2000 Board of Review
May 2, 2000
The meeting of the Plymouth City Council sitting as the 2000 Board of Review was called to
order by Deputy Mayor Bildsoe at 7:00 p.m. in the City Council Chambers, 3400 Plymouth
Boulevard, on May 2, 2000.
COUNCIL PRESENT: Deputy Mayor Bildsoe, Councilmembers Johnson, Slavik, Brown, and
Harstad.
COUNCIL ABSENT: Mayor Tierney and Councilmember Black.
STAFF PRESENT: Assistant City Manager Ahrens, Public Works Director Moore, Community
Development Director Hurlburt, Finance Director Hahn, City Assessor Bye, Senior Appraiser
Olsson, Commercial Appraiser Zent, Appraisers Kingsbury, McCormick, Moos, and Lowry,
Assessment Technician Bowman, and City Clerk Paulson.
City Assessor Bye introduced the assessing division staff. She stated the total market value
increased 12% of which 3% was new construction. The total value in the City as of the first part
of 2000 was $5,421,000,000. A total of 2,620 building permits were issued in 1999. The
average priced home was $231,300 which had increased 12.1%. She stated the majority of
residential neighborhoods experienced a 12% increase between their 1999 estimated market
value and their 2000 estimated market value. She illustrated single-family, duplexes, Lakeshore,
condominium, and commercial properties sold in 1999. She commented that there was a 5%
increase in the market value for commercial sales, which was due to a strong market and strong
economy. She reported there was a 14% increase in the market value for apartments, which was
attributed to rent increase, the vacancy rate being less than two percent, and market activity.
She commented the valuation notices were mailed March 20 and the majority of the issues
and/or concerns which have been presented to staff have been addressed.
Councilmember Bildsoe stated according to staff's report, he noticed the number of parcels per
appraiser, and the City exceeds that standard. City Assessor Bye stated those figures are based
on the International Association of Assessing Officers standards, and she confirmed the City
exceeds those standards. She stated the reasons why the City is able to manage the workload are
due to the City's computer system and the hiring of a part-time appraiser.
Councilmember Harstad asked about the sale of an 80 -acre parcel of undeveloped land to
Hennepin County, and if that sale would affect the sale of undeveloped land. City Assessor Bye
stated staff hasn't received the certificate of real estate value for that parcel. She added that staff
would prefer to receive a few more sales of land for comparison.

Councilmember Harstad stated in terms of compression of rates, who should benefit since the
City doesn't know what the 2001 payable taxes would be. City Assessor Bye stated it is her
opinion that the business or commercial properties wouldn't change but perhaps residential or
apartments would.
Councilmember Harstad added even though it appears the largest increase would occur on the
apartments, proposed action by the legislature could possibly decrease that.
Community Development Director Hurlburt briefly reported on some of the new apartment
projects that are currently being planned and/or constructed.
Councilmember Harstad asked how the assessed value is determined on lakeshore property. City
Assessor Bye replied that staff reviews the properties on each lake separately taking into
consideration the sales of properties that have occurred on each lake. She commented that
lakeshore properties are appreciating faster than other residential properties.
City Assessor Bye stated the following property owners requested consideration by letter or fax
prior to this evening's meeting:
1. Dale Jacobson, 12200 60th Avenue North (02-118-22-24-0022)
2. Bob and Katy Meyers, 16830 12th Avenue North (32-118-22-21-0007)
3. Robert and Mary Ulwelling, 17620 25th Avenue North (30-118-22-11-0026)
4. Lisa McClelland, 3315 Olive Lane North (19-118-22-11-0006)
1. Darryl Schmitz, 1555 Juneau Lane North, stated he purchased the property October 1999.
He received the valuation notice but it wasn't in his name. City Assessor Bye stated he should
contact the County Recorder to make sure the deed was recorded. Mr. Schmitz reported from the
1999 payable to this year his assessed value had increased 33%. The purchase price ($160, 000)
was less than the market value ($169,000). The assessed value increased from $131,000 to
169,000. He commented that he is currently remodeling the property. City Assessor Bye stated
staff would utilize all sales on the lake to determine the assessed value of the property. Staff
would be contacting Mr. Schmitz to schedule an inspection of his property.
The Board of Review was recessed at 7:40 p.m. and set to reconvene on May 16 at 7:00 p.m.
Staff would send notice of the reconvene date to each person who submitted oral or written
comments. )
