Pursuant to due call and notice thereof, a regular meeting of the
City Council of the City of Plymouth, Minnesota, was held on the 6th day
of August , 19 90 The following members were present:
Mayor Ber n, Councilmembers Helliwell, Ricker Vasiliou and Zitur
The following members were absent:— None
Councilmember Zitur introduced the following Resolution and
moved its a option:
RESOLUTION 90-458
RESOLUTION DIRECTING TRANSMITTAL TO DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT AND HENNEPIN COUNTY REGARDING DESIGNATION AS "METROPOLITAN CITY"
FOR PURPOSES OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the City received notice from the United States Department of Housing
and Urban Development (HUD) that the City has an estimated population over
50,000 and is therefore is entitled to receive the Community Development Block
Grant directly through HUD rather than indirectly through the Urban Hennepin
County which has been the City practice for 16 funding years; and,
WHEREAS, the City Administrative Staff has investigated the options available
to the City including acceptance of the Metropolitan City designation and
continuation of the Joint Cooperation Agreement with the Urban Hennepin County
for three more years; and,
WHEREAS, the City Housing and Redevelopment Authority (HRA) has reviewed the
matter and has unanimously recommended that the City Council notify HUD that
it is the desire of the City to accept the Metropolitan City designation and
pursue future CDBG funding directly through HUD starting with the next funding
year; and,
WHEREAS, the information provided by HUD indicates that the City would realize
more grant funds as an entitlement city and would be able to charge up to 20
percent of an annual grant for eligible administrative expenses realized with
the various approved programs;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA that it should and hereby does direct the City Manager to
transmit to the Department of Housing and Urban Development and to Hennepin
County the desire of the City to accept the designation as a Metropolitan City
for purposes of the Community Development Block Grant Program and to transact
directly with HUD beginning with the next funding year.
The motion for adoption of the foregoing Resolution was duly seconded
by Councilmember Vas' ioau , and upon vote being taken thereon,
the following voted to favor thereof: Mayor Beronan, Councilmembers _

Whereupon the Resolution was declared duly—passed
passed and adopted.
