RESOLUTION NO. 92-303
AUTHORIZING THE ESTABLISHMENT OF A REGULARIZED
:TATER RESTRICTION PROGRAM AND AUTHORIZING CITY MANAGER TO
IMPLEMENT CHANGES BASED UPON EMERGENCY CONDITIONS
WHEREAS, Section 720.45 of Plymouth City Code provides that the
Council may by resolution regulate usage of municipal water for
the purposes of lawn and garden sprinkling irrigation, car
washing, air conditioning, and other such uses; and
WHEREAS, fluctuations in municipal water usage may be affected by
a number of factors, including climatic conditions, day of week
and time of year; and
WHEREAS, during periods of substantially high municipal water
usage continued availability of water for essential fire service
purpose must be guaranteed by limiting less essential uses; and
WHEREAS, the City Council desires to provide for a quick and
dependable method for calling for such municipal water use
restrictions should thel become necessary; and
WHEREAS, by Resolution No's 80-313 , 84-372, and 88-334, the City
Council has authorized the City Manager to institute restrictions
and limitations on hours and days of use of municipal water for
lawn and garden sprinkling, irrigation, car washing, air
conditioning and other such uses; and
WHEREAS, experience has demonstrated that even -odd sprinkler
restriction program is most effective; and
WHEREAS, based upon emergency conditions which result from
extraordinary demand on the municipal water system, it may be
necessary to apply other limitations on water usage besides the
even -odd restrictions.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA, that it should, and hereby does:
1. Authorize the implementation of an "odd -even" wator
spr-nkling restriction program. Watering and other
external water uses are permitted on even -numbered days
for structures with even -numbered addresses, and odd -
numbered days for those with odd -numbered addresses.

2: That for this year and every year hereafter until revised
by the City Council, the water sprinkling restriction
program will automatically take place beginning May 1 of
each year and extending until September 30.
q: - Authorize the City Manager, following advice form the
Director of Public Works, to institute further emergency
restrictions and limitations on hour and days of use of
municipal water for lawn and garden sprinkling,
irrigation, car washing, air conditioning or other such
uses, when in the judgment of the City Manager such
action is necessary to assure the continued provision of
essential water delivery capability, protect the water
delivery and production system, compensate for system
breakdowns or other causes of equal magnitude. These
emergency restrictions shall be reported to the City
Council at the next regular Council meeting. If the City
Council does not concur with the restrictions as
established by the City Manager, they shall direct the
manager to make any necessary changes.
4. That such limitations shall be publicized insofar as
possible through local newspaper, radio and television
broadcasts.
rr. That the staff is directed to implement the program
including City Code provided sanctions and to monitor
program effectiveness and report to the Council.
