"WNDWAS, the Village of Plymouth did on November 16,
1964 commence the operation of an "off -sale" municipal
liquor dispensary and,
"WHRRSA3, at such time the population of the Village
saa less than 10,000 persons and,
"WKWAS, effoctive April 1, 1963 the official popula-
