MEETING OF VILLAGE COUNCIL
OF VILLAGE OF PLYMOUTH, MINNESOTA
April 28,, 1969
Pursuant to due call and notice thereof, a special
meeting of the Village Council of the Village of Plymouth
was held on the 28th day of April, 1969 at the Village Hall,
13800 State Highway No. 55 commencing at 7:30 o'clock p.m.
The following members were present: Mayor Hilde, Councilmen
Humphrey, Hintz and Johnson. The following members were
absent: Councilman Kindseth.
Councilman Humphrey introduced the following resolution
and moved its adoption:
"RESOLUTION NO. 69- 118
A RESOLUTION EXPRESSING DISAPPROVAL.
OF H.F. 2325 AND S.F. 1826 RELATING
TO LIMITATIONS ON PROPERTY TAX LEVIES
WHEREAS, there has been introduced into the Legislature
of the State of Minnesota a bill for an act which would limit
the power of a governmental subdivision to levy taxes in
excess of an increase of 5% over the per capita tax levied
during the calendar year 1969 without a special election and,
WHEREAS, said bill if enacted would impose serious and
crippling limitations upon growing and burgeoning coaeaunities
faced with pressing problems of development and expansion
and,
WHEREAS, said bill if enacted would condi.tute a marked
departure from a representative form of government waerein
elected representatives ere entrusted with the power and

authority to operate local government for the general welfare
and,
WHEREAS, said bill if enacted would impose limitations
on all governmental subdivisions including municipalities
without any recognition of the great dissimilarities between
and among communities such as rapid growth rates in urban
areas, the need for planning and administrative staff to
handle such growth and the need to provide services to
accommodate such growth,
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF PLYMOUTH AS FOLLOWS:
1. That the Village Council does hereby
strenuously oppose the enactment into law of
H.F. 2325 and S.F. 1876 for the reasons above stated
and does urge the Legislature of the State of
Minnesota to leave such decisions in the hands of
local governmental officials.
2. The Clerk -Administrator i■ directed to
transmit a certified copy of this resolution to
the Honorable henry T. McKnight and the Honorable
0. J. Heinitz and to such other public officials
as may be deemed appropriate."
The above motion was seconded by Councilman Johnson
and upon vote being taken thereof, the following voted in favor
thereof: Mayor Hilde, Councilmen Humphrey, Hintz and Johnson.
The following voted against: None.
Whereupon ■aid resolution was declared to be duly passed
and adopted.

1, the undersigned, being the duly qualified and acting
Clerk -Administrator of the Village of Plymouth, Minnesota,
hereby certify that I have carefully compared the attached
and foregoing extract of minutes of a special meeting of the
Village Council of said village held April 28, 1969, with the
original thereof on file in my office and the same is a full,

true and complete transcript therefrom insofar as the same
relates to expressing disapproval of H.F. 2325 and S.F. 1826
relating to limitations on property tax levies.
