Local Businesses Search The Web The commission is the regulatory board for nine suburbs — Robbinsdale, Crystal, New Powered by: Hope, Golden Valley, Brooklyn Center, Brooklyn Park, Osseo, Maple Grove and Plymouth — and controls cable TV rights for those cities. A public meeting, 7 p.m., July 13 at Crystal City Hall has been slated to discuss the �— creation of competition for consumers of cable TV and other services in the area. The C " - commission is expected to vote on final approval for the franchise rights in the fall. Attorneys for the commission currently are reviewing each of the three franchise applicants to determine their legal, technical and financial qualifications, said Greg Moore, executive director of the commission. "If they are all qualified, then I see [the commission] negotiating with all three companies in the room, with AT&T present," he said. On June 15, AT&T finalized its $44 billion acquisition of MediaOne, making AT&T the largest cable TV provider with 16 million customers. W -1-A-112341 Any applicant that is found to be qualified cannot be refused a franchise, Moore said. "When the commission determines that a franchise is financially qualified, it is not a determination of financial success," he said. Industry representatives said at the meeting that in the final shakeout, not all three companies would remain in this market. The first one to get its wires into the ground will have a significant advantage over their competitors. In the past, companies have not attempted to compete with cable TV providers, because the cost to lay cable wires and connect homes has been too expensive, with comparatively low revenue, said Jane Bremer, attorney representing Everest Connections, at the meeting. "This commission has waited 19 years for competition," she said. Broadband allows communications companies to bundle a series of services across one wire, Bremer said. Therefore revenue is greater for every dollar spent to create the network, Bremer said. The cost to build a broadband network for northwest suburbs is between $200 million and $250 million, she said. Once a company receives approval for a franchise, it will take about three years for them to install their broadband network. For customers that choose to purchase broadband, their monthly bill may be "in the range of $150 per month," according to a memorandum prepared by the commission's legal counsel, Adrian Herbst. Representatives of WideOpenWest, Everest and Seren asked the commission to allow them to compete fairly with each other and MediaOne. "We come in with no market share," said Cress Gackle of Seren. "Every customer we get we have to take." MediaOne also wants a level playing field, said David Seykora, vice president of law and public policy for the cable company. He asked the commission to require of competing companies the same obligations it required when MediaOne purchased the cable TV franchise. Specifically, MediaOne invested $1.2 million to build a new cable access center in Brooklyn Park, and it installed a closed cable TV network between area city halls and school district buildings, he said. As franchise owners, one or all of these companies will share this infrastructure and they should be required to invest in it. Seykora continued, saying that in other parts of the country, MediaOne has had its wires damaged when competing companies installed their network. Whether the damage was accidental or not, MediaOne "will be vigilant" in monitoring work near its cables. Whatever the outcome, the change in services to customers is substantial. Depending on the provider, broadband services can include long-distance telephone service, video- conferencing, high-speed Internet access, and video movie rentals. What ar The Street Reconstruction Project will involve removing the existing pavement and the underlying earth. In most cases, roadway failures are due to poor soils supporting the road, or to soils which are wet and do not drain properly. The existing blacktop will be e those guys doing ground up, and reused as a temporary driving surface. The temporary surface will be restored at the end of the day to provide access to adjacent properties. After unsuitable soils are excavated, a sand layer and draintile will be installed which will allow water trapped in the soil to drain into the storm sewer system. The sand layer will then be covered with a layer of gravel, and two layers of blacktop paving. Areas with curb and gutter that doesn't iyway? adequately convey storm water will be replaced. Storm sewer repairs and minor drainage upgrades will be made. A portion Quantico Lane, 47' Avenue and 48 h Avenue will be milled and overlayed with crack and curb repair taking place prior to the overlay. The last phase of the road construction will include restoring the disturbed driveways, resodding the disturbed yard areas, and maintaining the sodded areas for 30 days. If you were to put a water fountain think of all the litter that would not be there because people didn't have to bring their own drinks. Even though those standards were revised to the extent that the bleachers you replaced would have been acceptable, I still believe it was a positive move on the part of Plymouth to make the additional improvements. The people in Plymouth who use the new bleachers are now protected by an increased level of safety. Calthorpe Associates will develop implementation strate- gies for local governments to achieve Smart Growth and see how the region is doing in ac- complishing the Regional Blue- print and Transit 2020 Master Plan. The McKnight Foundation is contributing a $250,000 grant to the project for communications and public involvement efforts that create new, community- based strategies for linking Smart Growth, land use, trans- portation and the environment. The remaining project cost will come from the Met Council -- $175,000 from a fund balance from the Transportation and Transit Development Fund and $175,000 of earnings from the Environmental Services operat- ing fund. In implementing the "Smart Growth -Twin Cities" project, Calthorpe Associates will: ♦ Compile existing comprehen- sive plans and evaluate progress toward the Regional Blueprint. ♦ Explore current subregional land use scenarios and help develop new scenarios through publicforums. ♦ Involve some metro cities in more detailed Smart Growth planning. Calthorpe Associates plans to use workshops extensively to get the public involved in "Smart Growth -Twin Cities." Some communications and activities will likely include: citizen forums, series of subregional citizen - oriented workshops, dissemina- tion of workshop results to the press, a web survey, local work- shops to develop site master plans. Calthorpe Associates has performed similar regional work, "Envision Utah," which also involved a great deal of citizen participation through workshops. The results of the project could lead to amendments to the Blueprint to reflect more specific Smart Growth strategies. This effort is a community-based approach to implementing the Regional Blue- print and comprehensive plans. The planning effort, which will be funded in part with a $250,000 grant from the McKnight Foundation, will consist of the following three components: ♦ Establishing baseline data to determine how local comprehensive plans are achieving Blueprint goals and discuss the findings. ♦ Define sub -regions and exam- ine how to better integrate land use with existing and planned transpor- tation investments. ♦ Identify four opportunity sites of 20-100 acres to demonstrate development that is walkable and mixed use. The Met Council staff will prima- rily be responsible for the first component which is scheduled to begin in July and be completed by June 2001. The sub -regional studies will be completed by staff and consultants. Calthorpe and Associates will be retained by the Met Council to assist in the sub -regional planning. The planning will include work- shops to help develop a land use strategy around current and planned improvements. The opportunity site analysis will be lead by the Calthorpe firm and will include market studies, public infrastructure assessment and master plan development, including visual presentations and design standards. The Met Council anticipates that the process will identify new devel- opment strategies and possible Blueprint modifications. The revi- sions would be made in a timely manner, so they could be incorpo- rated in the next submission of comprehensive plans due in 2008. The Met Council is scheduled to review the proposed budget and work program at its June 21 meet- ing. Within the next few weeks the Met Council will inform cities by letter of the program including the guidelines and deadlines for the opportunity site component. An Aug. 15 deadline was discussed. The plan also proposes to study the feasibility of using a portion of the Sewer Availability Charge (SAC) to pay the reserve capacity portion of capital costs. The use of the SAC to decrease debt would as proposed by Met Council staff: ♦ Reduce debt and debt service ♦ Be favorably reviewed by the rating agencies. ♦ Increase the percentage of debt at low rates. The staff also indicated that the proposal has certain disadvan- tages including: ♦ Decreased investment. ♦ Decreased options for future use of funds. ♦ Administrative complexity. ♦ Possible increase in the SAC rate in the near term followed by lower rates. The use of SAC would require approximately $39.0 million in SAC reserve balance over six years. The committee took no action and will continue working on the finance plan.
