HomeMy WebLinkAboutCity Council Minutes 07-22-1998 SpecialADOPTED MINUTES SPECIAL COUNCIL MEETING JULY 229 1998 A special meeting of the Plymouth City Council was called to order by Mayor Tierney at 6:10 PM in the Public Safety Training Room, 3400 Plymouth Blvd., on July 22, 1998. This special meeting was called by the City Council to meet with officials from Life Time Fitness Center. COUNCIL PRESENT: Mayor Tierney; Councilmembers Bildsoe, Spigner, and Black. Councilmember Preus arrived at 6:11 PM. Councilmember Johnson arrived at 6:15 PM. ABSENT: Councilmember Wold. STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Finance Director Hahn, Community Development Director Hurlburt, Park Director Blank, Ice Arena Manager Abel, and Deputy City Clerk Hoffman. Life Time Fitness Mayor Tierney introduced Life Time Fitness -Plymouth facility Manager Brian Swan, who was asked to attend to answer questions from councilmembers and staff. Mr. Swan reported that early in the summer on one extremely hot day there was a capacity crowd reached at the outdoor pool. He said for safety considerations, the entrance numbers were controlled, with hourly head counts taken. He said the facilities have not reached the outdoor capacity since that time. Councilmember Preus arrived at 6:11 PM. Swan answered questions about the capacity of the facility pools. He said fecal contamination recently has forced the closing of both indoor and outdoor leisure pools. He explained the decontamination process of pools, staffing hours, and new regulations for allowing adult and underage guests in the leisure pools. Councilmember Johnson arrived at 6:15 PM. Councilmember Bildsoe expressed concerns over requirements to allow non-member Plymouth residents to use the pool areas. Swan said complaints have been not about the system, but inconsistent enforcement of the system. He said they are working towards a phone recording system to explain locker room and facility policy. He explained the public perception that it is a community center, with accompanying demands that a privately run facility can't meet. Adopted City Council Minutes July 22, 1998 Page 2 Park Director Blank reported that the expanded parking upper and lower lots would be ready within a week to ten days. Councilmembers discussed with Mr. Swan development of seasonal passes for Plymouth residents, whether summer or winter, as well as discount memberships for senior citizens. Councilmembers asked to meet with Lifetime officials at the end of the summer to review operations again. Ice Arena Manager Bill Abel reported the relationship between the ice arena and the recreation facility is going well. He said there is usage by families of both, and that 75% of those at open skating sessions are Life Time members. He said this year problems with condensation on the ice have been greatly diminished. He said on humid days when there has been heavy usage, there is still a minor problem, and recommended councilmembers consider reviewing mechanical equipment at the end of the season. The meeting was adjourned at 6:50.
