The following members were present: 'Mayor Staples, Trustees O•Fallon, Hunt, Hagen and renner;i w. and the following members were absent: ,'None,; Payor Staples introduced the following resolution and moved its adoption: ?73� =3 XON 70. •,G6- 206 A RESOLUTION OPPOSING T. -M PRESENT SCHEDULE Or T)EVELOP'TENT h%TD CONSTRUC- TION Or Mn T'I ROAD 18 WHEREAS, the Hennepin County Highway Department has presented a schedule of development and construction for a continuation of a four lane divided highway on County Road 18 running in a northerly direction from State Highway 55 to its intersection with Interstate 94 and, WHEREAS, such schedule indicates that there is no immediate scheduling for that portion of said County Road 18 lying between the intersection formerly known as County Road 70 on the South and County Road 9 on the North, consisting of 1.08 miles, and, AREAS, other portions of said County Road 18 both South of old County road 70 and North of County Road 9 are-ed,:1^d for development and construction in the near future and, THEREAS, the area between said old County Road 70 and County Road 9 is an area of high priority in the Village of Plymouth for the following reasons: a. The area between said two county roads within the village of Plymouth has received sanitary sewer service and is now ready for extensive and con- centrated development. b. Independent School District No. 281 will be opening an elementary school on 36th Avenue North and Pilgrim Lane, a very short distance "lest of County Road 18 and is planning the construction of a junior high school just South of 36th Avenue North and just lett of County Road 18 in the very near future. c. U.N.-i,ietro Corporation is presently engaged in an exclusive, high quality rezidential, ;,own house, multiple dwelling and commercial shopping center development in an area bounded on the South by 38th Avenue North, on the North by County Road 9 and on the East by County Road IS, which development is well under way and with respect to which considerable land has been sold. d. Other subdividers have planned residential subdivisions in the area in question, are being serviced by both sanitary sewer and centr^1 seater systems, making their developments attractive to the public for purchase,. e. The existence of a gap of two lane, undivided roadway between old County Tva24 70 and County Road 9 at either extremity of which is a four lane, divided roadway can only result in additional problems of policing and traffic control in this area. f. Trunk Highway 55 is the next and most .readily accessible road into the city of Minneapolis for large portions of the population of the Village of Plymouth residing North of said Trunk Highway 55, making County Road 18 a critical access route to said Trunk Highway 55. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH: 1. That the Hennepin County Board of Commissioners and the Hennepin County Highway 'Department are urgently requested to reconsider the scheduling of construction and development of the upgrading of County Road 18 to include that portion of said road lying between old ,County road 70 and County Road 9, consistent with an orderly and progressive development of said County Road 18 in a northerly direction from State Highway 55. That the elimination of said portion of County Road IS on the immediate scheduling for develop- ment and construction of said roadway could cause great har&-ship, expense and inconvenience not only y to the Village of Plymouth but to residents and ai:sinessmen of such village. 3. That the spirit of cooperation which has always existed between the Village of Plymouth and the County of I-ennepin should continue and that the reconsideration of the schedulir..g of development and construction of said County Road 13 mill greatly assist the village in insuring such continued cooperation, 4. That the Villagc Clerk -Administrator is directed to send certified cosies of this resolution to 'ne Chairman of the Hennepin County Board of Commissioners and to the Administravor of the Hennepin County Highway Department. The above motions ran seconded by Trustee gm. Lnd upon vote being taken therecn the following voted in favor thereof: Mayor 3tsples, Trustees OfFallon, Renner, Hagsa and Hoot. and the following voted aaai-st: Hone. Whereupon said resolution was declared duly passed and adopted.
