Pursuant to due call and notice thereof, a regular meeting of the
City Council of the City of Plymouth, Minnesota, was held on the 21st day
of MaY , 19_L_ The following members were present:

Councilmember Vasiliou introduced the following Resolution and
moved its adoption:
RESOLUTION 90-318
APPROVING MPUD FINAL SITE PLAN (MASTER SIGN PLAN) FOR RYAN CONSTRUCTION
COMPANY FOR "ROCKFORD ROAD PLAZA" (89014) (MPUD 89-2)
WHEREAS, Ryan Construction Company has requested approval of an MPUD Final
Site Plan (Master Sign Plan) for Rockford Road Plaza for property located at
the northeast corner of County Road 9 and Interstate 494; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called
Public Hearing and recommends approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by
Ryan Construction Company for an MPUD Final Site Plan Master Sign Plan) for
Rockford Road Plaza for property located at the northeast corner of County
Road 9 and Interstate 494, subject to the following conditions:
1. Freestanding signage is limited to 984 square feet in aggregate for up to
6 signs, as follows:
a. The Target store sign adjacent to I-494 at 300 square feet.
b. Shopping Center Master Sign at the southeast corner of Vinewood Lane
on Lot 2, Block 2 and Rockford Road at 300 square feet.
c. Up to 4 signs of not more than 96 square feet each located on Lot 2
and Lot 3, Block 1; and Lot 3 and Lot 4, Block 2.
2. All freestanding signage must be set back from any public street right-of-
way at least 20 feet.
3. Wall signage shall be limited to 10 percent of the wall surface area to
which the sign is attached except as follows:
a. The structure on Lot 1, Block 1 shall be limited to signage of 5
percent of wall surface area on which the sign is attached.
b. The 65,000 square foot most northerly tenant space (grocery
store/supermarket) on Lot 1, Block 2 shall be limited to signage of 5
percent of wall surface area on which the sign is attached.

c. Wall signage facing West Medicine Lake Drive (County Road 61) shall be
limited to the walls of shopping center tenants occupying 15,000
square feet or more, and limited to 10 percent of the area of the wall
of those tenants only.
4. All wall signage shall be located gp]y on the specific wall used to
calculate the allowable sign surface area. Transfer of allowable sign
surface area from one wall to another or one building to another is not
permitted.
5. The 300 square foot freestanding signs may be up to 45 feet in height, and
the remaining 4 freestanding signs shall be limited to the height of the
principal structure located on the same parcel.
6. The freestanding sign serving the Target store adjacent to I-494 may be
located up to 100 feet more northerly than shown on the Master Sign Plan.
7. Compliance with applicable terms and conditions of City Council Resolution
89-689 (MPUD Preliminary Plan/Plat) and 90-234 (Conditions to MPUD Final
Plan/Plat).
8. The developer shall submit a revised Master Sign Plan, including wall
elevations, responsive to this approval prior to the issuance of sign
permits.
The motion for adoption of the foregoing Resolution was duly seconded
by Councilmember Z-itur , and upon vote being taken thereon,
the following voted in favor thereof: Mayor Bergman, Councilmembers
Helliwell, Ricker, Vasiliou, and Zitur
The following voted against or abstained None
Whereupon the Resolution was declared duly passed and adopted.
