Pursuant to due call and notice thereof, a regular meeting of the
Village Council of the Village of Plymouth, Minnesota, was held on the
24th day of November, 1969.
The following members were present: Mayor Hilde, Councilmen
Hintz, Humphrey, Johnson and Kindseth. No one was absent.
Mayor Hilde introduced the following resolution and moved its
adoption:
RESOLUTION NO. 69-434
WHEREAS, good communications between the citizens of Plymouth and
their elected officials is essential for understanding
issues and problems, and

WHEREAS, poor communications in some instances have resulted in
misunderstanding, false rumors, frustration on the part
of citizens, council and village staff, and
i
WHEREAS, this resultant turmoil has caused loss of council and
staff efficiency, and
WHEREAS, it is our sincere desire to provide the most effective
and professional government services possible at the
least expense to the taxpayer,
Now therefore be it hereby resolved by the Village Council of the
Village of Plymouth as follows:
The Acting Clerk -Administrator and the Village Engineer
is hereby directed to develop an efficient mailing list
procedure whereby communications from the village council
or staff may be quickly and efficiently mailed to the
"Owner and/or Occupant" (no name necessary) of residences
and businesses according to streets within a designated
area. This list should also be used to send legal notices
for changes where,tequired. The size of the area to which
legal notice for changes in zoning are sent should be
increased from 200 feet to 500 feet. Further, that the
rezoning notice shall include language and terminology
that may be easily and readily understood by the general
public.
Further, it shall henceforth be the policy of the village
council to either selectively or in mass mailings, which-
ever is deemed appropriate, routinely and automatically
serve to our citizens notices and memorandums concerning
such things as:
for certain areas, park department plans, archi-
tacture for new village civic center, road
if planning, etc.
In order to distinguish these mailings from ordinary
advertising or "Junk" type mail it should be our
practice to mark in red letters upon the face of our
correspondence "Official Village Communique" or
similar language,
The motion for the adoption of the foregoing Resolution was duly
seconded by Councilman Humphrey and upon vote being taken thereon,
the following voted in favor thereof: Mayor Hilde, Councilmen Hintz,

Whereupon said resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting clerk of
the Village of Plymouth, Minnesota, hereby certify that I have
carefully compared the attached and foregoing extract of minutes
of a regular meeting of the Village Council of said Village held
the 24th day of November, 1969, with the original thereof on file
i in my office and the same is a full, true and complete transcript
therefrom.
