City of Plymouth seeks applicants for Park and Recreation Advisory Commission
If parks, trails, open spaces and city recreation programs interest you, apply to serve on the
Plymouth Park and Recreation Advisory Commission (PRAC). Applications are due by Fri., Jan. 26.
The Park and Recreation Commission has one vacancy which must be filled by a Plymouth
resident who lives in Ward 4. Ward 4 is the northeast area of the City. The commission typically meets on
the second Thursday of the month at 7 p.m.
The Park and Recreation Commission advises the City Council on issues related to City of
Plymouth parks, trails and public recreation facilities. The City of Plymouth has more than 80 of trails
and over 40 parks. The City of Plymouth's Park and Recreation Department operates the Plymouth Ice
Center, Plymouth Creek Activity Center and Plymouth Creek Fieldhouse. The Plymouth Parks and
Recreation Department also offers a wide array of recreation program for people of all ages and sponsors
major community events, such as the Plymouth Fire and Ice Festival, Autumn Arts Fair, Concerts in the
Park and Plymouth on Parade.

Snowmobilers must follow regulations in Plymouth
Many snowmobilers have been happy to see December's plentiful snowfalls. While this winter
may provide good conditions for snowmobiling, it is important that snowmobilers in Plymouth know and
follow the City's snowmobile regulations. Snowmobilers who do not follow regulations create public
safety hazards as well as park and trail maintenance problems.
The City of Plymouth's snowmobile regulations specify where and when you may snowmobile.
In Plymouth, snowmobiling is limited to the hours of 7 a.m. to 10 p.m. In general, you may not
snowmobile on public lands and public rights-of-way such as streets, ditches and sidewalks unless they
have been designated a snowmobile trail.
Snowmobiling is also prohibited on private land unless you have written consent from the owner
or occupant and any owner or occupant within 100 feet of the area. Snowmobiles may be used on frozen
lakes only if access is legally obtained. Snowmobiles must stay at least fifty feet away from ice skating
rinks or structures on the shoreline such as docks or boathouses.
"Snowmobile use is largely limited to private property with the authorization of the owner or
occupant and certain authorized trails. The vast majority of trails in Plymouth are off limits to
snowmobiles," said Police Lieutenant Scott Webb.
Park Superintendent Mark Peterson notes that some snowmobilers have been going where they
should not. "It creates problems when the snowmobiles go on trails and in parks. Snowmobiles are not
allowed in city parks or on city trails," said Peterson. Snowmobiles also are prohibited from traveling
down streets. -

"Snowmobilers that use Parkers Lake should gain access to the lake by crossing over County
Road 6. Many are using the tunnel that goes under the roadway. They should not be using the tunnel. It is
a safety issue," Peterson said.
Snowmobilers traveling on City trails are not only illegal; they also make it impossible for the
City to do the best job possible of clearing the trails. "When snowmobiles travel on trails before they are
plowed, they pack the snow down and the trail plows cannot do a good job of clearing the trails for
pedestrians," Peterson said.

Dear Property Owner:
As you may be aware, the streets in your area are being considered as candidates for reconstruction in the
summer of 2001. This project was identified for reconstruction and drainage improvements by the City's
annual pavement management report. The first step in the process was for the Engineering Department to
prepare a preliminary engineering report which investigated the existing conditions in the area, recommended
proposed improvements and estimated costs associated with street reconstruction. This report has been
submitted to and accepted by the City Council at their December 19'' meeting.
The next step in the review process is to hold an information meeting to discuss the project with the residents.
This meeting has been scheduled for Monday, January 8', 2001 at 7:00 PM, and will be held in the City Hall
Council Chambers located at 3400 Plymouth Boulevard. This meeting will include a presentation by City
staff on construction issues followed by a question and answer period.
The final step before the project may be ordered to proceed is for the City Council to conduct public
improvement hearing. The Council has set January 23, 2001 as the date for the public hearing for this
project. Enclosed is formal notification of the public hearing and your estimated assessment amount. Final
assessment amounts will be determined at an assessment hearing which will be held at a later date.

Notice is hereby given that the City Council of the City of Plymouth, Minnesota will meet at the
City Council Chambers, Plymouth City Center, 3400 Plymouth Boulevard, at 7:00 p.m.,
Tuesday, January 23, 2001 to consider the improvement of existing streets in Maintenance
District 37. The portion of the Maintenance District 37 being considered for the 2001 Street
Reconstruction Project is an area east of Dunkirk Lane extending from 26`h Avenue to 3151
Avenue and from Comstock Lane to Zanzibar Lane by the reconstruction of bituminous streets
including concrete curb and gutter installation and repair, storm sewer repair, and all necessary
appurtenances pursuant to Minnesota Statutes, Section 429.011 to 429.111 (Laws 1953, Chapter
398, as amended).
The area proposed to be assessed for such improvement is shown on Exhibit "A" (See back of
sheet).
The estimated cost of such improvement is $2,204,572. Such persons as desire to be heard with
reference to the above proposed improvement will be heard at this meeting.

PROJECT INFORMATION MEETING

Dear Property Owner:
As you may be aware, the streets in your area are being considered as candidates for reconstruction in the
summer of 2001. This project was identified for reconstruction and drainage improvements based on a
petition signed by 60% of the residents received by the City Council on October 10, 2000. After the petition
was received, the next step in the process was for the Engineering Department to prepare a preliminary
engineering report which investigated the existing conditions in the area, recommended proposed
improvements and estimated costs associated with street reconstruction. This report has been submitted to and
accepted by the City Council at their December 19'h meeting.
The next step in the review process is to hold an information meeting to discuss the project with the residents.
This. meeting has been scheduled for Wednesday, January 10'h, 2001 at 7:00 PM, and will be held in the
Public Safetv Training Room located at 3400 Plvmouth Boulevard in the Public Safetv Section on the west
side of the Building. This meeting will include a presentation by City staff on construction issues followed by
a question and answer period.
The final step before the project may be ordered to proceed is for the City Council to conduct public
improvement hearing. The council has set January 23, 2001 as the date for the public hearing for this
project. Enclosed is formal notification of the public hearing and your estimated assessment amount. Final
assessment amounts will be determined at an assessment hearing which will be held at a later date.

I hope everyone is having a great Holiday season. Even though the temperatures are cold, things
at Plymouth Metrolink are heating up.
NEW BUSES
The 10 new Blue Bird CS buses (32 passengers or 26 ambulatory and 2 wheelchairs) have all
arrived and are now all striped and marked. They are being phased into service as replacements
for the Thomas Vistas that have been the standard shuttle bus for Plymouth Metrolink since
1996. Riders have already been commenting on how nice the new buses are, and I believe all of
our passengers will appreciate the vehicle upgrade.
The 6 new TranShuttles (24 ambulatory passengers and 2 wheelchairs) should start arriving
shortly and will supplement the shuttle fleet. They will also permit us to start additional new
services to and from the two new Park & Ride lots when they are built this spring (Messiah
United Methodist Church at Co. Rd. 101 & 6, and Plymouth Covenant Church at Old Rockford
Road and Vicksburg Lane).
According to our supplier, the 7 new Eldorados (21 ambulatory plus 1 wheelchair or 19
ambulatory plus 2 wheelchairs) that will replace all of the Dial -A -Ride vehicles will not start
arriving until April, 2001.

MIDDAY SERVICES TO START 1/22/01
Effective Monday, January 22, 2001, Plymouth Metrolink will be inaugurating new midday
fixed route service between downtown Minneapolis and Plymouth. This service will run two
times per day (Monday through Friday), both starting at Marquette and Washington, with the
first run at 12:10 p.m. and the second run at 2:10 p.m. There will be two buses at each time, a
Rte. 795 and a Rte. 774.
The Rte. 795 will travel out I-394 to T.H. 169, and will exit at 26th Ave. No. The bus will go
west on 26th Ave. No., NE on Medicine Ridge Road, and continue north on East Medicine Lake
Boulevard to 36th Ave. No. At 36th the bus will turn east and travel to Pilgrim Lane, where it
will make a quick southerly loop via Pilgrim Lane, 34th Ave. No. and Kilmer and then back out
to 36th. At 36th the bus will jog onto Lancaster and continue on down to Four Seasons Mall. At
Four Seasons Mall Rte. 795 will be met by a shuttle bus which will take passengers to their
destinations on the south side of Schmidt Lake Road. Rte. 795 will continue on from Four
Seasons Mall and will take passengers to their destinations on the north side of Schmidt Lake
Road.
Rte. 774 will travel west from downtown on I-394 to the Plymouth Road Transit Center where it
will be met by a shuttle bus that will take passengers to their Rte. 770 and 771 destinations. The
Rte. 774 bus will continue on to the Park & Ride lot at T.H. 55 and Co. Rd. 73, and then will
take passengers to their Rte. 772 and 773 destinations.
Schedules and route maps should be ready about one week prior to start-up.
We will watch the ridership on these midday services and monitor bus loads. If and when
necessary we will add more shuttles to reduce travel times and loads. If the bigger buses running
from downtown become overcrowded we will replace them with larger buses from Metro
Transit. However, I do not anticipate this becoming a problem for some time into the future.
NEW SCHEDULES
Enclosed are four new bus schedules effective 12/9/00. These will replace all of your current
schedules with the exception of the Rte. 742 schedule. For the incoming members I have also
included a Rte. 742 schedule.
These schedules have been changed because of a couple of minor time changes and the
renumbering of Metro Transit routes operating along I-394 from two to three digits (i.e., Rte. 75
changes to Rte. 675) in accordance with the regional route renumbering program.

NEW PACT MEMBERS
Due to the resignations of Ralph Durand and Paul Tegan from PACT, the City Council has
appointed two new members to fill their positions. The new members are Peter Bartling, who
will be filling an unexpired at -large term through January 31, 2002, and Shirley Hendricks, a
Dial -A -Ride rider who has been appointed to a term as an at -large member that expires on
January 31, 2004. In addition, Hein Van Laarhoven has been re -appointed to the PACT through
January 31, 2004 as a rider representative. Congratulations to all of you!
NEXT PACT MEETING
The next meeting of PACT will be on January 24, 2001, in the Bass Lake Room in the lower
level of Plymouth City Hall. New members have been appointed with their terms starting
immediately, so they are asked to attend this meeting. Our primary focus at this meeting will be
the 2001 Work Plan, and I will be sending out a memo about this plan prior to the meeting.

A meeting of the Human Rights Commission was held beginning at 7:05 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on December 7, 2000.
Vice Chairperson Carruthers noted that a quorum was present so official business could
be conducted.
Approve Minutes
Commissioner Clark moved and Commissioner Wheeler seconded a motion to approve
the October 5 and November 9 minutes. Motion carried.
Approve Agenda
Commissioner Wheeler stated that she would like to make an addition to Old Business to
discuss "Make a Difference Day".
Laurie Ahrens stated that she had a brief HRA report to go under New Business.
Request was made to move Christmas Box Angel Statue to the next item on the agenda.
Commissioner Jensen moved and Commissioner Clark seconded a motion to approve the

Christmas Box Angel in Millennium Garden
Karol Greupner stated that Park and Recreation Director Eric Blank requested that she
receive some kind of consensus from the commission on their thoughts about installing
the "Christmas Box Angel" in the Millennium Garden. She would like to have the
consensus tonight due to the tight time frame given by the donor and the fact that it was
also to go before other city groups. She asked the commissioners to note the memo that
was sent out in their packet from City Clerk Sandy Paulson on their concerns from the
last meeting that were answered by Donna Roehl, who is the contact person from the
Pregnancy and Infant Loss Center. Ms. Greupner also noted that the donor was a
Plymouth resident. She began by sharing the vision statement about the Millennium
Garden by the Park & Recreation department and also gave an explanation and a virtual
tour of the garden through a schematic drawing. She also shared where the architects
thought would be an appropriate place for the statue to be placed in the garden. Along
with the statue being in the garden, there would be an annual ceremony remembering lost
children held every year on December 6, which is also National Children's Day.
The commission began discussion. There were several issues voiced. They included the
following:
1.) space in the garden considering this will be the only statue of its kind in the Twin
Cities area.
2.) the pictures in the Millennium Garden brochure are not diverse
3.) the angel is represented as a female
4.) the angel is represented as white
5.) the religious representation of the angel and the "Christmas" portion of the name
Commissioner Ruffin stated her idea of the statue was that it represented a symbol and
that it is not about color, sex, or religion, but rather a symbol for everyone to use to help
with losing a child. She sees nothing wrong with the statue or the name.
Commissioner Clark added that art is not always representative of everyone.
Commissioner Hunter responded that too often symbols influence and misrepresent
people.
Commissioner Pylvainen left the meeting at this time.
Everyone in the commission agreed that the intention and the concept of a memorial are
good. They were concerned the image and the title do not represent the diversity of
people in Plymouth. Some commissioners indicated that they personally do not have any
concerns about the statue; however, if someone else has a concern, they should support
that as a role of Human Rights Commission. '

After some discussion on how to proceed with a motion and a vote, the commission
decided that the best way would be to vote on three different parts. They would vote on
the concept of the idea, the actual image of the statue, and then on the appropriateness of
the title of the statue. The results are as follows:

which determines artwork in all public places in Plymouth anytime after the first of
January, 2001.
Commissioner Heath moved and Commissioner Wheeler seconded a motion that
someone from the commission be a part of this group. Motion carried.

to serve.
Commissioner Wheeler requested that "Make A Difference Day" report be moved up to

Commissioner Wheeler also shared with the commission about her trip to Birchview
Elementary School where she talked with a group of fifth graders about being disabled.
She had received a thank you banner from the group that she brought along to show.
Commissioner Wheeler also noted that their council representative, Brad Brown, to the
commission is now resigning from the City Council and that the December 19 meeting
will be his last. Both Commissioner Wheeler and Laurie Ahrens welcomed any members
to attend the meeting to wish him well.
Presentation on School District Plans for implementing Desegregation and NAACP
Lawsuit (WMEP)
School District 281 Plan: Commissioner Fraedrich will present in January.
School District 284 Plan: Commissioner Clark reported on the background of the
NAACP lawsuit and Wayzata School District's (284) role in it. She provided information
about the lawsuit and explained numbers and borders for the schools. Discussion was
held and questions were answered by Commissioner Clark.
Letter to Schools relating to distribution of Bibles by Gideons
A brief discussion was held on the two letters that were drafted to be distributed to
schools in regard to the distribution of Bibles by Gideons at the Plymouth Middle School.
City Attorney Knutson had looked at the letters and Laurie Ahrens reported that he
advised the commission not to send the first drafted letter. Some commissioners voiced
concerns about not sending either of the letters due to thoughts of overstepping
boundaries. No action was taken on this matter.
Commissioner Heath moved and Commissioner Ejebe seconded a motion to adjourn.
Motion carried. The meeting was adjourned at 9:10 p.m.

Dear Ms. Tierney:
I am writing to you to discuss a problem that may not have an easy solution. My family and
I live in a.house that has-been constantly confused with another house near us. Two of the
occasions have been when emergency vehicles showed up at our house in the middle of
the night to save an heart attack victim.
I have drawn a map at the bottom of this page to show how our neighborhood looks. Our
house faces 13th Avenue, but our driveway and mailbox are on 14th Avenue. I have
noticed, while going on walks, that on both 12th and 14th Avenues, there are houses
labeled 17300. We constantly get each others mail and packages. On three separate
occasions we've had our lawn mistakenly sprayed when they were looking for the house on
14th Avenue.
But the most tragic instances were three years ago and last week. Three years ago, my
husband and I were awakened at 2:00 a.m. to find emergency vehicles in our driveway and
police officers banging on our door. "Where's the heart attack vibtim? This is 14th Avenue,
isn't it?" they shouted. "No", I told them "This is not 17300 14th Avenue. This is 13th
Avenue." I am not sure when our neighbor died, but he has since done so. At 1:00 a.m.
on December 14th, my husband and I were awakened again. Another person at 17300
14th Avenue was having a heart attack. I do not know how he/she is doing.
When people are dying and emergency vehicles cannot find the correct house, something
needs to be done. The simplest solution would be to notify the fire, police, and ambulance
crews that the streets in my neighborhood have the same addresses. A more complicated
solution would be to renumber the houses.

Subject: Snow removal
I just wanted to comment on the speed and skill of your snow removal crews.
I have now lived in Plymouth for almost 5 years and after growing up in
Michigan, I still marvel at the ability to clear my roads by the next day.
A great example is our most recent snow fall on 12/28. As I write this
(shortly after midnight) our plow person has already cleared us out (without
plowing anyone in and with great care to the garbage cans that were left out
thinking that there was no way the plows would come before the refuse
pick-up!)

Governor Informs Legislators of Tax Proposal
n December 22, 2000 Governor
Ventura sent a letter to all
legislators regarding his 2001
tax proposal. In the letter the Governor
reconimends the following:
• State takeover of the K-12 general
education formula. The takeover is
estimated to cost $900.0 million
annually.
• Reducing the property tax on business
and rental housing
B: oadenrng the sales tax base to
services.
• Reducing overall reliance on the
propertytax.
• Reallocating some existing general
purpose aids to formulas that more
clearly reflect local needs and re-
sources.
• Exempting local governments from the
sales tax.
While the letter does not give specif-
ics the Governor notes that "To be clear, I
am not looking at reductions at Local
Congress Increases Housing Tax Credit and
Tax Exempt Bond Allocations
Duruig the final ne0otiations on the federal budget Congress agreed to in
creases in the federal low income tax credit and the tax exempt private
activity bonds. The agreed to increases will occur over a two year period beginning
in 2001. Each state receives a tax credit allocation equal to $1.25 per capita.
Minnesota's current allocation approximates $5.8 million. The bond authority is
also allocated on a per capita basis ($50). Based on a population of approximately
4 7 million the state's bond allocation is $238.7 million.
The state's tax credit allocation will increase by $1.2 million for each year of the
phase-in ($0.25 per capita each year). The Minnesota Housing Finance Agency
(MHFA) estimates that the additional credits could fund six to eight additional
developments. At the end of the phase in the tax credit allocation will be $7.2
million.
The bond allocation increases of $12.50 per year for each of the two phase-in
years will result in '58.7 million in additional allocation each year. At the conclu-
sion of the phase in the allocation will approximate $356.0 million

Government Aid (LGA). But I will propose
that we look at undesignated aids such
as the Homestead Agricultural Credit Aid
(HACA)." The Governor further writes that
HACA could be used for education
property tax relief. He does not comment
on levy limits or if the loss of revenue from
the sales tax exemption would be offset.

Commission's Subcommittee
Recommends Salary Cap
Change
At its Monday December 18,
2000 meeting the subcommit-
tee recommended that the local
government salary cap increased
to allow a maximum salary of 125%
of the Governor's salary. The current
maximum is 95°x. If enacted the
legislation would set the maximum at
approximately $ 150,000 a year.
Metropolitan Council Holds Two Public Meetings
Regarding Housing Affordability Criteria
he Metropolitan Council has held two public meetings regarding the update to
the housing affordability performance criteria. Representatives of housing
advocacy groups, AMM, and Dakota County discussed the criteria with the
committee While the advocates supported the criteria (100 points) AMM and
others suggested changes to the criteria and options that link transportation
funding to housing The committee will meet in early January to review the testi-
mony and possibly redraft the proposed criteria. A public hearing is scheduled for
late February to solicit comments on the revised proposal AMM will keep you
informed of the proposal's progress

(CCR) appointment list for 2001 and ask you to give some thought to your preferences
for 2001. Appointment of the CCR representatives will be on the January 9 agenda.

Municipal Legislative Commission -- This is a lobbying
group which primarily is involved with state and local tax
issues. They request the appointment of one elected
official and of the City Manager.

Northwest Suburban Cable Communication Commission
(4th Fri., 9 a.m.) -- This is a cooperative group of nine
northwest suburban cities which sets policies, approves
franchises, and handles issues related to cable. Comm-
unications Supervisor Helen LaFave traditionally has
served on this commission, along with a council member.
Suburban Rate Authority. This organization deals with
utility companies and their rate making. Public Works
Director Fred Moore has traditionally served as the
Director position, and a council member has been
appointed to fill the Alternate Director position.
I-494 Corridor Commission (2"d Wed.). This is a group
of seven cities with I-494 issues in common -- Maple
Grove, Plymouth, Minnetonka, Eden Prairie, Edina,
Richfield, and Bloomington. They request an elected
appointee and alternate, as well as a staff appointee
and alternate. Barb Senness and Anne Hurlburt have
traditionally served as the staff appointees.

Plymouth Civic League -- The Civic League
sponsors Music in Plymouth each year. They
hold a monthly noon luncheon meeting.
Suburban Transit Association -- This is a lobbying
organization that deals with all issues relating to
transit.
Role of Council Coordinating Representative
The City of Plymouth is a home rule charter city operating under the Council -Manager
form of government. Under this plan the City Council is the policy -establishing
legislative body. To assist in obtaining information required to make policy decisions,
the City Council is advised by voluntary advisory commissions. To be well informed, the
Council must also maintain a close liaison between itself and other organizations,
agencies and governmental bodies serving City residents. Consequently, the Council has
deemed it appropriate to establish Council Coordinating Representatives (CCR's). Each
Councilmember is assigned as a CCR to one or more bodies annually, generally in
January.
The singular, essential function of a CCR is to assure two-way communication between
the City Council and the body to which the Council member serves as CCR. In
performing this function, the CCR must be both a listener and communicator. In order to
keep the Council appropriately advised of that body's activities, the Council member
must be aware of issues which have or will be facing the body, the objectives of the
organization, its resources and other matters which might influence the organization's
ability, desire, or capacity to accomplish its day-to-day ends. With this information the
CCR is able to both provide the Council with information and actions taken by the body,
as well as an appreciation for why or how those actions took place, and what may be
expected in the future.
The CCR must also be a good listener in order that he/she can advise the Council of the
impact of its actions, positions, plans or lack of action upon that respective body. This is
essentially a matter of maintaining a high degree of trust and cooperation.
A CCR is also responsible for advising the body of the City Council's positions on
various issues, and the impact that the body's action may have on the City.
To be an effective CCR, the Council member should periodically expect to provide other
Councilmembers with a short verbal report to keep them advised of the actions or
conditions affecting the body or agency they represent.
