SUBJECT: Process for filling vacancies on City Boards and Commissions, and
Set Future Study Session Topics

1. ACTION REQUESTED: Establish the process to fill board and commission vacancies,
and set additional study session dates or topics as desired.
2. DISCUSSION:
A. Interview Youth Applicants -- The City is in the process of soliciting applications
from youth interested in serving on the Youth Advisory Council, the Human Rights
Commission, and the Environmental Quality Committee. Applications will be received
through April 5. The City Council should establish a date to interview youth applicants.
The Youth Advisory Council appointees would take office in May; therefore, an interview
date between April 8 and April 30 would be desirable.
B. Board/Commission Vacancies -- There are a number of additional vacancies on
boards and commissions. The City Council should direct staff on how to proceed for
filling these vacancies. Attached is a spreadsheet showing the status of the individuals
interviewed in December.
Planning Commission -- The City has received the resignation of Roger Berkowitz
from the Planning Commission (copy attached). He served in the Ward 4 position.
Since there are currently no other members on the Planning Commission from
Ward 4, moving individuals within the commission in order to solicit from a larger
audience is not possible. In December, the City Council interviewed the following
Ward 4 residents who indicated an interest in serving on the Planning Commission:
Frank Weir (appointed to Park and Recreation Advisory Commission)
Mitchell Berg (no longer resides in Plymouth)
Hal Broxey (appointed to the Human Rights Commission
Elm Creek Water Management Organization - The City Council made six citizen
appointments to the water management organizations in December. One of the
appointees to the Elm Creek Water Management Organization, Richard Krahulec
Ward 4), had to decline the appointment as Alternate. Mr. Krahulec had indicated
at the interviews that he would only be able to attend evening meetings, due to a
conflict with his job. The Council discussed at the interviews the City's desire to
encourage the water management organizations to move from their current daytime
meetings to a time when more citizens could participate. Public Works Director
Dan Faulkner subsequently brought this issue to an Elm Creek Watershed meeting.
The consensus of the group was that they did not wish to meet at night. The vote
was to move the beginning time of the meeting from 3:00 p.m. to 3:30 p.m. Mr.
Krahulec was recontacted, but the revised time still conflicts with his job. He is
interested in a commission appointment for a board that meets in the evening.
Northwest Hennepin Human Services Council Advisory Commission -- The City
has several appointees to the Northwest Hennepin Human Services Council. Sandy
Hewitt serves on the Executive Committee and Dana Cruzen serves in one of two
positions on the Advisory Commission. In December, the City Council appointed
Kapila Bobra to the vacancy on the Advisory Commission. She has declined the
appointment, and the position is vacant. The City Council could solicit for
someone interested in serving in this position or take no action and leave the
position vacant for the present time since we have an appointee to both the
Executive Committee and Advisory Commission.
C. Study Session Topics - The pending study session topics list is attached, along with
calendars to assist in scheduling. The Council may wish to establish additional study
sessions or amend the topics list.
3. RECOMMENDATION: The City Council should establish a process to fill board and
commission vacancies, and set additional study session dates or topics as desired.

Dear Mayor and City Council Members:
It is with regret that I am residing my position on the Plymouth Planning Commission.
I wish to thank the mayor, council, staff, and my fellow commissioners who have served with me
for the past six years for allowing me to serve on the commission, and for making that time
enjoyable and a true learning experience. I feel that my participation has been beneficial to the
residents of Plymouth, as we have seen some tremendous growth over those six years.
This is a difficult decision for me, but I believe that for the time being it is for the best. Through
my employer, I plan to remain involved with the Plymouth Business Environmental Partnership.
I also look forward to serving the City again at some point in the future.
