EXTr.ACT OF MINUTES OF SPECIAL MEETING OF VILLAGE COUNCIL OF VILLAGE OF PLYMOUTH, MINNESOTA April 28, 1969 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Plymouth was held on the 28th day of April, 1969 at the Village Hall, 13800 State Highway No. 55 commencing at 7:30 o'clock p.m. The following members were present: Mayor Hilde, Councilmen Humphrey, Hintz and Johnson. The following members were absent: Councilman Rindseth. Councilman Humphrey introduced the following resolution and moved its adoption: -RESOLUTION NO. 69-117 r� A RESOLUTION OPPOSING BILLS FOR ACTS WHICH WOULD ELIMINATE LOCAL ASSESSORS AND TRANSFER THEIR FUNCTIONS TO COUNTY OFFICERS WHEREAS, several bills for acts have been introduced into the Legislature of the State of Minnesota which would abolish the office of Village Assessor when that office became vacant and, WHEREAS, such bills would transfer the assessing power to either the County Assessor or the County Auditor and, WHEREAS, such proposed legislation is another effort to deprive local governmental units of the power to govern them- selves and manage their awn affairs and constitute a usurpation of the poorer of local governments, ,' 5.` 11 NOW THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH AS FOLLOWS: 1. The Village Council does hereby strenuously oppose any legislation which would eliminate the office of Village Assessor and transfer such duties to other more centralized units of government. 2. The Clerk -Administrator is directed to transmit a certified copy of this resolution to the Honorable Henry T. McKnight and the. Honorable O. J. Heinitz r and to such other public officials as may be deemed appropriate." The above motion was seconded by Councilman Johnson and upon vote being taken thereof, the following voted in favor thereof: Mayor Hilde, Councilmen Humphrey, Hintz and Johnson. The following voted against: None.' Whereupon said resolution was declared to be.duly passed. and adopted. r STATE OF MINNESOTA ) COUNTY OF HENNEPIN ) SS. VILLAGE OF PLYMOUTH) I, the undersigned, being the duly qualified and acting Clerk -Administrator of the .Village of Plymouth, Minnesota, hereby certify that I have carefully compared the attached and foregoing extract of minutes of a special meeting of the Village Council of said village held April 28, 1969, with the original thereof on file in my office and the�same is a full, true and complete transcript therefrom insofar as the same relates to opposing -bills for acts which would eliminate local assessors and transfer their functions to county officers.
