HomeMy WebLinkAboutCity Council Minutes 05-11-1999 BOEAdopted Minutes 1999 Board of Review May 11, 1999 The meeting of the Plymouth City Council sitting as the 1999 Board of Review was called to order by Mayor Tierney at 7:00 p.m., in the City Council Chambers, 3400 Plymouth Blvd., on May 11, 1999. COUNCIL PRESENT: Mayor Tierney; Councilmembers Spigner, Johnson, Harstad, Bildsoe, Slavik, and Black. ABSENT: None. STAFF PRESENT: City Manager Johnson, Finance Director Hahn, City Assessor Bye, Senior Appraiser Olsson, Commercial Appraiser Zent; Appraisers Kingsbury, McCormick and Moos; and City Clerk Ahrens. Medicine Lake Blvd. Motion carried, seven ayes. The City Council considered the request of Al Goblirsch for a reduction in value of parcel 05-118-22-44-0003. Adopted Board of Review Minutes May 11, 1999 Page 2 City Assessor Bye said that staff recommends a reduction in the 1999 market value from 597,800 to $443,000. Terry Goblirsch said that the proposed value of $443,000 would be a 182 percent increase since 1996 and a 28 percent increase over 1997. He said that the two comparison properties presented by staff were sold for $25,000 per acre. These purchases were speculative in nature, with an anticipated three to four year holding time. He said that development within this period would be in contrast to the City's adopted policy on timing of development for this area. There have also been a limited number of sales of this type of property. In response to a question by Councilmember Johnson, Assessor Bye explained that 19.69 acres of the Goblirsch site are proposed to be valued, with a 4 -acre wetland credit. This is an estimate, since the wetlands have not been delineated. Councilmember Bildsoe asked if staff considers the motive of purchasers and the possible future uses of property when determining value. Assessor Bye said the highest and best use of the parcel must be considered. If US Homes is using parcels as an investment, that would not be a reason to disqualify it as a comparable sale. They are paying what the market will support. Mayor Tierney noted that of the three parcels that were possibly purchased on speculation, one sold for $10,000 per acre and two sold for $25,000 per acre. Assessor Bye explained that the $10,000 per acre parcel sale occurred in 1994, and she confirmed that values have doubled in this area in the past three years. Councilmember Bildsoe asked why staff is recommending a value of $22,500 per acre on the Goblirsch parcel, when the comparable properties sold for $25,000 per acre. Staff responded that this additional discount accounts for the benefit of the doubt on the holding time of the parcel. Motion was made by Councilmember Black, seconded by Councilmember Johnson, to approve a reduction from $597,800 to $443,000 for the Goblirsch parcel (05-118-22-44- 0003), as recommended by staff. Councilmember Black stated it appears that staff has taken all factors into account to reduce the value of the parcel. Motion carried, six ayes; Spigner abstained.
