2000 Board of Review
May 16, 2000
The meeting of the Plymouth City Council sitting as the 2000 Board of Review was called to order by Mayor
Tierney at 7:08 p.m., in the City Council Chambers, 3400 Plymouth Boulevard, on May 16, 2000.
COUNCIL PRESENT: Mayor Tierney, Councilmembers, Bildsoe, Slavik, Brown, Black, and Harstad.
ABSENT: Councilmember Johnson.
STAFF PRESENT: City Manager Johnson, Assistant City Manager Ahrens, City Assessor Bye, Senior
Appraiser Olsson, Appraisers Kingsbury, Moos, McCormick, and City Clerk Paulson.
Since there were no residents to address the Council at the start of the meeting, Mayor Tierney stated the
Council would wait another five minutes before taking any action on staff's report. During this time, the
Council discussed with City Assessor Bye the 12 to 13 percent increases in the values of properties within
the City.
Councilmember Bildsoe stated it is hard to believe that with over 20,000 residences in the City, only a few
residents have questioned their assessed values. City Assessor Bye reported that is similar throughout the
entire western metropolitan area.
City Assessor Bye briefly discussed commercial properties, and stated the market is fairly strong for all types
of commercial properties. However, there is currently not a lot of commercial property for sale. Many
businesses are expanding, and due to increased rent, they have considered purchasing their own properties.
Motion was made by Councilmember Bildsoe, and seconded by Councilmember Black, to approve the staff
