
the Metropolitan area because of the heavy geese population and
the fact that this would encourage more geese to stay and breed.
Director Blank stated he would contact the DNR about this mat-
ter. He stated that County Road 61 park will cost approximately
$91,000 with the possibility of deducting the southwest trail
loop and the removal of a catch basin. The trail alignment in
the northeast corner has been established and the proposed trail
area will be dedicated as park area by the developer. The
alignment is such that it gets over the crest of the hill at the
high point and then makes a turn to the north at a 12 1j2%
grade. He believes this will cause the least disruption of the
area, that this plan is sensitive to the neighbors' needs, and
won't need a retaining wall.
Councilmember Vasiliou stated her concern with the play struc-
tures and that the types of equipment being proposed were not
part of the presentation at the public hearing.
Manager Willis stated that the trail alignment was agreed to by
Mr. McCullough whose property abuts the park. He added the City
will take appropriate action to construct the berm on the inside
of the trail angle and close off the area which will be cut by
the trail.

Director Moore stated this action would authorize a proposal on SCHMIDT LAKE ROAD EX
the Scope of Service and cost estimate for a study to undertake Item 7-E
construction of Schmidt Lake Road from Nathan Lane to Zachary
Lane. He added the project is not currently in the five year
Capital Improvement Program but could be added next year.
Manager Willis stated that Tax Increment Financing district No.
4 incorporates this project as one which could receive some
funding from tax increments. The decision of when to proceed
with this project will depend on the cost and the need.
Director Moore stated he is recommending Strgar-Roscoe-Fausc`i
Inc. undertake the work because the study is a traffic study and
not a construction study.
MOTION was made by Councilmember Crain, seconded by Co uncilmem-
ber Zitur, to authorize the solicitation of the proposal fro
the traffic consultant on cost estimates and alternatives.

Director Moore stated that because of the sewer overloading pro-
blems in the Amber Woods area, it is proposed to conduct a d= -
tailed study of the area to determine the reasons the water gets
into the system during heavy rains and make suggestions on how
the problem can be solved. The proposal is from Donohue and
Associates in an amount riot to exceed $19,100.
Attorney Thomson stated the City doesn't have the authority,
without the owner's permission, to enter homes to determine if
SUMP pumps are illegally connected, however, there is nothing to
stop the City from doing some tests from the outside.
Director Moore stated the City would be working with the home-
owners association to gain access to most of the homes and he is
not anticipating this to be a problem. This is the biggest cost
of the study. Part of the plan is to show the solution and its
cost.
Mayor Schneider stated he would like to get permission from a
substantial number of the residents before awarding the bid.

Don Zenz, Donohue and Associates, pointed out that they have a
success ratio of nearly 80% be sending a letter to the resi-
dents. He outlined the four areas of the study.
Director Moore stated some of the remedy will probably be asses-
sed to the homeowners. In order to come up with a full recom-
mendation, the City will have to go through all the steps, how-
ever, If the problem is found to be in the sewer lines, it could
stop at step two.

I met on Wednesday, August 12, 1987, with the developers and their
attorney of the Wooddale Addition. I was meeting with them to finalize
the work which they would have to do after purchasing your property as
agreed to on July 2. I was very surprised to learn that as of this date
you and the developer of the Wooddale Addition have not entered into the
settlement agreement as negotiated on July 2.
At the conclusion of the meeting on July 2, the terms of the sale of
your property to the developer were agreed to. You were to begin
processing the necessary approval of a lot split by the City of
Plymouth, you have taken this action. The attorney for the developer
was to prepare a settlement agreement between the parties.
The attorney for the developer informed me that this agreement was
prepared and submitted to your attorney on July 6. Although the
attorney for the developer has made numerous telephone calls to Eileen
Roberts, your attorney, she has not returned any of these phone calls,
and there has been no correspondence with regard to the settlement
agreement. It is their understanding that the agreement, as prepared,
contains the conditions as agreed to.
It is expected that the Planning Commission will make a recommendation
on your lot division at their August 12 meeting. If they make a
recommendation, it is likely that this matter then would come before the
Plymouth City Council on August 24. You and the developer will need to
have entered into the settlement agreement before the City Council takes
action on your lot division.
