• 2001 Environmental Quality Fair. The plans for the 2001 Environmental Fair are
already under way which will be held at the Pilgrim Lane Elementary School. The EQC

• 2001 EQC Educational Plan. The 2001 Educational Plan proposes many activities and
projects with a budget of about $ 35,000. The EQC needs to develop a detailed

worksheet.

Plymouth Police Distribute Vikings Crime Prevention Cards
Plymouth Police Officers, along with police officers throughout Minnesota, are armed
with Minnesota Vikings Crime Prevention Cards. Each Friday a different card is available to any
youngster who asks for one from a member of a participating law enforcement department.
The Minnesota Viking Crime Prevention Cards are aimed at sharing crime prevention
information as well as building positive relationships between children and police officers. The
program will run through the week of Dec. 8.
Each card has a four-color picture of a Viking on the front and biographical information
and a crime prevention tip on the back. The program is sponsored by the American Society for
Industrial Security, Olmsted County Safety Council and Manhein Auctions, in cooperation with
the Minnesota Crime Prevention Association.
"This program provides a forum for building positive relationships between police
officers and the public," said Charles Rix of the Minnesota Crime Prevention Association.
"Since its first year, 1983, we have seen the demand for cards grow at a steady pace, and along
with that growth, we have experienced development in our rapport with young people." More
than 300 law enforcement agencies are expected to distribute 1.6 million cards this year.
The distribution schedule is as follows: Nov. 3 — Robert Smith; Nov. 10 — Randy Moss;
Nov. 17 — John Randle; Nov. 24 — Ed McDaniel; Dec. 1 — Dwayne Rudd; and Dec. 8 — Cris
Carter.

2001 formula allocations for the Community Development Block Grant (CDBG), HOME
Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and Housing
Opportunities for Persons with AIDS (HOPWA) programs.

The timely expenditure of CDBG funds continues to be one of the Department's
primary concerns. Over the past year, we have worked with communities throughout the
country to address the causes of untimely expenditures and the hard work is paying off.
During FY 2000, the number of untimely CDBG entitlement grantees decreased from 273
to 182 - a reduction of 33%. Based on measurement of your grant expenditures (not
including program income) 60 days before your current program year began and your
current expenditure rate, your community met the timeliness standard and we commend
you for your efforts in administering your CDBG program in a timely manner.
I wish you continued success in the use of HUD resources to improve the lives of
your citizens.

Recently your city received a copy of the proposed 2001 League of
Minnesota Cities policies with information about the Policy
Adoption Conference on November 17`h. The cover letter gives
the location of the conference as the Radisson Hotel South in
Bloomington. The correct location of the conference is the
Ramada Plaza Hotel, 12201 Ridgedale Drive, Minnetonka. On
the back is a new map showing directions to the Ramada Plaza.
Please make this change and post this correction so that other
interested persons in your city will have the correct location.

Pursuant to the attached internal announcement effective November 1, 2000, Gage Merchandising Services,
a division of AHL Services has notified employees of a mass layoff from its Plymouth, MN operation
located at 2 Carlson Parkway, Suite 400, Plymouth, MN 55447. This will result in a permanent reduction
of the current work force.
The first layoff among the work force is expect to occur on December 31, 2000. The attached schedule

Retraining Notification Act ("WARN")

This is to advise you that a Mass Lay -Off is being planned by Gage Merchandising Services, a division of
AHL Services, Inc. This serves as our notice to you under the provisions of the Worker Adjustment and
Retraining Notification Act ("WARN' Act). Because we are integrating and streamlining the
merchandising services components of our business we find it necessary to reduce our work force. This
means that employees stationed at or from our location at 2 Carlson Parkway, Suite 400, Plymouth,
Minnesota, 55447 will be affected by the reduction. The reduction will be permanent and will constitute a
mass lay-off as defined by the WARN Act.. The reduction in force is expected to begin December 31,
2000 and will conclude approximately January 31,2001.
Each employee will receive a personal notice as to the status of his/her position with Gage Merchandising
Services. Those impacted by this action will received more detailed information on state and local benefit

Dear Resident:
I want to share information with you about an exciting project that will soon be underway in
your neighborhood.
In 1994, the City was notified by Hennepin County that Outlot A, Wild Wings 3rd Addition, was
tax forfeit (map enclosed). The City requested ownership of the parcel for drainage purposes.
The City has easements on the parcel, and a portion of this parcel was used for wetland
mitigation for the Schmidt Lake Road improvement project. A neighbor in the vicinity also
expressed interest in owning the parcel to establish a demonstration site for landscaping,
alternative plantings, and wetland buffer plants.
Earlier this year, the County conveyed ownership of this parcel to the City. The City Council
subsequently approved a lease arrangement with the private parry which will provide for
enhancements to the parcel including clean-up of the dumping on the site, added landscaping and
plantings, and weed eradication. Under the agreement, no fill, fences, or structures are allowed
on the parcel.
It will take a year or two to establish the plantings, but we are very hopeful that the result will be
a much improved lot that will be an asset in your neighborhood. Feel free to contact me with any

Dear Property Owner:
The land use chapter of the City of Plymouth Comprehensive Plan identifies five areas for future study.
The City is currently reviewing and considering possible changes for Study Area E, which is one of the
five study areas. Study Area E is located north of Highway 55 at or near the intersection of Old Rockford
Road and Peony Lane.
On October 6, 2000, the City mailed notice to landowners within 750 feet of the study area in order to
provide information about possible land use changes in Study Area E. This notice was sent in advance
of the official notice that would be sent out prior to a Planning Commission public hearing on this
matter and included a listing of tentative meeting dates. Due to a computer error, some landowners did
not receive this original mailing. The computer error has been corrected and this letter is being sent to
all landowners within 750 feet of the study area.
This letter is to inform you that at the October 18, 2000 Planning Commission meeting, the
Commission recommended that no action be taken on the land use designation for property known, as
Study Area E. The City Council will consider the Planning Commission's recommendation at their
meeting on Tuesday, November 14, 2000.
Should the City Council direct the Planning Commission to initiate a public hearing, another notice will
be sent to you informing you of the hearing date. The purpose of the public hearing is to allow
neighboring property owners to appear in front of the Planning Commission to ask questions and make
comments relating to the application. You may also submit comments in writing. All written
comments will become part of the public record.
Your comments and questions regarding the study area are welcome. Please write or e-mail Kendra
Lindahl, the principal reviewer (klindahl@ci.plymouth.mn.us) or telephone her at (763) 509-5453. All
comments will be shared with the City Council and Planning Commission as we go forward with the
planning process.
In addition, you may review information relating to this study area at City
hours. Office hours at City Hall are 8:00 a.m. to 4:30 p.m. on Mondays
Fridays, and 8:00 a.m. to 6:00 p.m. on Tuesdays, except holidays. Plymo

MINUTES OF MEETING
OCTOBER 30, 2000
The meeting was called to order by Paul Lenhardt at 7:15 PM. Also present were Katie
Bonneville, Brianna Cohen, Patrick Hartung, Jameson Johnson, Eric Jungels, Amy Nagengast,
Alison Rapacz, City Manager Dwight Johnson, Councilmember Judy Johnson, and Deputy City
Clerk Kurt Hoffman.
Katelyn Donnelly was absent.
Also present was Ramona Stedman from the CICC, Anay Bedi, Vnay Bedi, Supriya Gandham,
Archana Balas, Ronit Chakravarty, Melanie Overland, and Justin Luther Holt.
Depot Coffee House
Ramona Stedman from the CICC reported on the Depot coffeehouse in Hopkins. She said the
operation works with community partners: the YMCA, Park—Nicollet, Hopkins Police
Department and the City of Hopkins. She said that while usage has grown dramatically in its first
year of operation, she doubted that it would ever become self-sufficient. She advised board
members interested in a similar operation in Plymouth should look for community and corporate
sponsors. She also suggested factors to consider in planning such an endeavor: a compelling
need in the community; working with a cornerstone institution, and building on existing
community relationships; making the endeavor youth -driven, while maintaining strong
youth -adult relationships; and using the endeavor as a community outreach effort. She also
advised the board to be patient. She said the Depot was developed with efforts of young people
who have long since moved on. She said it is important for such a program to have late night
hours, to be centrally located, with transportation available. She suggested consideration of
allowing 9th graders to attend activities, and she stressed the importance of having the actual
coffeehouse business as a way of ensuring higher attendance.
Minutes
The minutes of the October 16 meeting were amended to reflect the addition of a sub -committee
on Park and Recreation Activity programs, chaired by Amy Nagengast. The roster was revised to
reflect Eric Jungels role as liaison with the CICC. The amended minutes were approved
unanimously.
Officer Selection
Following a brief discussion, Council members agreed to employ co-chairs, who would share the
duties of conducting meetings. Paul Lenhardt, Jameson Johnson, and Patrick Hartung expressed
an interest in serving as co-chairs. They each spoke briefly on their suitability for the position.
Voting with written ballots, the Council elected Paul and Jameson as co-chairs.

other organizations will publicly discuss
legislative initiatives. Among the sched-
uled meetings of interest to cities are the

Nov. 1 --Technical Advisory Com-
mittee (TAC) of the Transportation
Advisory Board (TAB) Meeting. The
TAC will hear a presentation regarding
proposed modifications to the TAB
solicitation process from Metropolitan
CUUncll staff. The proposal recommends
that 100 points for housing and livable
cammunibes activities be added to the
solicitation criteria. Theproposal will also
be presented to the Livable Communities
Cornmlttee on Monday, November 6.
Nov. 1 --House Sub -committee on
Metropolitan Council. The last of six
Sub committee meetings will be held in
Plymouth City Hall. To date the hearings
have provided a wide range of comments
regarding the Metropolitan Council. At
some hearings the speakers have advo-
cated the repeal of the Metropolitan
Council, others have generally supported
the Council. In some cases there have
been critical comments but they have not

Nov. 3--AMM/Pollution Control
Agency Phase II Wastewater
Permits. This is the initial meeting to
determine if a general permit can be
developed. The Environmental Protection
Agency (EPA) has promulgated rules and
regulations to implement the program,
which is mandated by federal law. All
cities having a population of between
10,000 and 100,000 are required to have a
permit. A general permit, which is
preferred in the guidelines, is a permit that
is applicable to more than one municipal-
ity. The meeting is scheduled for 1 PM at
the LMC Building. The meeting is open
and if you wish to attend please contact
AMM.
Nov. 6 --Metropolitan Council
Livable Communities Committee.
The committee will review the TAB criteria
and set a date for a public hearing on the
criteria. The criteria will be mailed to cities
and counties for review and comment.
AMM has established a work group to
review the criteria and recommend an
AMM position statement to be made at
the public hearing.
Nov. 7 --Affordable Housing
Meeting. Minneapolis. Council member
Thurber will convene a meeting of local
government officials, housing advocates
and non-profit groups to discuss afford-
able housing issues. The purpose of the
meeting is to determine if the invited
groups can coordinate and or agree on a

Nov. 9 --AMM Policy Adoption
Meeting. The annual meeting will be
held at the LMC Building. A 45 -minute
social featuring light hors d'oeuvres will
begin at 5 p.m., followed by the business
meeting from 5:45-7 p.m. there is no
charge to attend the social and/or meeting.

Nov. 13 --Governor's Big Plan. The
Governor will discuss the Big Plan at a
public meeting with local government
officials. The meeting will be held in St.
Cloud. It is anticipated that some of the Big
Plan proposals will be announced at the
meeting. Invitations have been sent to local
officials.
Nov. 15 --State of the Region. Chair
Mondale will present his annual address
regarding the region. He will probably
discuss the Council's legislative program
and comment on such Issues as land supply
and transit funding.
Nov. 19 --Mayor's Regional Housing
Task Force. The initial draft of the task
force's report will be released. The report
will include findings and recommendations
that can be implemented by cities and the
legislature. The TCP011 will include
sections on financing, federal involvement,
housing barriers, zoning and land use and
the rule of local elected officials in
housing. The report will be sent to local
governments for review and comment.
Nov. 29--AMM/BATC Task Force.
The task force will review proposals that
attempt to reduce the cost of housing
production. The task force hopes to agree
on three or four proposals that may not
necessarily require legislation. Areas being
discussed include but are not limited to
inspection practices, planning procedures,
property tax timing issues, and regulations.
It is 81SO probable that the legislative
leadership will name committee chairs and
announce a broad agenda for 2001. ANIM

to Regional Guidelines for Priority Funding for

(TAC) meeting recommendations to
modify the Transportation Advisory
Board's (TAB) solicitation process and
update the Housing Review Guidelines
that were last updated in 1985
The TAB recommendations
include the following:
• Modify the smart growth criteria to
include affordable and lifecycle
housing
• Smart growth criteria would be
increased by at least 100 points
• Affordable and lifecycle housing
criteria will be used to evaluate and
rank highway projects that are
classified as non -freeway principal
arterials, three of the four "A" minor
arterials. (relievers, expanders and
augmenters) and bikewaystwalk-
ways The criteria would be those
included in the proposed Housing
Review Guidelines update.

The TAB proposal will be discussed
by the Metropolitan Council's Livable
Communities committee on November
6 and transmitted to the TAB Relations
Committee and TAB Programming
Committee for consideration in the
2001 solicitation process
The Livable Communities Commit-
tee will also discuss the update to the
Housing Review Guidelines on Novem-
ber 6. The current guidelines contain
100 points, that gives credit for
existing subsidized units and afford-
able units, local fiscal incentives, and
incentives through modifications to
local codes and ordinances. The
proposed guidelines provide most of
the points for local fiscal incentives,
and other local incentives. Points are
given for zoning codes that permit
density (6 or more per acre) and
participation in the Livable Communi-
ties Act. The proposed guidelines also
identify three types of cities for which
affordable housing plans and expecta-
tions are different and apply applicable
criteria to them
Group A communities are those
cities that have or should have com-
prehensive plans with goals that call
for additional affordable units before
2010. Group B communities are cities
that may have comprehensive plans
with housing goals that propose a net
addition of twenty-five or less new
affordable units before 2010. The Group
C communities are cities and townships
that are currently not sewered or have
wastewater treatment plants operating
at capacity
To discuss the proposal the
Metropolitan Council could adopt
the following schedule:
• Dec 18, 2000 — 4PM — Metropolitan
Council Offices. Public Meeting to
obtain information, perspectives and
ideas
• Jan 16, 2001 Livable Communities
Committee Meeting to review the
public meeting comments and make
recommendations in the form of draft
guidelinesto the full Metropolitan
Council
• Jan 17, 2001 Metropolitan Council
approves the guidelines for the
purposes of a public hearing
• Feb 21, 2001. Public Hearing
(tentative).
• Mar. 1, 2001 Metropolitan Council
adopts the guidelines after the 10 day
open public comment period.
Copies of the proposed changes to
the guidelines should be mailed to all
cities within the next ten days. AMM
along with the metropolitan counties has
established a task force to review and
comment on the proposal If you want to
