Joint Meeting
City Council and Planning Commission
February 12, 2000
A Joint Meeting of the City Council and Planning Commission was conducted on
February 12, 2000 at The Reserve, 3155 Empire Lane, on February 12, 2000, at 9:00 a.m.
COUNCIL PRESENT: Mayor Tierney, Councilmembers Harstad, Brown, Black,
Johnson, Slavik, and Bildsoe.
COUNCIL ABSENT: None.
COMMISSIONERS PRESENT: Chairman Stulberg, Commissioners Stoebner, Stein,
Neset, Bobra, Reinhardt.
COMMISSIONERS ABSENT: Commissioner Berkowitz.
STAFF PRESENT: City Manager Johnson, Assistant City Manager Ahrens, Community
Development Director Hurlburt, Public Works Director Moore, Parks and Recreation
Director Blank, Finance Director Hahn, Public Safety Director Gerdes, City Engineer
Faulkner, Planning Supervisor Senness, Planners Lindahl, Rask, and Drill, Housing
Supervisor Goldsmith, and City Clerk Paulson. Also present included SRF Consultants
Zimmerman and Arvidson, and members of various City boards and commissions.
Community Development Director Hurlburt stated the purpose of this meeting is for the
Council and the Planning Commission to review the draft of the City's Comprehensive
Plan. Amendments made today will be incorporated into the plan, and distribution of the
draft plan to adjacent cities will occur on March 1. On March 15 from 5:00 p.m. to 9:00
p.m., and on March 18 from 9:00 a.m. to 1:00 p.m. an open house on the plan will be
conducted at City Hall. The Planning Commission will conduct a public hearing on the
plan on March 29 at 7:00 p.m. At a Regular Meeting in April, the Council will approve
the submittal of the draft plan to the Metropolitan Council for their review. Further,
expiration of the Interim Ordinance for the 2020 urban expansion area will occur on June
1.
Prior to any discussion on the Comprehensive Plan, City Clerk Paulson swore in Planning
Commissioner Neset.
The Council and Planning Commission discussed each chapter of the Comprehensive
Plan, and requested changes and amendments are outlined in each section following.

Chapter 1 Introduction, Chapter 2 Community Background, & Chapter 3 Policy
Plan
The following amendments and/or suggested items were requested for Chapters 2 and 3:
1. Revise land use policy 3.3.1#If to state that the City will protect the rural
character of the land not planned for urban development before 2020.
2. Add a land use policy regarding the City's intent to preserve natural areas.
3. Add a policy under the Surface Water Management goal that addresses
minimizing the volume of run-off and protecting the quality of water with new
development.
4. Add a transportation policy stating that the City will promote the use of native
species in conjunction with landscaping associated with road projects.
5. Revise Table 2-1 to include more recent population estimates than 1997.
3. Replace the term "churches" with "places of worship."
4. Add Plymouth Creek Playfield to both the text and table on "Community
Playfields."
5. Incorporate a visual illustrating how the policies relate to the vision statements
and ultimately to the implementation strategies.
Chapter 4 — Land Use
The following amendments and/or suggested items were requested for Chapter 4:
1. Delete option of allowing density bonuses. Considerable discussion centered on
the possibility of at least studying the option of density bonuses or amending the
high end of the currently allowed density in some guidings (e.g. LA -2 with a
range of 3 to 7 units instead of 3 to 6 units).
2. Maintain the additional housing type flexibility in LA -2 and LA -3 when such
flexibility would allow preservation of a significant natural resource.
Councilmember Harstad indicated he would be in favor of passing an interim ordinance
covering the remaining four study areas (one area is already covered by an interim
ordinance).
Chapter 5 Housing
The following amendments and/or suggested items were requested for Chapter 5:

1. Revise the discussion on barriers to affordable housing to include a general
statement on barriers and not single out available land for high density housing as
a barrier. The separate reference connotes a negative image for this type of
housing.
2. Revise Housing Implementation Strategy 5-1 (Regulatory Barriers to Affordable
Housing) to include an evaluation of density strategies.
3. Delete Housing Implementation Strategy 5-7 which would amend the Zoning
Ordinance to allow density bonuses in several districts.
Chapter 6 Surface Water Management
The following amendments and/or suggested items were requested for Chapter 6:
1. Add a map that labels the watershed districts.
2. Check how wetland dredging is handled.
Chapter 7 Transportation
The following amendments and/or suggested items were requested for Chapter 7:
1. Reference and/or cross-reference minimizing impervious surfaces when
constructing roads and sidewalks.
2. Use native plants whenever possible in roadway planting.
3. Do not overuse road salt and ensure treatment of road salt so it does not impact
water quality.
4. If available, add 1999 transit data.
5. Reference transit coordination with other cities.
6. At this time, leave location for transit hub open-ended.
7. Determine how to handle ATVs.
8. Add County Road 47 to the discussion of future County roadway improvements.
9. Check Congestion Map for consistency regarding planned traffic signals.
10. Include clarification that land use and water quality policies apply to
transportation (criteria for determining road width and design).
Councilmember Black raised a concern that Plymouth's streets can exceed state noise
standards, stating that the Council should address this matter.
Councilmember Harstad suggested that bike trails be transferred from parks control to
transportation.

Chapter 8 Parks, Trails, Open Space and Recreation
The following amendments and/or suggested items were requested for Chapter 8:
1. Add language about use of native plants in parks.
2. Verify City ownership on the natural resource map (check explanation regarding
interpretation—reference source and purpose on map.
3. Include expansion of Plymouth Creek Center in plan.
Chapter 9 Water Supply and Distribution
There were no suggested amendments made to this chapter. However, a discussion was
held regarding the taste and odor of City water, but no action was requested at this time.
Chapter 10 Sanitary Sewer
The only amendment to the chapter was to include an emergency plan for breakages.
Chapter 11 Public Facilities
A fair amount of discussion was held regarding the City's cemetery. The consensus was
to remove the implementation strategy for the cemetery.
Chapter 12 Implementation Plan and 2000-2004 Capital Improvements Program
CIP)
Community Development Director Hurlburt informed everyone that the hearing for the
Capital Improvements Program would be conducted the same time as the Comprehensive
Plan on March 29.
The following amendments and/or suggested items were requested for Chapter 12:
1. Include the 1999 carry over items.
2. Include discussion with the Wayzata School District for a future school site.
3. Include possibility for a third sheet of ice.
4. List the items contracted for construction in 2000.

5. In the future, include transportation into the Capital Improvements Program.
6. Address parking at LifeTime Fitness.
Conclusion
Community Development Director Hurlburt reiterated the schedule for submitting the
Comprehensive Plan.
