HomeMy WebLinkAboutCity Council Ordinance 1961-08Oli1DIliAACE NO. 61-8 VILLAGE OF PLYMOUTH An Ordinance Creating a Building Codes AdvisorT Commission: Providing for Membership on Said Commission asd Terms of Office The Village Council of the Vil- lage of Plymouth does hereby ordain as follows: Section 1. Title. 1.01 This Ordinarw,.; shall be known as "The Building Codes Advisory Commission Ordinance." Section L Creation and Powers. 2.01 There is hereby created and established a Building Codes Advisory Commission for the Vil- lage of Plymouth. 2.02 The purpose and the pow- ers of said commission shall be as follows: a) To h e a r and recommend proper action to the Village Coun- cil on appeals from any order, requirement, permit, decision or refusal, or determination made by the Building inspector under the building, plumbing, heating or electrical code ordinances, and from any interpretation of the text of said ordinances, made by the Building Inspector. b) To study and review from time to time the building, plumb- ing, heating and electrical codes of the Village of Plymouth and similar code provisions applicable In communities surrounding the Village of Plymouth and such other codes as may come to its attention; and to recommend to the Village Council such new Leg- islation as to the commission may seem desirable. c) To consider and review spec- ial exceptions to the terms of the building, plumbing, heating and electrical code ordinances of the Village of Plymouth, and when the same shall require an amend- ment, supplement or change, to report the same to the Village Council for action. d) To study and review new types of material, methods and construction, and to advise the Building Inspector and the Vil- lage Council as to the suitability of alternate materials and types of construction to assist in prog- ressive development of the provi- sions of the building, plumbing, heating and electrical codes of the Village of Plymouth and to make recommendations relative thereto. e) To act in an advisory capac- ity to the Village Council in all matters pertaining to the forma- tion, enforceffient, amendment, supplement or change in the building, plumbing, heating and electrical codes. Section L Membership and Terms. 3.01 The Building Codes Advi- sory Commission shall consist of a chairman appointed by the Mayor whose membership on the commission shall continue only for the balance of the term of the Mayor who made said appoint- ment; and four (4) members elected by the Trustees of the Council, each of whom shall be elected for two (2) year terms except that two (2) of the mem- bers first elected by the Trustees shall have a first term expiring December 31, 1061. The other two (2) members elected by the Trus- tees shall have their !Asst term expiring on December 31, 101L 3.02 The Buildft Inspector a< the Village of Plymouth and the Fire Chid of the Village of Plym- outh shall both be non-votlns members of the board. section 4. 4.01 The contmiuion shall pro- vide its own rules and procedures, determine date and time of meet- ings, and call public hearings when necessary and desirable. It shall elect its own secretary by vote of its own members. 4.02 The commission shall ren- der all recononnemdations and end- ings in writing and shall elle the same with the Village Clerk for reference to the Village CoumciL 4.03 No member of the com- mission shall pass upon any ques- tion in which he is directly or Indirectly interested. Section A Effective Date. 5.01 This Ordinance shall take effect upon its passage and publi- cation. Adopted by the Village Council June B, 1061. Howard C. Anderson, Mayor. Attest: H. T.
