1997 BOARD OF REVIEW
APRIL 22, 1998
The meeting of the Plymouth City Council sitting as the 1998 Board of Review was
called to order by Mayor Tierney at 7:05 PM, in the Council Chambers, 3400 Plymouth
Blvd., on April 23, 1997.
COUNCIL PRESENT: Mayor Tierney; Councilmembers Black, Bildsoe, Johnson, and
Preus.
ABSENT: Councilmembers Spigner and Wold
STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Finance
Director Hahn, Assessor Bye, Senior Appraiser Olsson; Appraisers Kingsbury,
McCormick, and Moos; and Deputy City Clerk Hoffman.
City Assessor Bye reported that staff has supplied a written report and recommendation
on each parcel presented for consideration at the April 8 Board of Review meeting. She
asked that Councilmembers indicate whether they wish to discuss specific parcels or
recommendations.
Councilmember Black said she thought staff had done a good job.
Motion was made by Councilmember Black, seconded by Councilmember Preus, to
accept the staff recommendation on all of the following parcels:

Councilmember Johnson stated she thought the recommendation for the Misk property at
1800 Magnolia Lane might be a little high. However, she said she had been unable to
examine the property.
Mike Misk, 1800 Magnolia Lane, said he felt the recommendation was higher than it
should be set at. He said he received the comparative reports just prior to the meeting and
had not been able to review them. He said homes behind his were part of an association
development with specific guidelines for construction and materials. In his neighborhood,
there is no formal association and the rules change from house to house.
Motion was made by Mayor Tierney to remove for consideration the property at 1800
Magnolia Lane and to amend the valuation to $201,000. Motion failed for lack of a
second.
Motion was made by Councilmember Johnson to amend the valuation to $190,000.
Motion failed for lack of second.
Councilmember Johnson stated she not sure of the comparable assessments.
Original motion carried, five ayes; Councilmember Johnson nay on the property at 1800
Magnolia Lane.
Mayor Tierney explained the option of appeal to the County. She said appeals could be
made by appointment to the County Board of Equalization by calling 348-5476 before
June 8, 1998. She said the County Board would begin its meetings June 15, 1998.
Motion was made by Councilmember Preus, seconded by Councilmember Black, to
adjourn the meeting at 7:20 PM. Motion carried, five ayes.
