HomeMy WebLinkAboutCity Council Ordinance 1982-11i CITY OF PLYMOUTH ORDINANCE NO. 82-11 THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA HEREBY ORDAINS: i y Section 1. Plymouth City Code, Subsection 905.07 is amended to read: 905.07. Fire Lanes and Emergency Access. The establishment of fire lanes arid emergency access by the Director of Public Safety or the Director of Public Safety's designated representative is hereby authorized on all private and public property, except those properties zoned as detached single-family housing, in order that the travel of firefighting apparatus may riot be interfered with, arid that access to fire hydrants or buildings may riot be obstructed. (a) Location: Fire lanes shall be installeJ and maintained to provide direct unobstructed access to all sides of structures and to all Fire hydrants. They shall be located at a m'.imum of riot less than those standards established in the Zoning Ordinance for driveways, arrd in no case, shall be no further than fifty feet from the structure. All fire lanes shall be a minimum of twelve feet in width, paved arid shall have a 7 -ton capacity. (b) Location and Design Specifications for Emergency Access: Emergency access shall be installed and maintained to provide direct, unobstructed access to all fire hydrants, fire department connections, and building entrances. Emergency access shall be a minimum of nine feet in width. (c) Variance: When site design conditions such as topography, public easements arid natural vegetation are present and constrain the installation of fire lanes or emergency access in the above mariner, the Director of Public Safety or the Director of Public Safety's designated representative may recommend, arid the City Council may approve variances to the above standards; appropriate building design features arid fire protection systems may be required to compensate for the allowed access restrictions. (d) ,Si9nin9: When a fire lane or emergency access has been ordered to be established, it shall be marked by a sign bearing the words "No Parking - Fire Lane" or a similar message. When a fire lane or emergency access is on public property or a public right-of-way, the sign or signs shall be erected by the City, arid when on private property, they shall be erected by the owner at his own expense within 30 days after he has been notified of the order. Thereafter, no person shall park a vehicle or otherwise occupy or obstruct the fire lane or emergency access Lane. Section 2. This ordinance is effective upon passage and publication.
