HomeMy WebLinkAboutCity Council Resolution 1968-260T EXTRACT OF MINUTES OF REGUTAR MEETING OF VILLAGE COUNCIL OF VILLAGE OF PLYMOUTH, MINNESOTA December 2, 1968 i Pursuant to due call and notice thereof a regular meeting of the Village Council of the Village of Plymouth was hold on December 2, 1968 at the Village Hall, 13800 State Highway No. 55 commencing at 7:30 o'clock p.m. The following members were present: Mayor Hilda, Councilmen O'Fallon, Hagen, Hunt and Humphrey. The following members were absent: None. Ccu.nc i irv)an: %i u,rnt>�,� introduced the following resolution and moved its Adoption: "RFSOLUTION NQ. 68- 260 A RESOLUTION URGING THR BOARD OF COUNTY COMMISSIONERS OF HRWWPIN 'COUNTY TO ALLOCATE THE EXW)W3 OF THE MENTAL iXALTH-ALCOHOLISM PROGRAMS OF GRWRAL HOSPITAL FOR 1969 ON A USE BASIS. WHEREAS, heretofore the Board of County Commissione.-a of Hennepin County in the formulation and adoption of their budget � for the opefration of Hennepin County General Hospital have included within such budget the mental health program and to ve allocated the unrecovered costs thereof between the City of Kinns polit and the suburban communities on the basis of use of the facllitipe,and li'HEW45, Chapter 739 of r the Laws of Minnesota for 1963 provides that such services ss ars anaillary to the operation of jII the General Bpapital shall be financed on the basis of use of sun facilities and services as between the City of Kiaaeapolis and j the suburban communities, and VHERFAS, the Board of County Commissioners of Hennepin County, Minnesota now proposes to finance the mental health - alcoholism programs by a county wide levy on all property within the county without regard to the use of such programs as between residents of the City of Minneapolis and residents of the suburban communities, and WHEREAS, pursuant to law, hearings were held before the Board of County Commissioners for Hennepin County, Minnesota with regard to this matter on the 2nd day of December, 1968 at which hearings tit Village of Pl,jfmo!rth was represented by the Mayor of said Village and numerous other communities; in suburban' Hennepin County were also repromented, and WHEREAS, all representatives of suburban cos, unities attending such hearings unanimousiV opg-v;ied the manner in which I the Board of County Commissioners proposed to finance the i iI mer<tal health -alcoholism programs for 1969. NOW THEREFORE, BE IS HEREBY RF.SOLVF,D BY THE VILLAOF. COUNCIL OF TO VIL.LAGF OF PLYMOUTH AS FOLLOWS: 1. The Board of County Commissioners of Hennepin County is hereby requested to follow past and traditional procedures by allocating the cost of the mental health -alcoholism programs for the county for 1969 between the City of Minneapolis and the suburban communities on the basis of (; use rather than as a general ad valorem levy. 2. The Board of County Commissioners of Hennepin County to hereby advised that it is the opinion Of the Village Council of the Village of Plymouth that Chapter 738 of !-he laws of Minnesota for 1963 requires that such costs be allocated on a •moa basis and that Section 243.62 Minnesota statutes is not applicable. 9. That than Clark -Administrator be directed to forward a certified copy of this resolution to the Honorable Robert Janes, Chairman of the Board of County Commissioners of aennepin County." -2- The above motion was seconded by Hvf�+ and upon vote being taken thereon the following voted in favor thereof: Mayor Hilde, Councilmen O'Fallon, Hagen, Hunt and Humphrey. The following voted against: hone. Whereupon said resolution was declared duly passed and adopted. STATE OF MINNEWrA ) COUNTY OF HENNEPIN) ss. VILLAGE; OF PLYMOUTH) I, the undersigned, being the duly qualified and acting Clerk -Administrator of the Village of Plymouth, Minnesota, hereb certify that I have carefully compared the attached and fore- going extract of minutes of a regular meeting of the Village Council of said village held December 2, 1968, with the original thereof on filo in my office and the same is a full, true and 'j complete transcript therefrom insofar as the same relates to urging the Board of County Commissioners of Hennepin County to allocate the expenses of the mental health-alacholim programs of General Hospital for 1969 on a use basis.
