CHAPTER 13
AN ORDINANCE REGULATING
THE INSTALLATION AND
CONSTRUCTION OF PLUMB.
ING AND SEWAGE DISPOSAL
WITHIN THE VILLAGE OF
PLYMOUTH. HENNEPIN
COUNTY. MINNESOTA.
The Village Council of the Vil-
lage of Plymouth ordains:
Section 1. A permit shall be re-
quired for all plumbing and sew-
age disposal work. There shall be
a minimum of $5.00 for the in-
spection of inside plumbing up
to and including the first eight (8)
plumbing fixtures, plus $1.00 for
each additional fixture in excess
of eight (8), and a minimum fee of
$5.00 for the inspection of sew-
age disposal systems, and/or ex-
amination of the site.
Each person, firm or corpora-
tion, doing plumbing work for
hire within this Village, shall se-
cure a license, or licenses, to Carry
on . uch occupation from the Vil-
lage Clerk. Such licenses shall
be of two types --a Class 'W' Li-
cense shall permit, exclusively,
the installation of plumbing with-
in the buildings and to a point five
(5) feet outside of the ince tam
of the buildim wall. A Class "B..
License shall permit, exclusively,
the installation of plumbing out-
side of structures.
At the time of applying for a
Itcense, each applicant shall se-
cure and post a bond in favor of
the Village and the public in the
form prescribed by the Village,
conditioned upon the faithful per-
formance of contracts. Such bond
shall be in the amount of ;1,000.00
for each ten contracts undertaken
by the licensee within this Vil-
lai;e, with a maximum bond of
$5,000.00 being required of any
lit enst- _`" either class of license.
0:.,e licensee may hold both Class
"A" and Class "B" licenses and
shall furnish bond in the amount
required for each type of license.
The posting of the required bond
and the securing of a license shall
be a condition precedent to the
doing of any plumbing work for
hire within this Village. The doing
of any plumbing work for hire
within this Village without first
securing a license to do so, and
posting the necessary bond, shall
be a violation of this Ordinance.
As used in this Ordinance,
plumbing shall include installa-
tion of cesspools, septic tanks an-'
drainfields.
No person, firm or corporp,don
that has obtained any such lisense
shall allow any other perso�i, firm
or corporation to use -ucb license
for doing any plumbing work.
Any license or per.ait granted
hereunder may to revoked for
cause by the Village Council.
Section L The minimum stand-
ards and requirements for plumb-
ing as outlined in the "Basic
plumbing Principles" of the Min-
nesota Plumbing Code, dated Jul,
20, 1937, as subsequently amended,
shall apply to the plumbing with-
in all buildings, and to a point
five (5) feet outside of the in-
terior surface of foundation wall.
Section & The sewage disposal
systems shall be in accordar•ce
with the following standards.
A. Each residence shall be
equipped with two (2) connected
septic tanks of not less than 750
gallons capacity connected to
either a cesspool or a properly
constructed drainfleld. Each sep-
tic tank shall be watertight and
shall be constructed of poured or
precast reinforced concrete, or of
steel, or of septic tank blocks; no
porous or water absorbing mater-
ial. Each septic tank shall have
properly located baffle plates. All
commercial and public buildings
shall have a sewage disposal sys-
tem in accordance with the re-
commendations of the Minnesota
Department of Health Bulletin en-
titled "Small Sewerage Systems"
edition of May 1, 1953.
Garbage disposals shall not be
installed in any residence unless
such residence is equipped with
at least one septic tank with a
capacity of 1,000 gallons or more.
B. The septic tank, drainfield
and/or cesspool shall be not clos-
er than (1) 50 feet to any well or
suction line from a well. (2) 10
feet from any drinking water sup-
ply line under pressure. (3) 15
feet from any building founda-
tion. (4) 10 feet from any lot line.
(5) 25 feet from any lake or
stream.
C. The building sewer shall be
ccnstructed of extrE, heavy cast
iron or transite pipe with tested
watertight joints. The building
sewer is that part of the horizon -
piping of a building drainage
system extending from a point
Ave (5) feet outside of the inside
face of the building foundation
wall to the septic tank.
D. The minimum size of the
builning sewer shall be four (4)
inches.
E. The pitch or down grade of
the sewer shall be not greater
than t'4 inch nor less than iii inch
per foot. However, hum a point
ten (10) feet preceding the en-
trance to the septic tank the
trade shall be % inch per foot.
F. A cleanout shall be pro-
vided in the sewer at every
change in horizontal direction of
more than 22%° and at intervals
of not more than 75 feet.
G. The cover of the septic tank
shall be constructed of steel, pre-
cast or re-inforced concrete. It
shall be not less than la inches
below the surface of the Snisi�ad
grade. There shall be a manbole
opening or removable covet no:
leas than 18 inches in diameter
near the center of the tank cover.
A B inch cleanout pipe shall ex-
tend from a point in the cover di-
rectly over the outlet of the tank
to the surface of the ground. Such
pipe shall be fitted with an air-
tight cover.
H. The inlet to the septic
tank shall be not less than one (1)
inch or more than three (3) inches
higher than the outlet. The inlet
and outlet shall be equipped with
proper baffle plates.

J. If by cesspool, it abati not
be closer than ten (10) feet to the
septic tank and shall be located in
sandy or gravel soil, and the bot-
tom of the tank shall be not less
than four (4) feet above the high
water table, and shall not be sub-
ject to flooding by surface wa-
ters. The cover shall be not less
than two (2) feet below the sur-
face of the finished grade. The
capacity shall be a minimum of
1,250 gallons with at leant 400
gallons per bedroom. The max-
imum depth shall be twenty (20)
feet. But if the bottom of the
tank is more than four (4) feet
above the high water table, a
greater depth may be p rmitted
by the inspector.
K. The sewer line fro. -i the

shall have a fall of approximate-
ly 1 inch per foot.
When installed in filled or loose
earth, the the shall be laid on two

2" stake. The grade boards shall

pounds without depressing.
Drain the shall be not less than
live (5) inches in diameter and
twelve (12) inches long. There

tween the tile. The dainfield

The maximum length of any
one lat xal shall not exceed 100
feet.
The filter material in the drain
the trench shall be crushed rock,
such material a depth of not less
than 12 inches beneath the bot-
tom of the tile, and cover the
tile to a depth of not less than 4
inches. Trenches shall be a mini-
mum width of 18 inches, and con-
sidered a maximum width of 24
inches for the purpose of deter-
mining effective absorption area

terial in the trench before back
filling with earth
The spacing between the drain -
field laterals shall be not less
than 10 feet.
The drain file shall be placed
not less than 12 inches nor more
than 24 inches below the finished
grade lime, before the drain tile
is laid.
L. The size of the drainfield
necessary for each residence shall
be a minimum of 200 square feet
and an additional 87 square feet
for each additional bedroom over
two.
Section 4. The building con-
tractor or owner shall notify the
Building Department of the name
and address of the plumber, or
p:umbers, doing the plumbing
work and/or sewage disposal
work for each residence and such
plumber, or plumbers, shall be
held responsible for observance of
this plumbing code. In cases
where the building contractor or
owner fails to supply, the Build-
ing Department with the names
and addresses of those doing the
plumbing and/or sewage disposal
work, the builder and/or owner
shall be responsible for the prop-
er installation of such work.
Section 5. For all public build-
ings, and all commercial or in-
dustrial buildings with a floor
area of more than 2,000 square
feet, the plumber shall take out
the plumbing permit.
Section 8. No plumbing rough.
in work within the building shall
be covered before it has been in-
spected and passed by the plumb-
ing inspector.
Section 7. No part of the sew-
age disposal system shall be cov-
eted until it has been inspected
and passed by the plumbing in-
spector.
Section S. It shall be the re-
sponsibility of the person who
does the plumbing work to notify
the Building Inspector that the
job is ready for inspection.
Section t. If any violation of
thie code continues for more than
ten (10) days sites written notifi-
cation of such violation, the
plumber shall pay an additional
fee of $5.00 for each inspection
made necessary by such violation.
The application of the above shall
not be held to prevent the en-
forced removal of prohibited con-
ditions, nor to prohibit the en-
forcement of tht penalties as pre-
scribed under the Plymouth
Building Code.
Simon 10. Existing systems
which do not meet the require-
ments of this ordinance may be
repaired or extended if the repair
or extension does not bring the
disposal system any closer than
Aft (50) feet to an existing well,
or in any other way increase the
health hazard.
Section 11. Any person, firm
or corporation violating any of
the provisions of this Ordinance
shall be guilty of a misdemeanor
and, upon convicition thereof.
shall be fined in an amount not
to exceed $100.00 or imprisoned
in a public jail for not to exceed
ninety (90) days.
