HomeMy WebLinkAboutCity Council Ordinance 1987-18CITY OF PLYMOUTH ORDINANCE NO. 87-18 AN ORDINANCE AMENDING PORTIONS OF CHAPTER V, PLANNING AND LAND USE REGULATIONS, OF THE PLYMOUTH CITY CODE SECTION 500, SUBDIVISION AND PLATTING OF LAND THE CITY COUNCIL OF THE CITY OF PLYMOUTH DOES HEREBY ORDAIN AS FOLLOWS: Section 1. Plymouth City Code Chapter V, Section 500.01 - (General Provisions Policy and Purpose) is amended by the addition of the following: These regulations are also deemed necessary to implement the Comprehensive Plan Objective to require all developers to retain the natural environment as much as possible by such measures as the preservation of desirable trees, shrubs, land forms, wetlands, and ponding areas. Section 2. Plymouth City Code Section 500.07, (Preliminary Plats; Data Required) Subd. 2, (Existing Conditions) is amended by the repeal of Item (g) in it's entirety and the adoption of the following: (g) A natural resources inventory based upon a topographic map, with contour inter- vals not greater than 2 ft., to be superimposed on the preliminary plat. The inventory shall include but not be limited to the following features: ---Existing vegetation areas including forests and woodlands, wetlands and wetland _ vegetation; geologic features such as rock outcrops; slopes, soil, and ground water characteristics; existing lakes streamsponds, drainage swales run-off settling areas, and Flood Plain and Shore and Management Areas. The United _ States Geodetic Survey Datum shall be used for all topographic mapping unless the Public Works Director explicitly permits the use of alternative data. Section 3. Plymouth City Code Section 500.07, (Preliminary Plats; Data Required) Subd. 3, (Development Design) is amended by the addition of the following: ( An analysis of the natural resources and mass grading indicating the relationship of the proposed use with the existing natural condition; how natural features and areas will be preserved; which areas must be adapted to allow the development proposed and how it will visually and physically affect adjoining land; and, indicating what soil erosion and sedimentation controls are to be employed. New landscaping features Including plantings and bermin shall be clearly and accurately described. Section 4. Plymouth City Code Section 500.15. (Subdivisions; Design Standards; General Requirements) is amended by the addition of the following: Subd. 5. Conservation and Preservation of Natural Environment. All developers are required to retain and maintain the features of the natural environment as much as pos- sible by such measures as the preservation of desirable trees shrubs, land forms, wet- lands and pondingareas. The Planning Commission shall pay particular attention to proposed measures to preserve or to mitigate the impacts upon natural features and to the compliance, where ap licable with the requirements of the Zoning Ordinance Special r� otection Districts. The Commission shall consider the degree to which a maximum reasonable effort has been demonstrated to preserve and conserve the natural features including mitigation measures, and the degree to which minimum adverse Impa3t upon the natural environment will be realized as the result of the proposed develooment.
