HomeMy WebLinkAboutCity Council Minutes 08-20-2013 SpecialAdopted Minutes Special Council Meeting August 20, 2013 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on August 20, 2013. COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, and Stein. ABSENT: Councilmembers Bildsoe, Johnson, and Black. STAFF PRESENT: City Manager Callister, Park and Recreation Director Evans, Deputy Park and Recreation Director Northway, Activity Center Manager Muelken, Fire Chief Kline, Deputy Fire Chief Springer, Public Works Director Cote, Community Development Director Juetten, Police Chief Goldstein, Finance Manager Bursheim, Accounting Supervisor Berg, Human Resources Manager Kone, and City Clerk Engdahl. 2014-2015 Budget City Manager Callister went through the proposed budget with the Council by department. The Council requested made the following changes to the budget and/or requested staff provide information for the following items: 1. Remove dues for the Highway 55 Corridor Commission from the budget. 2. Keep membership with the Association of Metropolitan Municipalities for one more year. 3. Breakdown of social service agencies donations in the City Manager's budget. Include HRA donations. 4. Dues and Subscriptions — provide history of allocations by department. 5. West Medicine Lake Boat Launch — provide a report on how the Three Rivers Park District handles their launch (staffing, hours, and funding). This item be added to the study session list. 6. Report on the hourly cost/demand for the lighting of playfields. 7. Buckthorn report - provide a report on how much buckthorn is removed for each option contained in that report provided to the Council. The majority of the Council supported including $140,000 expenditure in the budget. 8. Report on the Fire Department's medical screening costs. 9. Ice Center Training Area — how the City's rates compare with other facilities. 10. Report on recycling figures. 11. Report on full-time equivalent count numbers for 2012-2014. 12. Report on staffing numbers in the Police Department.
