Pursuant to due call and notice thereof, a regular meeting
of the City Council of the City of Plymouth, Minnesota, was held
on the 18th day of March , 1921. The following members
were present: Mayor Bergman, Councilmembers Helliwell, Ricker
Vasiliou, and Zitur
The following members were absent: None
Councilmember Ricker introduced the following Resolution
and moved its adoption:
RESOLUTION NO. 91-149
APPROVING SUBMISSION OF APPLICATION TO THE
DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT
FOR COMMUNITY DEVELOPMENT GRANT
WHEREAS, the City of Plymouth submitted a Community Development
Application to the Minnesota Department of Trade and Economic
Development on February 4, 1991, requesting Community Development
Grant funding to assist Carlson Marketing Group, Inc. in
relocating and consolidating its operations in the City of
Plymouth (the "Project"); and
WHEREAS, the City Council conducted a public hearing on the
proposal to submit an application for funding of the grant on
March 18, 1991 after published notice; and
WHEREAS, the City of Plymouth has the legal authority to apply
for financial assistance, and the institutional, managerial, and
financial capability to ensure adequate construction, operation,
maintenance, and replacement of the proposed Project for its
design life; and
WHEREAS, the City of Plymouth has not violated any federal,
state, or local laws pertaining to fraud, bribery, graft,
kickbacks, collusion, conflict of interest or other unlawful or
corrupt practices.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA, that the City act as the legal
sponsor for the Project as described in the Community Development
Application submitted on February 4, 1991 and that the City
Manager is hereby authorized to apply to the Department of Trade
and Economic Development for funding in the amount of $500,000
for the Project on behalf of the City.
BE IT FURTHER RESOLVED, that upon approval of its application by
the State, the City may enter into an agreement with the State of
Minnesota for the Project, and that the City certifies that it
will comply with all applicable laws and regulations as stated on
all contract agreements and described on the Compliance Checklist
of the Community Development Application.

HE IT FURTHER RESOLVED, that the City Manager is hereby
authorized to execute such agreements as are necessary to
implement the Project on behalf of the City.
The motion for adoption of the foregoing Resolution was duly
seconded by Council member Zitur, and upon vote being taken
thereon, the following voted in favor thereof: mayor Prada
Count{ lmembers Helliwell. Ricker, Vasiliou, and Zitur
The following voted against or abstained: Mons
Whereupon the Resolution was declared duly passed and adopted.
