BACKGROUND: On April 9, 2002, a request for approval was brought to the City
Council for a one year agreement between the City of Plymouth and Airport & Airline
Taxi -Cab Corp. and Triad Transportation, Inc. During City Council discussion some
questions were brought forward and the item was continued for further discussion at a Study
Session of the City Council on May 7, 2002. That Study Session was later moved to May
14, 2002.
The questions were in regards to the need/possibility of competitive bidding on the
agreement, and whether the service could be provided exclusively to seniors.
Attached is the memo to the City Council dated March 28, 2002 for the meeting of April 9,
2002. Also attached is the proposed agreement.
DISCUSSION: Staff has discussed this proposal further and is presenting the City Council
with three options for further discussion:
1. Revise the request to specify that service would be provided only to seniors and
would be operated for a six month period, after which there would be a further
recommendation to the City Council to either discontinue the program or to
request competitive bids for an extended service period.
2. Revise the request as indicated in (1), above, but provide the service to the
general public, not just to seniors.
3. Withdraw the request and monitor need for a possible future re -introduction of
the proposal.

SUBJECT: TAXI SERVICE: SUPPLEMENTAL MEMO FOR STUDY SESSION
Option 1: This option would provide supplemental taxi service for seniors for a six month
trial period, with Airport & Airline Taxi -Cab Corp. and Town Taxi, Inc. We already have
an agreement prepared for signature with this provider, and could quickly implement
service should the City Council agree. The City Attorney has reviewed the question
regarding the provision of supplemental taxi -cab service exclusively to seniors, and he
replied as follows:
M.S. 363.02 subd. 6 authorizes the City to provide differential services for people
over age 59. I do not see any legal issue with a cab service that provides service
only to people over 59. "
After the initial six month trial period a recommendation would be made to the City Council
to either discontinue the program or to request bids from cab services to provide the service
for an extended period of time.
It is questionable whether sufficient numbers of rides would be generated exclusively from
seniors to warrant maintaining the service, but it certainly could be tried.
Option 2: This option is the same as Option 1, except that the taxi service would be
provided to the general population, not just seniors.
Option 3: At the present time Plymouth Dial -A -Ride is experiencing very few incidents of
trip denials to those requesting service. Over the past three months (February 1 - April 30,
2002) there have been only 30 trip denials when Dial -A -Ride could not provide the trip.
During the same period there were an additional 49 trip requests for which Dial -A -Ride
dispatch provided alternate times (i.e., 15 minutes earlier or later, 30 minutes, etc.) and the
person making the trip request did not want an alternate time. To put this in context, Dial -
A -Ride provided approximately 12,000 rides during the same 3 month period. This equates
to a 0.25 % denial rate, which is incredibly low for a Dial -A -Ride service.
There have been no complaints from people requesting trips to the areas previously served
exclusively by the Plymouth Flyer since the first week after the Flyer was discontinued,
when some confusion existed but was quickly resolved. Dial -A -Ride is handling all trips by
former Flyer passengers plus has added trips requested from new passengers to areas
previously served by the Flyer.
The supplemental taxi -cab service was not specifically considered as a replacement for the
Plymouth Flyer, but was viewed as a "value-added" service to the community, providing
opportunities for resident to make trips to and from destinations further away than
previously offered through the Flyer, as well as providing back-up and supplemental service
to Dial -A -Ride.

SUBJECT: APPROVAL OF TAXI -CAB AGREEMENT FOR SUPPLEMENTAL
SERVICE TO PLYMOUTH METROLINK
ACTION REQUESTED: Make a motion to adopt the attached resolution approving the
Transportation Agreement between the City of Plymouth and Airport & Airline Taxi -Cab
Corp. and Triad Transportation, Inc. for taxi -cab service to supplement Plymouth Dial -A -
Ride services, and authorizing the Mayor and City Manager to execute the agreement.
BACKGROUND: Last fall Plymouth Metrolink began a process of restructuring,
developing service delivery enhancements and improving operating efficiencies of the
Plymouth Dial -A -Ride program. This process incorporates the following steps:
Adopting a reduced Dial -A -Ride fare for seniors and persons with disabilities.
Terminating the Section 5310 agreement with MnDOT for the Plymouth Flyer
and buying out the MnDOT interest in the vehicle.
Merging the Plymouth Flyer services and vehicle into the Dial -A -Ride system.
Adopting an agreement with a taxi cab company to provide supplemental Dial -A -
Ride service.
Implementing technology, including a new computerized dispatch system, mobile
data computers on Dial -A -Ride vehicles, and incorporating GPS and Automatic
Vehicle Locator (AVL) systems.
On January 1, 2002, Plymouth Metrolink implemented a reduced Dial -A -Ride fare for
seniors and persons with disabilities of 75, a reduction from the standard fare of $1.50.
On January 22, 2002, the City Council adopted Resolution No. 2002-042 authorizing the
termination of the Section 5310 agreement with MnDOT and the buy-out of the Plymouth
Flyer vehicle interests from MnDOT. This has been completed.

SUBJECT: APPROVAL OF TAXI -CAB AGREEMENT
On April 1, 2002, the Plymouth Flyer was merged into the Dial -A -Ride program consistent
with the memo dated March 25, 2002, and distributed to the City Council on March 26,
2002 (memo attached).
This request is for approval of an agreement with a taxi -cab service to provide supplemental
service to the Dial -A -Ride program. In the near future it is expected that approval will be
sought from the City Council for technological improvements to the Dial -A -Ride system.
TAXI -CAB AGREEMENT: Staff has been negotiating for some time with Airport &
Airline Taxi -Cab Corp. and Triad Transportation, Inc. (Town Taxi) to provide shared ride
taxi service that is supplemental to Dial -A -Ride. An agreement has been reached for this
service (attached), and the approval of that agreement is requested. The primary
outstanding issue was the agreement by the taxi -cab company to implement a drug and
alcohol abuse and testing program that is in compliance with the Federal Transit
Administration regulations. They have now agreed to this point.
The purposes of incorporating a taxi -cab service into the Dial -A -Ride program are to
enhance overall Dial -A -Ride capacity capabilities during peak load times, and to increase
the potential range of Dial -A -Ride without incurring extensive capital and operating
expenses. This agreement accomplishes both purposes.
A service and fare plan for the redesigned Plymouth Dial -A -Ride program and supplemental
taxi -cab service has been developed. All requests for service will pass through the Dial -A -
Ride dispatch center operated by Laidlaw Transit Services, Inc., the contracted service
provider for Dial -A -Ride. Those trips that Dial -A -Ride can not perform will be given to the
taxi -cab company for them to perform. Priority will be given by Dial -A -Ride to trip
requests from former Plymouth Flyer customers. The operational details are included in the
Agreement with the taxi -cab company and the attached Agreement Protocol (Attachment
A" to the Agreement - Page 7).
Attachment "C" to the Agreement (Page 9) outlines the fares that will be charged by the
taxi -cab company for trips to various locations. These locations are specifically identified
as the "Areas Covered" and will establish the supplemental taxi -cab service area. The list
will be further defined prior to start-up of the taxi service. (For example, downtown
Minneapolis will be removed as a destination covered by this service to preclude abuse of
the service by regular commuters.)
The fares outlined in attachment "C" represent the total cost of a one-way trip by the taxi-
cab company from any point in one city to any point in another. All approved trips will
have at least one end of the trip in Plymouth. Plymouth Metrolink will subsidize these trips
as follows:

SUBJECT: APPROVAL OF TAX -CAB AGREEMENT
The first $2 will be paid by the customer.
Up to $20 of the remaining fare will be paid by Plymouth Metrolink as a subsidy
to the taxi -cab company.
Any remaining fare will be paid by the customer.
For example, if the passenger is traveling from Plymouth to Brooklyn Park, the total one-
way fare is $27. The passenger will pay $7 ($2 base fare plus $5 over the $20 Plymouth
Metrolink subsidy) and Plymouth Metrolink will reimburse the taxi -cab company $20. If
the passenger is traveling from Plymouth to New Hope, the total one-way fare is $16. The
passenger will pay $2 and Plymouth Metrolink will reimburse the taxi -cab company $14.
While this subsidy rate may appear high, it is about half of the previous per passenger
subsidy for the Plymouth Flyer. The reimbursement rate to the taxi -cab company may
require some modifications over time as we gain experience with the new program.
Passengers to be referred to the taxi -cab company from Dial -A -Ride dispatch will be asked
if they want the taxi -cab service and told what the fare will be. If the passengers indicate
positively their desire to use the cab service, then the order will be sent to the taxi -cab
company along with a control number that will be used for reimbursements.
This Agreement with the taxi -cab company is for one year, and will be reviewed at the end
of that year for possible extension, renegotiation or termination. The Agreement may be
terminated without cause at any time with a 30 day written notice.
The Plymouth Advisory Committee on Transit reviewed this agreement at their February
27, 2002 meeting and recommended approval to the City Council.
BUDGET IMPACTS: An estimated 3,600 taxi -cab rides are anticipated over the first 12
months, which translates to an estimated maximum subsidy exposure for Plymouth
Metrolink of $72,000. Funding is included within the 2002 Plymouth Metrolink budget for
this subsidy.
LICENSING: The City requires licensing of taxi cabs and drivers, however, there are no
licenses issued or in force at this time. The taxi -cab company (Airport & Airline Taxi -Cab
Corp. and Triad Transportation, Inc.) have agreed to obtain whatever licenses are required
by the City, and will submit a letter to that effect prior to the April 9, 2002 City Council
meeting.

taxi -cab service to supplement Plymouth Dial -A -Ride services, and authorize the Mayor and
City manager to execute the Agreement.

Transportation Agreement
Between
City of Plymouth
and
Airport & Airline Taxi -Cab Corp. and Triad Transportation, Inc.
THIS AGREEMENT, effective , 2002 is made by and between Airport &
Airline Taxi -Cab Corp. and Triad Transportation, Inc. ("Carrier") and the City of Plymouth
herein referred to as Plymouth Metrolink) for the purpose of setting forth the terms and
conditions under which the Carrier will provide transportation services to residents of the City of
Plymouth.
SECTION ONE
TRANSPORTATION SERVICES
1.1 Services Provided. Carrier shall provide transportation services to authorized Plymouth
Metrolink users residing in the City of Plymouth as described in this Agreement and the
Protocol attached as Attachment A. These services shall include, but not be limited to,
picking up people and authorized passengers at a City of Plymouth residence. Transporting
the person to the location as designated by Plymouth Metrolink Transit Administrator and
with the prior approval by Plymouth Metrolink Transit Administrator, transports the person
or persons back to their original address, Monday through Friday between the hours of 7:00
a.m. and 05:00 p.m. Carrier shall only transport persons and their authorized passengers to
and from the destination(s) authorized by the Plymouth Metrolink Transit Administrator.
1.2 Response Times. Carrier shall arrange for all pick-ups for origination, which shall be made
no earlier than 15 minutes prior to the scheduled pick-up time and no later than 15 minutes
after the requested pick-up time. All pre -arranged pick-ups for return should be made
within 15 minutes of the scheduled time. Any pick-up (origination or return) that does not
meet these response times will be paid at half the rate described in Section 2. Plymouth
Metrolink Transit Administrator will add an additional 30 minutes to any ride they estimate
is over 25 miles.
Carrier may exceed the 15 minute return call time by no more than 30 additional minutes: (i)
during periods of inclement weather; (ii) during peak rush traffic hours (7:00 a.m. - 9:00
a.m. and 3:00 p.m. - 6:00 p.m.); (iii) in instances in which call volume is in excess of those
currently anticipated by Plymouth Metrolink and Carrier; (iv) in instances when Plymouth
Metrolink gives Carrier inaccurate or incomplete member pick-up information, (v)
mechanical breakdown, (vi) power outages, or (vii) acts of God.

1.3 Wait Times. Carrier drivers shall wait at the pick-up point a minimum of three minutes after
any scheduled pick-up time if the resident is not immediately ready. Carrier drivers will knock
on the resident's door, or ring their number if in a security dwelling, to retrieve the resident. The
scheduled ride will be considered a no show if there is no answer by the resident. Fees for no
shows apply as stated in Section 2. 1.
1.4 Cancellations. Should a ride request not be cancelled one hour prior to the scheduled pick-
up then the schedule ride will be considered a no show. Fees for no shows apply as stated in
Section 2.1
1.5 Personnel. Carrier shall ensure that the driving record, personal background and experience
of its employees, agents, or independent contractors, demonstrate an ability to safely operate
a motor vehicle. Carrier shall conduct criminal history investigations on all drivers. The
drivers shall also be required to follow policies and procedures set forth by Carrier. The
policies and procedures of Carrier shall include that each driver is courteous to members and
maintains a clean and neat appearance. The policy shall also require the driver to follow all
rules of the road and to operate Carrier's vehicles in a safe and prudent manner. Each of the
employees or the Carrier's independent contractors or agents shall be properly licensed by the
State of Minnesota to provide the type of transportation services required by this Agreement.
1.6 Equipment/Preventive Maintenance. Each vehicle shall be equipped with two-way
communication equipment, fire extinguisher, safety triangles, and a spare tire/jack and shall
be clearly marked with the Carrier logo or signage. Vehicles will be kept safe and clean and
in good working order. Preventive maintenance is the most important aspect of keeping
quality vehicles in service. All Company vehicles follow strict guidelines and adhere to
preventive maintenance procedures and schedules. Every 5,000 miles schedule A is
followed, every 20,000 miles schedule B is followed and every 60,000 miles schedule C is
followed. Specific procedures of our Preventive Maintenance Schedules A, B, and C are
attached for your review as Attachment B.
1.7 Transit Administrator. Carrier shall transport authorized passengers to the sites designated
by Plymouth Metrolink as listed in Attachment C.
1,8 Records and Record Keeping. Carrier shall maintain appropriate record keeping systems
and make records pertaining to Plymouth Metrolink trips available to Plymouth Metrolink, within
forty-eight hours of the request and provide other necessary information as reasonably requested
by Plymouth Metrolink. Carrier shall also generate and provide to Plymouth Metrolink records of
rides that were provided but not billed for because Carrier arrived after the agreed upon pick-up
time.
1.9 Alcohol and Substance Abuse Policy. Deleted refer to item 1.13

1.10 Equal Employment Opportunity. In conjunction with performance of its obligations,
the Carrier agrees that it and any subcontractors shall not discriminate against any employee
or applicant for employment because of race, color, creed, religion, natural origin, sex, sexual
orientation, martial status, status with regard to public assistance, disability, age, membership
or activity in a local civil rights commission, or political affiliation, and shall take affirmative
action to ensure applicants are employed and employees are treated during employment
without regard to race, color, creed, religion, national origin, sex, sexual orientation, martial
status, status with regard to public assistance, disability, age, membership or activity in a
local civil rights commission, or political affiliation, in all matters, including employment,
upgrading, demotion, or transfer, recruitment or recruitment advertising; layoff, return from
layoff or termination; rates of pay or other forms of compensation; and selection for training
or apprenticeship.
The Carrier further agrees that it, and any subcontractors under this agreement, shall not
discriminate against any qualified disabled person who is an employee or applicant for
employment and shall take affirmative action to ensure such qualified individuals are treated
without regard to their disability in regard to job application procedures; the hiring,
advancement or discharge of employees; compensation: job training; and other terms,
conditions and privileges of employment, pursuant to the American with Disabilities Act.
1.11 Civil Rights Act of 1964; Minnesota Human Rights Act. The Carrier hereby agrees
that it will comply with the Title VI of the Civil Rights Act of 1964 (PL 88-352) and all
requirements imposed by the U.S. Department of Transportation, to the end that, in
accordance with Title VI of the Act, no person in the United States shall, on the ground of
race, color, sex or national origin, be excluded from participation in, be denied the benefits
of, or be otherwise subjected to discrimination under any program or activity funded by this
Agreement. The Carrier further agrees to comply with the provisions of the Minnesota
Human Rights Act in regard to non-discrimination in public accommodations and public
services.
1.12 Americans with Disabilities Act of 1990. The Carrier hereby agrees that it will comply
with the American with Disabilities Act of 1990 and all rules and regulations thereunder,
including those imposed by the U.S. Department of Transportation, to the end that, in
accordance with the American Disabilities Act, no qualified disabled person shall, by reason
of such disability, be excluded from the participation in or be denied the benefits of
transportation services, programs, or activities, or otherwise be subject to discrimination.
1.13 Alcohol and Substance Abuse Prevention and Testing Policy. The Carrier shall adopt
and adhere to an Alcohol and Substance Abuse Prevention and Testing policy that is
compliant with the Federal Transit Administration regulations stated in 49 CFR Section 653,
49 CFR Section 654 and 49 CFR Part 40. The Carrier shall provide the City of Plymouth
such information as is necessary to document compliance. Reference carrier's policy that is
attachment D.

1.14 Audits. As required by Minnesota Statue, Section 15.17 the operational records and
documents of the Carrier and its agents relating to work performed pursuant to this
Agreement shall be subject to audit and examination by the City of Plymouth or the
Metropolitan Council and the legislative auditor or state auditor.
If at any time within 12 months after the expiration or termination of this contract, or any
extension thereof, an authorized representative of the City of Plymouth or any other agency
funding this contract, conducts an audit of the Carrier with respect to Plymouth Metrolink
services provided under the terms of this contract and reports that audit results reveal that the
City's dollar liability for such services is less than the payments made to the Carrier, then:
a. If the Carrier fails to comply with correct invoicing procedure for services provided the
City may withhold payments to the Carrier otherwise provided under this agreement or an
extension thereof, until the amount retained by the City equals the amount alleged to be the
City's liability for services provided.
b. In addition, the Carrier agrees to defend, indemnify and hold the City of Plymouth
harmless against any financial obligations directly caused by the results of any audits of the
Carrier's performance under this agreement.
SECTION TWO
FEES
2.1 Fees. Plymouth Metrolink shall pay the Carrier for services provided under this Agreement
as detailed in the Protocol set forth in Attachment A. Plymouth Metrolink shall pay the
Carrier at a rate specified in Attachment C. Fees shall include transportation of the member
and passengers approved by Plymouth Metrolink. Carrier should be paid $10.00 for any no-
shows that were properly documented and approved by Plymouth Metrolink, provided that
the Plymouth Metrolink did not cancel the transportation request within 60 minutes of the
scheduled pick-up time. Carrier shall be paid for "Optional Plymouth Metrolink Ride
Services" only when a dedicated Plymouth Metrolink representative provides prior
approval.
2.2 Statement for Services. Carrier agrees to provide Plymouth Metrolink with a weekly billing
invoice in the format required by Plymouth Metrolink on the Tuesday of the second week
following the week in which services were rendered. Plymouth Metrolink shall remit
payment to Carrier upon receipt of Carrier's billing invoice.
2.3 Incident ReportinE. Carrier shall report within 48 hours any and all Safety and Security
incidents to Plymouth Metrolink using the forms found in Attachment E.

SECTION THREE
TERM AND TERMINATION
3.1 Term of Agreement. The term of this Agreement shall begin effective 52002
and shall continue through , 2003 unless terminated, as set forth in Section
3.2 this Agreement shall automatically renew on the termination date and on each two-year
anniversary of such date for an additional term of two (2) years. Both parties will review
agreement to determine if any adjustments are necessary prior to renewal.
3.2 Termination of Agreement. This Agreement may be terminated without cause at any time
upon 30 days prior written notice to the other party. This Agreement may be terminated by
either party upon material breach by the other party of a material term of this Agreement and
failure to cure such breach within five (5) working days after receipt of written notice
specifying the precise nature of the breach.
SECTION FOUR
RELATIONSHIP BETWEEN PARTIES
The relationship between Carrier and Plymouth Metrolink is solely that of independent
contractors and nothing in this Agreement or otherwise shall be construed or deemed to
create any other relationship, including one of employment, agency or joint venture.
SECTION FIVE
INSURANCE, INDEMNIFICATION AND HOLD HARMLESS
5.1 Insurance. Carrier shall procure, and maintain at its own expense, automobile and general
liability insurance in amounts of at least $300,000 per occurrence and $1,000,000 for any
number of claims arising out of a single occurrence. This provision shall apply to any
independent contractors providing transit services on behalf of Carrier. Upon execution of
this Agreement, Carrier shall provide a certificate of insurance with a 10 -day notice of
cancellation of such insurance to Plymouth Metrolink and shall immediately notify
Plymouth Metrolink in writing if such insurance coverage is amended or terminated.
5.2 Indemnification. Carrier shall defend, hold harmless and indemnify Plymouth Metrolink
from any and all losses, claims, liabilities, damages or judgments, including without
limitation reasonable attorneys fees, asserted against, imposed upon or incurred by Plymouth
Metrolink that arise out of the acts or omissions of Carrier, Carrier's employees, independent
contractors or agents.

SECTION SIX
6.1 Amendment. This Agreement may be amended only in writing signed by Carrier and
Plymouth Metrolink.
6.2 Assignment. Neither party may assign any of its rights and responsibilities under this
Agreement without the prior written consent of the other party.
6.3 Entire Agreement. This Agreement constitutes the entire agreement between the parties in
regard to its subject matter. No representations between the parties, oral or otherwise, shall
have any force or effect.
6.4 Governing Law and Venue. This Agreement shall be governed by and construed in
accordance with the laws of and in the state of Minnesota.

Agreement Protocol
Plymouth Metrolink through Laidlaw Transit Services, Inc. can utilize the services of the
Carrier to transport authorized Plymouth Metrolink resident's who request transportation
services via Laidlaw to the destination(s) listed in Attachment A.
2. Carrier shall contact Plymouth Metrolink Transit Administrator (or other persons designated
by Plymouth Metrolink) to address/report questions, discrepancies, problems, or non -carries.
Plymouth Metrolink shall contact vendor (or other persons designated by Carrier) to
discuss/report questions, discrepancies or problems.
Laidlaw Transit Services, Inc. via fax will send all ride requests to carrier. All
transportation requests will include the below listed ride information including:
Resident's name home address and zip code
Destination date service requested
Time of pick-up number of passengers
Fare number representative
Phone numbers one-way or return slip approved
4. Carrier will review the ride information and contact Laidlaw Transit Services, Inc. at (612)
378-7464 to report any discrepancies/possible errors regarding next day pick-ups.
Plymouth Metrolink will reimburse the Carrier for services requested by authorized Laidlaw
Transit Services, Inc. personnel.
6. The Carrier will provide each Plymouth Metrolink customer with a return slip clearly
indicating the telephone number the customer is to dial upon completion of their
appointment to request transportation home. Carrier will, to the best of their ability, ensure
all members have been transported home prior to ending of a workday.
7. The Carrier will provide Plymouth Metrolink with computer printouts weekly as verification
of services provided for the residents who utilize the service.
Information verifying no shows, residents who are not ready, although Carrier attempted to
provide services, residents who could not be located, and other unique circumstances will be
documented and reported to Plymouth Metrolink on a daily basis.

ALCOHOL AND SUBSTANCE ABUSE POLICY
Airport & Airline Taxi -Cab Corp. and Triad Transportation, Inc., (Carrier) is dedicated to
providing safe, dependable transportation services to the public and ensuring that the public and
employees of contracted service providers have a safe environment that is free from risks which
result from alcohol and substance abuse.
The Federal Transit Administration (FTA) has established alcohol and substance abuse
requirements for transit employees and Independent Contractors in safety sensitive positions
i.e., drivers, mechanics, and dispatchers). These requirements are set forth in FTA regulations
49 CFR, Parts 653 and 654 and testing procedures outlined in 49 CFR Part 40. At the present
time the FTA is in the process of replacing FTA regulations 49 CFR, Parts 653 and 654 with
Rule 655, and once adopted shall be considered part of this Policy.
Independent Contractors through jointly approved agreements with established effective contract
periods operate all of Carrier transportation services. All mechanics and dispatchers covered
under FTA alcohol and substance abuse regulations are the employees of these contracted
service providers.
It is the policy of Carrier that all contracted service providers comply with FTA alcohol and
substance abuse regulations. They are required to complete and submit to Plymouth Metrolink
an annual FTA Drug and Alcohol Contractor Checklist, to provide and update copies of their
current Drug and Alcohol Abuse Policies (including testing procedures), and to certify to
Plymouth Metrolink their compliance with the FTA alcohol and substance abuse regulations.
Copies of these checklists, policies and certifications will be kept on file in the Carrier
administrative office at 6525 Oxford Street St. Louis Park, Minnesota 55426.
In addition, contracted service providers will be required to provide regular status reports on
types and numbers of tests administered, cumulative test results and cumulative actions taken.
Under no circumstances will contracted service providers offer confidential employee
information, including names and specific testing results that could lead one to infer confidential
employee information.

Contracted service providers will, from time to time, meet with representative(s) of Plymouth
Metrolink to demonstrate testing procedures, to allow inspection of testing facilities, and to
permit Plymouth Metrolink reasonable access to allow for compliance under FTA regulations.
Contracted service providers will also ensure that primary outside maintenance providers with
whom the providers have an ongoing relationship (with the exclusion of those exclusively
performing warranty work) are compliant with FTA regulations, as required by the FTA.
The role of Plymouth Metrolink is to provide general oversight and to ensure contract
compliance with its contracted service providers. At no time shall this policy be construed to
imply an employer/employee relationship between Plymouth Metrolink or the City of Plymouth
and the employees of the contracted service providers.
