VILLAGE OF PLYMOUTH
Resolution No. 64-+`,.
Pursuant to due call and notice thereof, a special meeting
of the Village Council of the Village of PI. -mouth, Minnesota,
was duly held at the Village Hall on the 28th day of September,
1964, commencing at 7:30 o'clock p, M.
The following members were present: Mayor Staples,
Trustees Curtis, O'Fallon, Clifford and Humphrey; and the fol-
lowing members were absent: Bone.
Trustee Humphrey introduced the following resolution and moved
its adoption:
W$SREAS, the Hater Pollution Control Commission of the
State Department of Health of the State of Minnesota has indicated
its intention to adopt standards for water pollution control of
the Minnesota River, and
WHEREAS, said proposed standards include a prohibition against
the discharge of any further sewage effluent into said river,
irrespective of the degree of treatment provided to such sewage, and
WHEREAS, the Plymouth Village Council has ,previously adopted
a resolution urging the Water Pollution Control Commission to
permit the construction of sewage treatment plants on the Minnesota
River to the end that the critical sewage problems of the suburbs
located West of Minneapolis could be solved most economically,
without deleterious pollution of rivers and streams, and
WHKREAS, said Water Pollution Control Commission has fixed
the date of October 19, 1964 as the date for the commencement of
hearings on said proposed standards, and
the largest populations, may select the consulting
engineer or engineers to be used for purposes of
giving testimony at the hearings scheduled to commence
on October 19, 1964 and that the Village of Plymouth
will participate in consultations among the various
communities for the purpose of s:lecting legal counsel
to •,represent said communities.
The above motion was seconded by Trustee Curtis and upon vote
being taken thereon the following voted in favor thereof: Mayor
Staples, Trustees Curtis, O'Fallon, Clifford and Humphrey; the
following voted agair.3t: None; whreupon said resolution was
declared to be duly passed and adopted.

I, the undersigned, being the duly qualified and acting clerk
of the Village of Plymouth, Minnesota, hereby certify that I have
carefully compared the attached and foregoing extract of minutes
of a special meeting of the Village Council of said village held
on September 28, 1964, with the original on file in :ay office,
and the same is a full, true and complete transcript therefrom
insofar as the same relates to action taken at said meeting
concerning hearings before the water Pollution Control Commission
on October 19, 1964.

Village of Plymouth, Minnesota
WHEREAS, numerous communities which are neighboring to the
Village of Plymouth and others which could make use of a sewage
treatment plant on the Minnesota River, along with the Village of
Plymouth, have joined together for the purpose of presenting a
common opposition to the proposed standards of the Nater Pollution
Control Commission, and
WHEREAS, it has been proposod by such communities that each
should contribute to the expense of such opposition at such
hearings, based upon the population of such communities which
are affected by such proposed standards, and
WHEREAS, it is deemed necessary and advisable that the
Vi_lage of Plymouth should participate with such other communities
in such opposition at such hearings;
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COIUNCIL OF THE
VILLAGE OF PLYMOVM:
1. That the Village of Plymouth does hereby determine
that it Will participate in opposition to the pro-
posed standards for water pollution control of the
Minnesota River at the hearings set by the Water
Pollution Control Commission on Octcber 19, 1964 by
joining with other communities similarly affected r.n
a comnon effort.
2. The Village of Plymouth agrees that it will contribute
to the expense of such effort together With other
communities on a per capita basis.
3. That the Village of Plymouth agrees that the estimate
of a minimum cost to it of 5 cents per capita and a
maximum cost of 10 cents per capita, based on the
1960 Federal Census,is fair and reasonable and does
agree to make such contribution on that basis within
such limits. That the Village of Plymouth under-
stands that translated into dollars this would result
in a minimum payment by the Village of Plymouth of
approximately $450 and a maximum payment by the Village
of Plymouth of approximately $900.
4. The Village of Plymouth agrees that the Village of
Minnetonka and the City of Bloomington, as the two
communities most immediately affected and having
