HomeMy WebLinkAboutCity Council Resolution 1962-026} ell Trustee Yngve introduced the following resolution and moved its adoption: RESOLUTION 62-26 ESTABLISHING PERSONNiL PROCEDURES COVERING VACATIONS, LEAVES OF ABSENCE, HOLIDAYS AND SICK LEAVES. WHEREAS, the Village Council of the Village of Plymouth desires to establish personnel procedures and regulations covering Vacations, Leaves of Absence, Holidays and Sick Leave for full-time employees of the Village of Plymouth, NOW THEREFORE, Be It Resolved By the Village Council of the Village of Plymouth: 1. DEFINING FULL TIME AND TEMPORARY EMPLOYEES: A full-time employee is one employed on a monthly or annual salary basis and works a normal forty (40) hour week from date of employment, but excluding vacations, sick leave or holidays. A full-time employee is also one employed and paid on an hourly basis and works a forty (40) hour reek, from date of employment when work is available excluding vacations, sick leave or holidays but date of hall -time employment to be designated and appointment approved by the Village Council. A temporary employee is one engaged for work and paid on an hourly, weekly or monthly basis for an indefinite number of hours, weeks or months and has not been approved or appointed as a full-time employee by the Village Council. 2. VACATIONS: Vacations will be granted to each employee who has been established of record as a hall -time employee. Any employee employed on a full-ti.ms basis shall be considered under probation for the first ninety (90) days of full- time employment. If his employment has been satisfactory, his vaca- tion time will commence from the first day of his full-time employment and be applicable to the following schedule,: 5/12's day per month vacation for the first year of employment of any portion of a year. From the beginning of the second year of full-time continuous employment through the ninth (9) year each Stall -time employee shall earn vacation at the rate of 5/6 of a day per month or tem► (10) working days per year. From the beginning of the tenth (10) year and on, each full-time employee shall earn vacation at the rate of one and one-fourth (1 1/4) days per month or fifteen (15) working days per year. The vacation year, for accountability of time, shall commence as of May 1. Any vacation accumulated must be taken prior to H�.rch 31 of the year in which it is ap^licable. No accumulation of vacation periods is permissible. Vacation schedules are to be worked out with the em- ployees and approved by the Department Head. Vacations for Depart- ment Heads to be approved by Council. P446',"R ation 2E1 A rn; jlr ,Rg ;ctP Any employee entitled to a vacation for a specified length of time may wake application for additional time, but with- out compensation, and be granted subject to the approval of his Department Head. Vacation dates shall be allotted to employees at their choosing in accordance with the seniority of the employees in each department. Any full-time employee rho has been discharged or dismissed shall be entitled to receive compensation for any accumu- lated vacation time. 3. LEAVE OF ABSENCE: Any leave of absence to be granted shall be subject to the approval of the Department Head and also the Village Council, but under no consideration shaLl a leave of absence be grantsd for more than one year. 4. HOLIDAYS: The following shall be declared official holidays by the Village of Plymouth: New Years Day Labor Day Washington's Birthday Thanksgiving Day Christmas Day Memorial Day Independence Day Employees required to work an Holidays shall receive compensatory time off to be agreed upon with the Department Head. 5. SICK LEAVE: Any employee, after completing a 90 day probationary period and considered as a full-time employee of the Village, shall come under the Sick Leave Program, effective as of the first date of full-time employment. Sick Leave to be granted each full-time em- ployee from the date of full-time employment at the rate of one (1) day per month. All unused Sick Leave shall be acc*mulative until a maximum of sixty (60) days has been attained. Any Sick Leave accrued to the benefit of an employee shall be canceled and cease upon his dismissal, resigning, or retirement from Village employment. Absence on account of Sick Leave must be given by the employee or his representative within one hour of his work starting time for the day of absence and be approved by the Department Head and any absence over a period of three (3)cconsecutive days must be substantiated by a certificate from a practicing physician or approved by the Departmeat Head. Motion to adopt said resolution was seconded by Trustee Curtis and upas 3 vote being taken thereon, the following voted in favor thereof: Mayor Keefe, Trustees Yngve, Curtis, Kreatz and Teberg.
