Pursuant to due call and notice thereof, a �regullar meeting of the City Council of
the City of Plymouth, Minnesota, was held on tie- 5th day of February 1gQD.

Councilmember Ricker introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 90-78
REJECTING ALL PROPOSALS TO OPERATE DAILY PUBLIC TRANSIT SERVICE
IN THE CITY OF PLYMOUTH AND AUTHnRIZING THE MAYOR AND CITY MANAGER
TO EXECUTED AN EXTENSION OF THE EXISTING TRANSIT CONTRACT WITH MEDICINE LAKE LINES
WHEREAS, the City has not heretofore requested proposals for the provision of commuter
and reverse commuter services during six years of operation; and
WHEREAS, the policy of the Regional Transit Board has been to encourage the City of
Plymouth to solicit proposals, and to consolidate commuter and reverse commuter
services into one contract administered by the City; and
WHEREAS, the City of Plymouth has prepared Requests for Proposals (R.F.P.), published
public notice, solicited proposals, mailed invitations to over 50 vendors nation-wide,
conducted a pre-bid conference, and a comprehensive evaluation of the proposals
received in accordance with tke Request for Proposals; and
WHEREAS, in the RFP the City reserved the sole right to evaluate the proposals and to
accept or reject any and/or all proposals and that the RFP did not obligate the City to
award a contract; and
WHEREAS, after evaluating the proposals, the City Council has determined that it is in
the best interest of the City to extend the existing contract between the City and
Medicine Lake Lines on the basis that:
1. Medicine Lake Lines has been the sole and exclusive provider of service within
the City of Plymouth for the last fifteen years and more specifically, for both
services proposed under the extended contract.
2. Correspondence and telephone calls from existing riders, coupled with actual
City experience in the operation of the service has demonstrated that Medicine
Lake Lines has operated the service competently and in a fashion which has
satisfied the riding public.
3. The contract extension reflects the lowest cost proposal received through the
Request for Proposal process.

4. Additional safeguards have been incorporated in the extended contract to ensure
quality transit service for the City.
5. The City's action complies with the Regional Transit Board policies with
respect to competitive procurement guidelines and consolidation of municipal
services under one contract.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should, and hereby does, authorize the rejection of all proposals
provided pursuant to the Request for Proposal dated August 14, 1989; and
FURTHER, that the City Clerk is hereby authorized to return all performance securities
to proposing parties; and
FURTHER, that the Mayor and City Manager are hereby authorized to execute the "1990
Agreement for Operation and Management of Plymouth Metrolink Systen" with Medicine Lake
Lines; and
FURTHER, that the City Manager is hereby authorized to implement and administer the
agreement.
