EXTRACT OF MINUTES OF REGULAR MELTINC
OF VILLAGE COUNCIL OF
VILLAGE OF PLYMCKJTH, MINNESOTA
Pursuant to due call and notice thereof, a special meetit:g of the Village
Council of the Village of Plymouth was held at the Village Hall, 13800 State
High -ray No. 55, on March 26, 1968, commencing at 700 o'clock p.m. The following
members dere present: Mayor Hilde, Councilmen Humphrey, Hagen and Hunt; and
the following memberq were absent: Councilman O'Fallon.

Mayor Hilde introduced the following resolution and moved its adoption:
"RESOLUTION NO. 68-61"
A RESOLUTION ESTABLISHING
POLICE MONTHLY SALARY SCALE
WHEREAS, the Village Council considers that a strong and efficient Police
Department is vital to the best interest of Plymouth Village, and
WHEREAS, it is generally accepted by most successful business organizations
that the way to enhance efficiency and performance is not "saving money" through
low wages, but rather is accomplish: -i through the employment of good quality
workers, and
WHEREAS, The Plymouth Village Council wishes to attract good quality
police officers and demand excellence therefrom, and
imEREAS. In order to accomplish the foregoing it is necessary, among
other important considerations needing to be made, to offer our Police
Department fair and attractive salaries, and
WHEREAS, The Plymouth 1968 Police Service Advisory Committle, after
thorough and fruitful study, recommended that our police salaries be "raised
to a level not less than those offered by communities to the east and south",
NOW, THEREFORE BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF
PLYMOUTH AS FOLLOWS:
1. That effective January 1, 1968, the Police monthly salary scale
shall be as follows:
Starting $564
After 6 months 617
After 18 months 647
After 30 months 678
After 42 months 711
Also, that a merit increase system be considered, and which purpose
shall be to reward each member of the Police Department for meritorius
10 service above and beyond the normal call of duty.
2. That the Police officers and general public be advised that
the foregoing, raises result not from unior pressure but rather
of the Village Council's own volition and ow» good reasons.
3. That the Village Administrator be directed to adjust and redo
the Police budget accordingly.
The above motion was seconded by Councilman Humphrey and upon vote tieing
taken thereon, the following voted in favor thereof: Mayor Hilde, Councilmen
Humphrey, itagen and Hunt. The following voted against: None. The followins,
were absent: Counciltran O'Fallon.
Whereupon said resolution was declared duly passed and adopted.

. I, the undersigned, being the duly qualified and acting Clerk -Administrator
of the Village of Plymouth, Minnesota, do hereby certify that I have carefully
compared the above extract of minutes of the special meeting of the Village
Council of the Village of Plymouth held March 26, 1968s with the original of
said minutes contained in the minute book of said Village. Thht said extract
is in all respects a true and correct copy of said original minutes as said
minutes pertain to the establishment of Police monthly salary scales.
