HomeMy WebLinkAboutCity Council Minutes 04-08-1998 BOEADOPTED MINUTES 1998 BOARD OF REVIEW APRIL 8, 1998 The meeting of the Plymouth City Council sitting as the 1998 Board of Review was called to order by Mayor Tierney at 7:05 PM, in the City Council Chambers, 3400 Plymouth Blvd., on April 8, 1998. COUNCIL PRESENT: Mayor Tierney; Councilmembers Wold, Johnson, and Bildsoe. ABSENT: Councilmembers Preus, Spigner and Black. STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Finance Director Hahn, Senior Appraiser Olsson, Commercial Appraiser Zent; Appraisers Kingsbury, McCormick and Moos; Support Staff Kazimer and Dinsmore; and Deputy City Clerk Hoffman. Staff Report City Assessor Bye introduced the assessing division staff. She said the past year was another near record—breaking year. Of the 2, 075 building permits issued, 300 were for new homes, while 34 were commercial permits. She stated that overall market value of the city increased by 8.3%, of which 3.4% was new construction. She said the average home sale price was $192,800 for existing homes, while the average sale price of a newly constructed home in 1997 was $296,178. City Assessor Bye said commercial/industrial property increased an average of 9%. She said the average residential increase was 2%. She said condominium values increased 3%, and townhouse values increased 2.5%. She stated that apartment property values increased an average of 13% from the year before, due to market activity, increase in rents, and the very low vacancy rate in Plymouth. City Assessor Bye said the 1998 sales study completed by staff and Hennepin County place Plymouth's overall median ratio at 93.8% on residential properties. The Hennepin County area—wide ratio on residential properties is 94.0%. 1. Michael and Catherine Misk,1800 Magnolia Lane [26-118-22-32-0029] Mr. Misk stated that he essentially built his own home, doing most of the finishing, wiring, and lot—clearing work himself. He said he believed there is a huge difference between appraised value versus his own estimates of his home value. He said he based this on the size of the home, its location near high voltage power lines, high density homes, and Highway 55. He requested studies of comparable homes to see where his home value figured in. Adopted Broad of Review Minutes April 8, 1998 Page 2 2. Gerald and Marjorie Ulmen, 40 Jewel Lane [32-118-22-33-00231 Mr. Ulmen stated he had asked last year for comparisons with homes like his. He said he believed no house sold in his area is like his home at that time. He stated that he had an appraisal for a house like his that sold in November. He stated that the appraised market value was $154,000, while it sold for 145,000. 3. Art Freitag,17010 Co. Rd. 47 [05-118-22-21-00041 Mr. Freitag said he was not unhappy with taxes but that he was unhappy with the zoning classification. He said last year his property was reviewed and designated residential not agricultural. He said he had a large property area to harvest hay on most of the non -homesteaded portion of the property except in the wettest of years. Mr. Freitag said he would provide affidavits for sales of hay to prove that he was using the land for agricultural cash crop purposes. At the end of the meeting City Assessor Bye stated that written comments relating to value were also received.
