HomeMy WebLinkAboutCity Council Resolution 1991-172CITY OF PLYMOUTH Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Minnesota was held on the 18th day of March 1991. The following members were present: Mayor Bergman, Councilmembers Helliwell , Ricker, Vasiliou, and Zitur The following members were absent: None Councilmember Zitur introduced the following Resolution and moved its adoption: RESOLUTION NO. 91-172 RESOLUTION AWARDING BID REPAIRING AND PAINTING ZACHARY LANE WATER TOWER WHEREAS, pursuant to an advertisement for bids for the repairing and painting of the Zachary Lane Water Tower, bids were received, opened and tabulated according to law, and the following bids were received complying with the advertisement: TOTAL BID, ALTERNATE A TOTAL BID, ALTERNATE B Spring 1991 Fall 1991 COMPANY 04/15/91-07/01/91 08/12/91-10/21/91 JMG Contracting, Inc. No Bid $ 398,900.00 Odland Protective Coatings, Inc. No Bid 482,600.00 Tenyer Coatings, Inc. 527,900.00 527,900.00 WHEREAS, JMG Contracting, Inc. did not meet the minimum specifications regarding experience as specified in Section B-13, since they have no experience in painting elevated water towers 1 million gallons or larger; and WHEREAS, it appears that Odland Protective Coatings, Inc. of Blaine, MN is the lowest responsible bidder, complying with the minimum specifications; and WHEREAS, Odland Protective Coatings, Inc. did not submit all of their experience with their proposal but has submitted documentation showing that they exceed the requirements of Section B-13 of the specifications; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. The Mayor and City Clerk are hereby authorized and directed to enter into the attached contract with Odland Protective Coatings, Inc. of Blaine, MN in the name of the City of Plymouth for the repairing and painting of the Zachary Lane Water Tower according to the plans and specifications therefore approved by the City Council and on file in the office of the City Clerk in the amount of the low bid of $482,600. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. That the additional qualifications submitted by Odland Protective Coatings, Inc. is accepted as an irregularity as provided in the contract documents since it is in the best public interest to accept this proposal as the lowest responsible bid. 4. That the bid of JMG Contracting, Inc. is declared nonresponsive since it did not meet the provisions of the specifications. 5. That funding for the project is provided from the Water Fund (501- 501). The motion for the adoption of the foregoing Resolution was duly seconded by _CnimrilmPmhPr PiCker , and upon vote being taken thereon, the following voted' in favor thereof: Mayor Berman, Councilmembers Helliwell, Ricker, Vasiliou, and Zitur The following voted against or abstained: None Whereupon the Resolution was declared duly passed and adopted.
