WHEREtiS, a hearing has been scheduled for July 21, 1959 to determine
the desirability of establishing a Lake Minnetonka Watershed District
pursuant to M.S.a. Chapter 112;
AND, 4•MFREAS water is one of our most valuable assets which must be
conserved politically as well as otherwise;
wND, 14HERF1,S direct, local self-government is a cherished heritage in
the Lake Minnetonka area;
..ND, *JHrREAS voluntary cooperation between Lake Minnetonka munici-
palities is traditional;
AND, WHFRr..S coercion of any of our municipalities is highly undesir-
able;
AND, WHEREAS the proposed Watershed District would not include all of
the Lake Minnetonka watershed;
AND, 14HEREAS the oroposed District would include parts of other
watersheds;
AND, 1HFRF1S the managers of the proposed District would not be
directly responsible to the voters in each municipality;
AND WHEREAS the proposed District would constitute an additional
political subdivision with the power to tax, bond, and condemn;
t.ND, WHEREAS vastly expensive "projects and improvements" might be
ordered by the managers based upon "desirability" rather than
"necessity";
AND, WHEREAS appeal from orders of the managers would be very limited;
AND, WHEREAS items of lake maintenance (pumping, dredging, etc.)
presently paid for out of County funds might become District obli-
gations;
NOW, THEREFORE, BE IT RESOLVEr,: That the Plymouth Village (GW
Council hereby requests the State of MinnesotaWater sources Board
not establish the Lake Minn•tonka Watershed District proposed in the
Nominating Petition dated December 20, 1959, pursuant to which a
hearing has b ehcdul d fo July 21, 1959, or, if established that
the Village ( of Plyaua h be excluded therefrom.
