HomeMy WebLinkAboutCity Council Resolution 1969-4331, A VILLAGE OF PLY;IOUTf: Pursuant to due call and notice thereof, a regular meeting of. the Village Council of the Village of Plymouth, Ninnesota, was held on the {24th day of November, 1969. The following members were present: Mayor !tilde, Councilmen Hintz, Humphrey, Kindseth and Johnson. There were r-)ne absent. RESOLUTION NO. 69-433 OPPOSING TAKEOVER OF LOCAL ASSESSING FUNCTIONS BY THE COUNTY OF HENNEPIN WHEREAS, the Mayors Association of Hennepin County is favorably disposed to the probable intent of recent state enabling legislation to provide for improved tax equalization and will, in the near future, begin studies to provide a sensible and workable solution; and ':WHEREAS, the probable intent of the law was to permit the County to perform the assessing function for smaller communities which are not able to adequately perform the task; and j ;;WHEREAS, it is not wise to solve small problems with actions which would cause greater problems; and i •. WHEREAS, homerule of local governments is a proven practical and necessary part of good quality government; and ,,WHEREAS, the direct representation with a minimum of bureaucracy is also essential to good quality government; and ,!WHEREAS, citizens are best served by the most direct and simple type of governmental services; and !f ! ',;WHEREAS, there are certain aspects of the proposal which remove the !j entire assessing function from local municipal governments with populations less than 30,000 that violate in a most un- settling way all of the above tenants of good government; I and WHEREAS, the actual effect of this proposed change in assessment auth- ority is to give to Minneapolis, who being a City of the first class does not itself fall under the purview of the Hennepin County Assessor, the authority and actual opportunity to in- fluence the assessment policies affecting the property of the suburban governments (because 4 of the 5 County Commissioners are elected either in whole or in part by Minneapolis con- stituents); NOW THEREFORE BE IT RESOLVED, by the Village Council of the Village of Plymouth, "1) that it hereby serves notice of its' most strong opposition to the proposed takeover of our assetsing authority and responsibility by the Hennepin Cnunty Assessor; and further, i� f �E „ F' �nitlaiWtl�i y. y � ;aPage 2 Resolution No. 69-433 2) that it is very concerned and questions the judgement (= of the state Legislators who, despite the obvious move to return more res,pousibility and poiier to local govern- ment, voted in favor of the enabling legislation passed during the 1969 session of the Minnesota State Legislature." The motion for the adoption of the foregoing Resolution was duly ,!seconded by Councilman Kindseth and upon vote being taken thereon, the following voted in favor thereof: Mayor Hilde, Gouncilmen Kindseth, ;;Johnson, Humphrey and Hintz.
