Truth in Taxation Hearing
December 7,1998
The Truth in Taxation meeting was called to order by Mayor Tierney at 7:00 PM, in the City
Council Chambers, 3400 Plymouth Blvd., on December 7, 1998.
COUNCIL PRESENT: Mayor Tierney; Councilmembers Preus, Spigner, Black, and Johnson.
ABSENT: Councilmembers Preus, Bildsoe, and Wold.
STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Public Works
Director Moore, Community Development Director Hurlburt, Finance Director Hahn, Park
Director Blank, Public Safety Director Gerdes, and Deputy City Clerk Hoffman.
Mayor Tierney announced that the purpose of the meeting was to conduct the Truth in Taxation
Hearing.
Manager Johnson presented the proposed 1999 budget tax levy. He said the city's portion of taxes
will increase by 6.3% for the average valued home, and by 4.6% for the average business
property. He said debt service for the voter -approved activity center and field house account for
the majority of this increase.
Assistant Manager Lueckert presented the staff report on the proposed Budget.
Mayor Tierney opened the public hearing at 7:20 PM.
Boyer Palmer, 5780 Oakview Lane said it was enlightening to hear what was involved in the
City budget. He thanked the Council for its work.
Steve Chase, 11910 23rd Avenue North, presented photos of a property in southeast Plymouth
near Medicine Lake he cited as damaging to home property values. He stated that farm animals
were being raised at one site. Mayor Tierney said City staff would respond to the information.
Mayor Tierney announced that the 1998 budgets and levies will be adopted on December 16,
1998.
Motion was made by Councilmember Black, seconded by Councilmember Johnson, to close the
Truth in Taxation hearing. Motion carried, four ayes. The meeting was adjourned at 7:30 PM.
