HomeMy WebLinkAboutCity Council Resolution 1969-454EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL PLYMOUTH, MINNESOTA i Pursuant to due call and notice thereof, a regular meeting of the 1Village Council of the Village of Plymouth, Minnesota, was held at the ff jVillage Nall on the 15th day of December, 1969. t j The following members were present: Mayor Hilde, Councilmen Humphrey, lRintz, Johnson and Kindseth, i ;and the following members were absent: None. i Mayor Hilde introduced the following resolution and moved its adoption: i RESOLUTION NO. 69-454 RESOLUTION AUTHORIZING AN ALTERNATE COMMISSIONER TO REPRESENT THE VILLAGE OF PLYMOUTH ON THE BOARD OF THE BASSETTS CREEK FLOOD CONTROL COMMISSION WHEREAS, the Village has entered into a joint and cooperative agreement ;with other communities establishing a Bassetts Creek Flood Control Commission, f and (� WHEREAS, said agreement provides for one Commissioner to represent each of the individual nine communities, and WHEREAS, the Bassetts Creek Flood Control Commission has been meeting 11and carrying out its assigned duties but finds that the nine individual ;commissioners are not all able to.,attend all meetings, and . WHEREAS, it is deemed necessary and advisable that the Village be repre sented at all meetings of the Commission and have a representative present who can participate in the discussion, make or second motions and vote on the questions before the Commission, and i WHEREAS, the joint agreement does not' -provide for an alternate to serve f ' if a Commissioner is unable to attend Commission meetings and Richard O'Fallon, fwho is our duly appointed Commissioner, recommends that an alternate ssionell be appointed by this Council to attend and vote at Commission meetings if he is unable to be present, NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of }(Plymouth, Minnesota, ii f 4 1. It is hereby determinad'to be necessary and expedient to the Village '!;of Plymouth to appoint an alternate Coms►isaioner to serve on the Board of the Bassetts Creek Flood Control Commission. 2. The alternate Commissioner may serve in lieu of the duly appointed "Commissioner at any meeting of the Board of said Commiateion of the Commissioner is not present at the meeting. He may participate in all discussions an,l.:.iay 'vote on all proposals before the Board of the Bassetts Creek Flood Control :i Commission. 3. The Village agrees to waive any objection it may leave to the Board jof the Bassetts Creek Flood Control Comm.;cion proceeding with its assigned ii ,duties with Council appointed alternate Cvsmissioners voting in the absence of the regular appointed Commissioner. 4. The alternate Commissioner to serve on the Board of the Bassetts Creek Flood Control Commission from this municipality shall be Thoomis Humphrey. Its jshall serve without compensation; provided, however, such member of the {may be paid his actual expenses necessarily incurred in the per'ormance of his I duties. 5. The alternate representative shall be aobject to all the provisions of the joint and cooperative agreement and Commission by-laws and hiss appointment {shall coincide with the term of our Commissioner under said joint agreement. 6. The Village Clerk is hereby authorized and directed to send a certified (copy of this resolution to the Secretary of the Bassetts Creek Flocd Control Commission, in care of the Village Manager, Village of Golden Vallelr, Minnesota.
