SUBJECT: SCHEMATIC DESIGN
PUBLIC WORKS BUILDING EXPANSION
CITY PROJECT NO. 009
BRW Architects, Inc., the City's consultant on the Public Works Building
Expansion Project has completed the schematic design phase. Attached is
the report entitled "Public Works Building Expansion Master Plan", and a
full size set of prints of the site master plan and schematic floor
plan. Mark Swenson, the principal architect in charge of the project,
and Jeff Oertel, the architect who is the project manager, will be at
the September 10 study session to present this report to the City
Council.
Attached is the time schedule which was developed for this project. I
am also attaching a copy of the work program which was submitted by BRW
when their firm was selected by the City Council to be the City's
consultant for this project. The consultant has completed Tasks 1 and 2
of the work program. Before proceeding with Task 3, Design Development,
the architect needs approval and concurrence from the City Council with
the proposed program as completed and presented in the report.
Pages 1 through 8 of the report are an executive summary of the entire
document. This gives an overview of the considetations and conclusions
used to prepare the site master plan and floor plans as shown on Pages
6, 7, and 8. The remainder of the report goes into detail on each one
of the considerations.
Mark Peterson, Jim Kolstad, Eric Blank, and I have worked very closely
with the architects to define our current needs and to project our space
needs for the next ten years. Our current public works maintenance
facility is drastically undersized for our current operation. Much of
the equipment must be store outside, since we do not have indoor storage
space. The equipment which is stored inside is stored in a manner which
does not allow maneuvering space. This is done in order that as much
equipment can be placed inside as possible.
It is our recommendation that our Public Works Building Expansion
Project include our projected needs for the next ten years (2001). We
do not believe we can accurately project the needs beyond this time
frame. The site master plan has been developed to allow future
expansion if other needs are defined in the future.

The projected size of the building to meet our current and anticipated
needs to 2001 is approximately 105,000 square feet. This includes
office, support facilities, vehicle maintenance, and vehicle storage
areas. The total estimated project cost is $4,860,000.
After the presentation by the project architect at the study session and
if the City Council agrees with the proposed program, I would recommend
that the City Council take the following action:
1. Approve the schematic design master plan for the project.
2. Authorize the consultant to proceed with the schematic
design phase.
3. Direct the City staff to prepare a proposed financing
plan for the project. This financing plan would be
presented to the City Council along with the schematic
design.
