Pursuant to due call and notice thereof, a _ regular meeting of the
City Council of the City of Plymouth, Minnesota, was held on the nth day of
November, 1990- The following members were present: _Mayor Bergman"
Counnilmemhers Helliwell, Ricker,,yasi l iou, and Zitur
The following members were absent: None
Councilmember Vasiliou introduced the following Resolution and
moved its adoption:
RESOLUTION 90-747
AUTHORIZING MAYOR AND CITY MANAGER. TO ACQUIRE OUTLOT A, PLYMOUTH HILLS 4TH
ADDITION
WHEREAS, the City through it Housing and Redevelopment Authority acquired
property described as Outlot A, Plymouth Hills 4th Addition utilizing
Community Development Block Grant funds and subject to a Land Disposition
Agreement dated September 7, 1982 with Hennepin County; and,
WHEREAS, the Land Disposition Agreement provides that the property may be
developed with an alternative 'igible CDBG use or the property may be sold
for fair market value with the proceeds from the sale being considered program
income to be handled pursuant to the joint cooperation agreement the City has
with Hennepin County relative to the administration of the CDBG Program; and,
WHEREAS, the City Council and the Housing and Redevelopment Authority have
deliberated extensively various means and proposals to develop the property
with affordable senior citizen housing; and,
WHEREAS, the City Council under Resolution 88-900 declared the property
surplus and authorized its sale; and,
WHEREAS, subsequent events led the City Council and HRA to investigate
additional proposals for developing this site all of which proved to not be
feasible financially; and,
WHEREAS, the Housing and Redevelopment Authority has recommended that the City
should acquire the property for purposes of satisfying the requirements of the
Land Disposition Agreement with Hennepin County and the Department of Housing
and Urban Development CDBG program requirements so to facilitate the
development of the site by other means through the Housing and Redevelopment
Authority;

WHEREAS, the City received verification from Hennepin County that any
shortfall between the price realized by the sale of the land and the amount
paid for the land will not be the responsibility of the City;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it should and hereby does authorize the Mayor and
City Manager to negotiate the purchase of Outlot A, Plymouth Hills 4th
Addition by the City from the Housing and Redevelopment Authority so to
facilitate the development of the site by the City through its Housing and
Redevelopment Authority consistent with the requirements of the Land
Disposition Agreement and Joint Cooperation Agreement with Hennepin County;
FURTHER, be it resolved that Resolution 88-900 is hereby rescinded.
The motion for adoption of the foregoing Resolution was duly seconded
by C r zltur and upon vote being taken thereon,

Whereupon the Resolution was declared duly passed and adopted.
