HomeMy WebLinkAboutCity Council Resolution 1990-245CITY OF PLYMOUTH Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Minnesota, was held on the 2nd day of April , 19 90 The following members were present: Deputy Mavor Vasiliou, Councilmembers Helliwell, Ricker, and Zitur ng members were absent: Mayor Bergman Councilmember Zitur moved its adoption: introduced the following Resolution and RESOLUTION 90-245 AUTHORIZING WORK AND RETENTION OF CONSULTANT RELATIVE TO REVISION OF ZONING ORDINANCE FLOOD PLAIN REGULATIONS WHEREAS, the City has been notified by the State Department of Natural Resources that the City's Zoning Ordinance Flood Plain regulations are noncompliant with Federal regulations due to 1986 changes to the National Flood Insurance Program; and, WHEREAS, the City adopted and has administered Flood Plain regulations for over ten years so that Plymouth residents could benefit from the participation in the National Flood Insurance Program; and, WHEREAS, one of the benefits to the City is that compliant Flood Plain regulations are a key element of a local Watershed Management Plan which the City will also be required to adopt pursuant to State Law; WHEREAS, the administrative and technical requirements of updating and revising the City Ordinance Flood Plain regulations require consultant expertise and assistance; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does direct the following as necessary to accomplishing the timely revision and updating of the Zoning Ordinance Flood Plain regulations: I. The City Manager will initiate appropriate administrative steps to prepare the necessary changes and is authorized to execute an agreement with Barton-Aschman Associates for a not -to -exceed amount of $2,500 plus out- of-pocket expenses for the required technical expertise and support; 2. All expenses related to this work shall be shared equally among the City's Storm Sewer Improvement Tax Districts and the funds are hereby appropriated from the respective accounts. The motion for adoption of the foregoing Resolution was duly seconded by Councilmember Helliwell , and upon vote being taken thereon, the following voted in favor thereof: Deputy Mayor Vasiliou, c:ouncilmembers Helliwell, Ricker, and Zitur The following voted against or abstained __ _ _ none Whereupon the Resolution was declared duly passed and adopted.
