Pursuant to due call and notice thereof, a regular meeting
of the City Council of the City of Plymouth, Minnesota, was held
on the 1st day of Jule , 1991. The following members
were present: Makor Bergman. Cowicilmembers He'I l iwel l , Ricker,
Vasiliou, and Zitur
The following members were absent: Nnne
Councilmember Zitur introduced the following Resolution
and moved its adoption:
RESOLUTION NO. 91-383
RESOLUTION REGARDING HENNEPIN COUNTY'S PROPOSED
FIVE YEAR RECYCLING FUNDING ASSISTANCE POLICY
WHEREAS, the City began its curbside recycling program in April
1985 as required by Hennepin County's Ordinance 13; and
WHEREAS, Hennepin County's Solid Waste Master Plan establishes a
funding policy whereby cities are reimbursed for eligible
recycling program expenses based on percentage of abatement
achieved and authorizes a source separation charge to be added to
Hennepin County's solid waste tipping fee, to fund the local
program; and
WHEREAS, there have been several changes in the funding policy to
date and many additional requirements placed on cities in order
to continue to be eligible for County funding for recycling
programs; and
WHEREAS, Hennepin County adopted the current funding policy for
1991 and 1992 on November 20, 1990; and
WHEREAS, Hennepin County is now considering a five year funding
policy to be effective beginning in 1992, and County staff has
prepared four funding options for County Board consideration,
with each option having a financial impact on the City's
recycling program funding.
NOW THEREFORE, BE IT HEREBY R.,SOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA, that the current funding policy was
developed through a cooperative effort by the Hennepin County's
Solid Waste Task Force, made up of city and county
representatives and was to be effective through 1992; and
BE IT FURTHER RESOLVED that developing a long term funding policy
is appropriate, however, any recommended changes to the Hennepin
County Recycling Funding Assistance Policy should be made only
after study by the Hennepin County Solid Waste Task Force, and
should not be effective prior to January 1, 1993.

The motion for adoption of the foregoing Resolution was duly
seconded by Councilmember Helliwell , and upon
vote being taken thereon, the following voted in favor thereof:
Mayor Bergman, Councilmembers Helliwell., Ricker, Vasilim, and Zitur
The following voted against or abstained: None
Whereupon the Resolution was declared duly passed and adopted.
