Special Council Meeting
October 12, 1999
A Special Meeting of the Plymouth City Council was called to order by Mayor Tierney at 4:00
p.m. at the Hennepin County Adult Correctional Facility on Shenandoah Lane on October 12,
1999. The purpose of this meeting was to tour the Adult Correctional Facility.
COUNCIL PRESENT: Mayor Tierney, Councilmembers Bildsoe, Johnson, and Slavik.
ABSENT: Councilmembers Brown, Black, and Harstad.
STAFF PRESENT: City Manager Johnson, Assistant Manager Ahrens, Public Safety Director
Gerdes, Community Development Director Hurlburt, Planning Supervisor Senness, and Planner
Drill.
Hennepin County representatives directed a tour of the Adult Correctional Facility, including the
men's unit, the work release unit, and the women's facility. Corrections Superintendent Sig Fine
indicated that over the next year or so, the number of persons (beds) at the facility will
periodically exceed the maximum established by the conditional use permit. This is due to
increased sentencing by judges and an increased number of sheriff's prisoners and juveniles
housed at the facility pending completion of the new jail and remodeled juvenile facility
elsewhere in the county. He said that this situation will not result in a safety concern because the
facility will continue to meet the fire code and all other required state codes for this type of
institution.
Questions were answered regarding the operation of the facility, and the City Council urged the
County officials to revisit the issue of the telephone calling tree used to notify area residents of a
problem at the facility. It was noted that technology is changing and there may be a better way
than a telephone tree to quickly notify residents of a problem. Mr. Fine indicated they will
consider this issue, although the safety record at the facility is excellent.
