OF VILLAGE COUNCIL OF
VILLAGE OF PLYMOUTH, MINNESOTA
Pursuant to due call and notice thereof a regular meeting
of the Village Council of the Village of Plymouth, Minnesota
was held on the 14th day of August, 1567 at the Village Hall,
13800 State Highway No, 55 commencing at 7:30 o'clock P. M.
The following members were present: Acting D:ayor O'Fallon, Councilmen
ihu `�ey, Hagen and Hunt.
The following members were absent: Mayor Staple -
Councilman Hunt introduced the following resolution
and moved its adoption:
"Resolution No. 67-126"
A RESOLUTION EXPRESSING CONCERN OVER THE
PROPOSED RESTORATION OF RICE LAKE AND THE
POSSIBLE FLOODING THEREBY OF LANDS
IN THE ELM CREEK DRAINAGE AREA,
WHEREAS, the Village of Maple Grove, Minnesota has
proposed certain courses of action with respect to Rice Lake
for the purpose of raiding the water level of said lake and,
WHEREAS, among other things, it is proposed that County
Ditch No. 24 be abandoned and that thereafter a dam or dams be
built in order that the raising of the water level of said Rice
Lake may be accomplished and,
WHEREAS, it is feared that such action may seriously
affect the flow of Elm Creek which drains large areas of land
within the Village of Plymouth and,
WHEREAS, the Hennepin County Board of Commissioners
has expressed considerable interest in such pro4ect and has
scheduled hearings with reference to it and,
W EPYAS, the natural fl.— of Elm Creek is presently
obstructed by debris, silt, vegetafLion etc. in various places
within the Village of Plymouth,
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF PLYMOUTH AS FOLLOWS:
1. That the Hennepin County Board of
Commissioners be requested to study the effect of
the abandonment of County Ditch No. 24 and the
damming of Rice Lake upon the drainage problems
which may result in the Elm Creek drainage area
before any approval is granted for such projects.
2. That the Hennepin County Board of
Commissioners be requested to order a study as to
the need for and feasibility of the dredging of
those portions of Elm Creek which are presently
obstructed by vegetation and debris and that
such study be considered in relation to the
proposed Rice Lake project.
S. That the Clerk -Administrator is
hereby directed to forward to the individual
members of the Hennepin County Board of Commissioners
certified copies of this resolution."
The above motion was seconded by Counci
and upon vote being taken thereon the following voted in favor
thereof: Acting F'iayor O'Fallon, Councilmen Duntley, Hagen and Hunt.
The following voted against: None.
Whereupon said resolution was declared duly passed and
adopted.

I, the undersigned, being the duly qualified and acting
clerk of the Village of Plymouth, Minnesota, hereby certify
that I have carefully compared the attached and foregoing
extract of minutes of a regular meeting of the Village Council
of said village held August 14, 1967, with the original thereof
on file in my office and the same is a full, true and complete
transcript therefrom insofar as the same relates to restoration
of Rice Lake and the possible flooding thereby of lands in the
Elm Creek drainage area.
