HomeMy WebLinkAboutCity Council Minutes 01-07-1998 SpecialADOPTED MINUTES SPECIAL COUNCIL MEETING JANUARY 7, 1998 A special meeting of the Plymouth City Council was called to order by Mayor Tierney at 6:30 p.m. in the Medicine Lake Conference Room, 3400 Plymouth Blvd., on January 7, 1998. This special meeting was called by Mayor Tierney. COUNCIL PRESENT: Mayor Tierney; Councilmembers Wold, Preus, and Spigner. Councilmembers Black, Bildsoe, and Johnson arrived at 6:35 p.m. ABSENT: None. STAFF PRESENT: Assistant City Manager Lueckert and City Clerk Ahrens. Council Coordinating Representatives Tim Bildsoe The City Council reviewed their preference requests to serve as Council Coordinating Representatives for 1998. Following discussion, the Council concurred on the following appointments: Planning Commission Tim Bildsoe Park and Recreation Advisory Commission Tim Wold Environmental Quality Commission Ginny Black Human Rights Commission Saundra Spigner Independent School District No. 279 Ginny Black Independent School District No. 281 Saundra Spigner Independent School District No. 270 Christian Preus Independent School District No. 284 Tim Bildsoe and Judy Johnson Northwest Hennepin Human Services Council Executive Committee Kathy Lueckert Municipal Legislative Commission Christian Preus Joy Tierney, alternate Dwight Johnson, staff Northwest Suburban Cable Commission Tim Bildsoe Kathy Lueckert, staff Suburban Rate Authority Fred Moore, director Tim Wold, alternate Community Collaboration Task Force, ISD 284 Joy Tierney Dwight Johnson Northwest Suburbs Community Access Corp. Plymouth Civic League Judy Johnson Adopted City Council Minutes January 7, 1998 Page 2 Suburban Transit Association Joy Tierney John Sweeney, staff The Council decided that a Council Coordinating Representative to the Housing and Redevelopment Authority is not needed since Judy Johnson is proposed to be appointed to the HRA effective February 1, 1998. Deputy Mayor Mayor Tierney suggested that Councilmember Johnson be selected as Deputy Mayor for 1998 since she would likely be available to attend community events, grand openings, and ceremonies in the Mayor's absence. Councilmember Spigner suggested the appointment of Councilmember Preus as Deputy Mayor. She stated that any member of the City Council could very ably serve as Deputy Mayor, but she believes that Councilmember Preus could best lead the Council through the upcoming challenges in 1998. Councilmember Johnson expressed interest in serving as Deputy Mayor. She said that her good meeting attendance record, flexible schedule, and increasing knowledge of Roberts Rules of Order would be assets in serving as Deputy Mayor. Councilmember Wold was commended and thanked by the Council for his excellent job serving as Deputy Mayor in 1997. Councilmember Wold said that his primary focus while serving as Deputy Mayor was to appropriately serve as presiding officer, largely by taking himself out of the debate on issues and by following Roberts Rules of Order. Councilmember Bildsoe said that it is desirable that each Council member have the opportunity to serve as Deputy Mayor during their tenure. Councilmember Wold agreed with this rotation concept and noted that Councilmember Preus' term of office expires at the end of 1998; therefore, he will support his appointment as Deputy Mayor. Motion was made by Councilmember Wold, seconded by Councilmember Spigner, to select Councilmember Christian Preus as Deputy Mayor for 1998. Motion carried, five ayes; Johnson and Tierney nays. Councilmember Johnson said that she will fully support the selection of Councilmember Preus as Deputy Mayor. Her vote against his appointment reflects her strong desire to serve as Deputy Mayor. Adopted City Council Minutes January 7, 1998 Page 3 Councilmember Preus said that he welcomes the Mayor's contact with other Councilmembers to serve in her absence for ceremonial functions. Councilmember Spigner concurred, but noted that she would like Councilmember Preus contacted first before other contacts are made for an event. The meeting was adjourned at 6:55 p.m. Ci lerk
