Pursuant to due call and notice thereof, a regular meeting of the City Council of
the City of Plymouth, Minnesota was held on the 18th day of March
1991. The following members were present: Mayor Berman. Councilmembers Helliwell,
Ricker \/asilirni. anri 7itnr
The following members were absent: None
Ma=r Rnrgnan introduced the following Resolution and moved its
adoption:

RESOLUTION AWARDING BID
NORTHWEST TRUNK SEWER - PHASE II
CITY PROJECT NO. 014
WHEREAS, pursuant to an advertisement for bids for the Northwest Trunk Sewer Project,
Phase II bids were received, opened and tabulated according to law, and the following
bids were received complying with the advertisement:

WHEREAS, it appears that Northdale Construction, Inc. of Rogers, MN is the lowest
responsible bidder, complying with the minimum specifications.
WHEREAS, the apparent low bidder, Northdale Construction, Inc., submitted a bid with
the mobilization bid item exceeding the 5% maximum as specified in the documents;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Mayor and City Clerk are hereby authorized and directed to enter
into the attached contract with Northdale Construction, Inc. of
Rogers, MN in the name of the City of Plymouth for the Northwest Trunk
Sewer, Phase II according to the plans and specifications therefore
approved by the City Council and on file in the office of the City
Clerk in the amount of the low bid of $507,627.16.
2. The City Clerk is hereby authorized and directed to return forthwith
to all bidders the deposits made with their bids, except that the
deposits of the successful bidder and the next lowest bidder shall be
retained until a contract has been signed.

3. That the mobilization bid item submitted in the amount of 5.2% of the
proposal from Northdale Construction, Inc. is accepted as an
irregularity as provided in the contract documents since it is in the
best public interest to accept this proposal as the lowest responsible
bid.
The motion for the adoption of the foregoing Resolution was duly seconded by
_Councilmemher Helliwell and upon vote being taken thereon, the following voted
