HomeMy WebLinkAboutCity Council Resolution 1991-546CITY OF PLYMOUTH RESOLUTION 91-S46 APPROVING POLICY REGARDING HOUSING REHABILITATION GRANT/LOAN PROGRAM - APPLICANTS WHO ARE REQUESTIMG SECOND GRANT/LOAN WHEREAS, the City of Plymouth through its Housing and Redevelopment Authority administers a Housing Rehabilitation Grant Program; and, WHEREAS, the Board of Commissioners of the Housing and Redevelopment Authority has recommended specific policy be established regarding multiple grants to an individual property owner. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve a policy regarding multiple housing rehabilitation grants as follows: 1. Staff is to determine that there are sufficient funds within the current allocation to meet both projected demands and estimated needs of current first time grant applicants in process. 2. There be a minimum of five years from the closeout date of the previous grant and the new grant application. However, if a major mechanical system such as the furnace, electrical circuits, plumbing system to include septic system, be rendered inoperable or constitute a health, safety, and welfare problem due to a act of God or other circumstance beyond the homeowner's control, the five year waiting period may be waived. 3. At no time shall the total amount of all grants yet to be repaid be greater than either one-half the value of the structure or $20,000 whichever is smaller.
